It will be available even on ‘non-smart’ phones

Staying smart will no longer be about the mobile phone one owns; at least, when it comes to accessing e-governance. For, the Kerala State IT Mission (KSITM) as part of the ‘Digital Kerala; initiative plans to roll out a unique and single interface mobile cross-platform application that would be accessible on all mobile phones irrespective of whether they are ‘smart’ or not.

To do away with this skewed digital divide between the holders of smart phones and ordinary phones, the proposed mobile app would be complemented by SMS, IVR (Interactive Voice Response) and USSD (Unstructured Supplementary Data eg:*123#) channels. “KSITM has recently published online tenders for selecting the vendor for the unique mobile application for implementing mobile governance service in Kerala,” sources told The Hindu.

All the m-governance projects by departments and Public Sector Undertakings will be embedded into this common app to avoid duplication and to ensure their access 24X7.

The app will be a multi-platform application compatible with Android, iOS, Windows and Blackberry and will feature a simple interface and navigation facilitating easy usage.

The existing services of various departments including certificate services, information services, payment utilities bills etc. will be made available in the mobile app as well as SMS, IVR and USSD platform. Common services like mobile recharge, IRCTC ticket booking, Income Tax information and payments, Passport services, postal services, Foreigners Registration (FRRO) etc would also be included in it.

Besides, popular services by private entities found beneficial to the citizens would also be covered from time to time subjected to the approval of a committee concerned. Integrated with the payment gateway, the app will also support the payment modes including net banking, credit cards, debit cards, IMPS (immediate payment service) and mobile wallet systems.
