The Indonesian bureaucracy still has not made full use of information technology, despite an avalanche of tried and tested examples in many countries of well-managed e-governments immeasurably improving the quality of public services.

"[E-government] should stop being just an idea. No more theories, no more comparative studies. We should start practising it," Minister of Administrative and Bureaucratic Reforms Asman Abnur said on Tuesday (06/09).

The government has been working with South Korea — a pioneer in e-governance — to design an e-government system customized to Indonesian conditions. The minister said electronic-based budgeting, or e-budgeting, will become one of the priority areas. A ministerial decree will be distributed to central and regional government agencies to introduce it.

"The e-government system should be applied at all levels of administration. We will assess the system first and then enforce it with a ministerial regulation. E-budgeting will become mandatory for central and regional governments," Asman said.

The South Korean Ambassador Chao Tai Young said that his government has invited Indonesian officials to witness e-government in practice in South Korea and all the improvements that have been made since it was first launched.

"Indonesia can actually learn from our experience, avoid our mistakes. We can work together and share ideas," Chao said.

Integrated e-government

Communications and Information Technology Minister Rudiantara said e-government in Indonesia should be integrated to prevent each branch of the bureaucracy from applying its own electronic administration system — which has already happened and led to excessive spending.

"Government institutions [and regional administrations] have been applying their own versions of e-government. We will save a lot of money if we can use a single system," he said.

The minister said e-governance would enable better supervision and monitoring of the bureaucracy.

"Supervision and control will be more efficient with e-government. E-government works wonders in South Korea, why can't it do the same here?" Rudiantara said.
