Six months on, MC fails to set up Citizen Facilitation Centre

The Municipal Corporation (MC) has failed to establish a Citizen Facilitation Centre till date. The proposal was mooted six months ago. The centre was proposed to digitise the public utility services. The project remained in limbo as complaints were lodged with the MC against the company hired for the purpose.

On May 6, the MC had passed a proposal to operationalise the Citizen Facilitation Centre at a meeting of the Finance and Contract Committee (F&CC). But there has been no significant development in the implementation of the proposal.

The MC had hired Icon Software Technology, a Ludhiana-based software firm, for Rs 1 crore per annum. The company was supposed to take care of all work related to information technology. The officials had claimed it would start e-governance to accommodate the residents. However, the company didn’t start any work due to complaints filed against it with the MC.

It is worth mentioning that the MC has been lacking in record digitisation. The record of birth and death of other districts is available on the e-governance website, but Amritsar lacks the facility. Applicants receive birth and death certificates only after a long delay.

The residents are not able to pay online taxes and bills of water and sewerage in the absence of the Citizen Facilitation Centre and allege that the MC website was not user-friendly and in this computer age, most of the task was still being done manually.

Varun Khanna, an RTI activist, had complained to the Right to Service Commission that the MC was not facilitating online complainants. “When the government has been laying stress on digitisation of records, the MC has been issuing and submitting the bills manually. The Minister for Local Bodies claimed that every thing would be digitised to curb corruption, but what is the deadline,” asked SK Sharma, a city resident.
