Heena Parveen is all smiles as she has become first person of Uttarakhand to get online birth certificate of her son. She gave birth to a boy on November 21, 2015 in Rukmani nursing home of Dehradun whose birth certificate she got in "unbelievably short duration", she expressed.

As a gift of New Year Dehradun municipal corporation on January 1st launched its online Birth and Death registration facility getting a step closer to e-governance, a mandate of Smart City. Practically, local body is gearing up for the national competition wherein top 20 cities of India will be chosen by ministry of urban development for funding.

Like Heena many other youth of the city feels that this move will enable locals to quickly connect with the government unlike yesteryears when the process of getting certificate was tedious, and also indicating that Corporation is working towards going tech savvy which is progressive.

Speaking on the launch, municipal commissioner of Corporation, Nitin Bhadouria, said, "Now residents can get their birth/death certificate sitting anywhere in the country, all they have to do is log in online and upload scanned copies of their photo, id proof and affidavit (for birth/death above one year)."

The software called civil registration system is centrally connected and GOI governed software. Anyone sitting in Delhi can easily access the number of registrations done in Uttarakhand. It is an attempt to develop a comprehensive e-governance system for the entire nation, said corporation officials. Locals can log in into www.crsorgi.gov.in for getting registrations done.

Sharing details about the registration, corporation officials, said that registration within 21 days of birth and death will be free of cost. And till 30th day it will cost Rs. 2 per day followed by a fee of Rs. 5 per day up to one year. And if anyone apply for the certificate post one year then they will have to show the affidavit of class one officer along with the basic documents.

In the first phase of project, corporation will connect all the 17 urban units which comprises all the municipal councils and corporations of all the nearby areas such as Haridwar, Rishikesh, Vikasnagar, Doiwala. It will be followed by connection of all the hospitals and nursing homes with the server so that hospital administration can also feed their daily data in the server.

In the second phase all the 460 gram panchayats nearing Dehradun will be connected with the portal so that villagers can get registrations done online. In next three months entire system will be active and ready for the use of locals from March 1 onwards as per municipal corporation officials.

Till December 31, corporation has manually generated 14, 430 birth certificates and 3, 658 death certificates.
