The village has decided to be part of the Lewis County government efficiency plan, but was apprehensive about joining the county’s effort.

Lewis County is working on a government efficiency plan to be submitted to the state Division of Budget by June 1.

County Director of Planning Frank J. Pace said 18 municipalities, including the county, have decided to be part of the plan. The plan must show shared services or consolidations that lead to savings for taxpayers.

Gov. Andrew M. Cuomo has encouraged municipalities to submit plans that project cost savings for the years 2017, 2018 and 2019 that are at least 1 percent of the 2014 tax levy.

If the county and all of its towns and villages work together, the savings plan would have to total $280,813 to meet the requirement.

The savings can be counted by the municipalities, if the services began after Jan. 1, 2012, and will continue to show a savings in 2017, 2018 and 2019.

Mayor Donna M. Smith said she thought the savings amount was based on the entire budget, but it is based on the tax levy. The village levy is $1,419,840, so it has to find $14,190 in savings.

Mrs. Smith said Mr. Pace and County Manager Elizabeth Swearingin told her the amount the village needs to save can be met.

Mrs. Smith said the village could count the savings it received when it switched to the New York Municipal Insurance Reciprocal, which was about $7,000.

The county also assured the village that if it were to take part in the technology sharing the county is offering, the village could save about $1,000 to $2,000.

Mr. Pace said the government efficiency plan is a community effort.

The village may not save the whole 1 percent this year; it may save half of that amount, Mr. Pace said. But the village is becoming more efficient by creating those partnerships.

“It might not be you that makes that whole 1 percent, but maybe next year you will and your other municipality will not,” Mr. Pace said.
