The Republic of Ireland's Office of the Revenue Commissioners (Revenue) is responsible for fairly and efficiently collecting all taxes and duties, and has had recent success with online document management for payroll purposes.

The Office is among the most progressive tax and customs administrations worldwide, having started to implement an integrated approach to taxation services a decade ago, with data warehousing introduced in the mid-1990s and internet–based facilities to electronically file returns and make payments in the late nineties. Revenue is always on the lookout for new technologies to improve services both for the public and its own tax administration teams. Recently it selected Group1’s DOC1 Archive product for a variety of internal solutions aimed at eliminating paper and microfiche while making information electronically available via its second generation intranet, code-named RevNet.

An early and very successful project involved replacing paper payslips with an electronic on-line version without any changes being required to the underlying payroll package. DOC1 Archive allows twelve months’ worth of payslip details to be viewed in a matter of seconds. Documents are viewable on-line in both a replica image format of the printed payslip - which staff are used to - and a text format.

The latter allows data export to spreadsheets for personal calculation purposes and very importantly supports on-line access to payslips for visually impaired colleagues. If there are any queries regarding pay details, the payroll unit are able to view the information in exactly the same format as the staff member in order to resolve queries faster and more accurately (currently, Revenue employs 7,000 staff distributed across 130 offices in Ireland). Overall DOC1 Archive has removed the requirement to produce printed copies of the payslips, and this has saved Revenue both time and money, as well as improving employee service and allowing the organisation meet its commitments to national government programmes on pay and partnership.

A number of other projects exploiting DOC1 Archive as part of the mainstream tax collection systems are now underway.

“Reduced overheads have meant that we have made quite a substantial saving. Using press printing and seal packed envelopes it used to take up to five working days to produce what is now generated almost immediately. The main benefit of DOC1 Archive is that people can access their payslip information – from today or from twelve months ago - more quickly. This is nearly impossible with printed documents. We had already used Group 1’s DOC1 Design & Generate for our printing services, so we were familiar with the software structure, and were assured of its capabilities and ease of use. DOC1 Archive has worked extremely well, and we have found it to be very robust. The technical aspects of resolving any issues around payroll have been greatly facilitated. The rapid access to detailed information that DOC1 Archive allows has, in turn, improved our employee service. Currently, we are in the process of developing our use of DOC1 Archive and extending it to other areas outside of payroll –for example, our Integrated Taxation systems. The tailor-made applications delivered to us by Group 1 Software, allow us to set the data format to make documents across the spectrum of our business compatible for ingestion into the archive”.
