Punjab Governor and UT Administrator Gen S F Rodrigues (retd), while inaugurating the All-India Mayors Conference here today, emphasised on the need of making municipal governance more responsive and accountable with the focus on partnership and building up a system to redress the grievances of the common man.

Rodrigues said in a democratic system the rule of law was paramount, which envisages there should be no preferential treatment to anyone. It is the duty of all elected representatives to rise above the vested interests and personal priorities and to serve the people effectively.

The UT Administrator said Chandigarh had launched a revolutionary programme called e-Sampark followed by second and third level programmes of e-Jan Sampark and Gram Sampark as part of administrative strategy to extend the benefit of IT to the common man and ensure hassle-free, public utility services to the citizens.

Appreciating the theme of gender equality and female foeticide as part of the discussion in the conference, Rodrigues said, “We have launched a multi-prolonged strategy for empowering the girl child and making her a profit centre by giving them vocational training in different trades.”

He said a medi-city would be coming up, and it would meant to impart training in nursing.

UT Mayor Harjinder Kaur, in her welcome address, said the conference would have practical and parallel sessions aiming at finding concrete solutions for common problems on greening the cities’ solid waste management — an answer to global warming, e-governance, urban re-generation with citizens partnership, transparency and accountability strength of urban governance, panel discussions on gender friendly cities, increasing colonies and migrant poulation and urbane infrastructure, private-public partnership and bench marking through twinning.

Local Government Minister of Mauritius James David Burty, in his address, said it would be a misconception to believe that democracy was just an electoral system. “Democracy is the key concept which we shall be focusing on,” he said.
