Romania's Government approved through a decision the 'National strategy for the Digital Agenda for Romania – 2020' that was prepared by the Ministry of Communications and Information Society. The document comprises elements of the Digital Agenda for Europe that were adapted to Romania's situation. The digital agenda is one of the seven flagship initiatives of the strategy Europe 2020.

The strategy defines four domains of actions, namely e-government, interoperability, cyber security, cloud computing and social media; ICT in education, culture and health; ICT in e-commerce and research, development and innovation in ICT, as well as broadband and digital infrastructure services. The total investment required for the full implementation of the strategy is EUR 3.9 billion. The strategy's direct and indirect impact on the economy can be translated into a 13 percent GDP growth, increasing in employment by 11 percent, and reducing the administration's costs by 12 percent in 2014-2020.
