Minister for Planning Development and Reforms Prof.Ahsan Iqbal has proposed to the government five steps and a number of proposals for implementation to improve civil service structure aimed at better service delivery to the masses and country's economic prosperity.

In this regard the Minister has given an extensive presentation to the Prime Minister and highlighted the weaknesses of the existing civil service structure, spokesman of the Planning Commission Aamir Zamir told APP.

The Minister, told the Prime Minister that government was facing a number of challenges which include human resources challenges, institutional & inter institutional challenges, Process challenges, Inter service Group conflicts and poor service structure at federal, provincial and district level.

Prof.Iqbal said that Civil Service restructuring in wake of devolution has become a necessity.

He said there was need to look at Public Sector Performance at four levels i.e. organizational performance, individual Performance, aligning Organizational and Individual Performance and re-structuring the service structure.

The Minister proposed the following five steps implementation cycle under which all ministries and departments would develop vision statements to align their roles with the current challenges.

In step two Vision/mission to be translated into short, medium and long- term goals in Step 3,Key Performance Indicators (KPIs) including citizen's charter to be derived from agreed goals while in 4, all ministries and departments would develop institutional and individual action plans with roles, responsibilities, timelines and budgets to realize goals in consultation with all stakeholders and in the Step 5, All ministries/departments to develop an effective performance monitoring, evaluation and reward system.

Prof-Iqbal also presented the following proposals to the Prime Minister for improving civil service structure reforms included Convening of a National Workshop on Civil Service Reform chaired by PM to develop consensus on reform agenda within 30 days,Development of Key Performance Indicators for Each Officers/officials and Ministry/ Division,Replace obsolete ACR system with an Effective Performance Management System (IT based 360 degree performance evaluation system where each employee is evaluated by 7 people including his/ her immediate supervisor) with forced ranking,Introduction of Citizen Client Charter (Time bound Service ) & Grievance redress system, Review of Rules of Business and core instrument of day to day functioning of government especially Efficiency and Discipline Rules of 1973,Engagement of Civil society, academia and citizens for the monitoring the performance of organization with availability of online data on performance of various organizations. vii. Third party audits, mystery shoppers, citizen opinion surveys, need to be used regularly to track performance and identify pockets of poor delivery.

The other proposals were Accelerated Promotion Path for outstanding performers,Equal opportunity of promotion, posting, and progression,Time scale promotion in technical cadres ,Monetization of Allowances/Perks,Position & performance Based Allowance,Revision of training duration, to meet the latest standards with focus on modern Management, Leadership and Technical skills.

He further proposed to the government that Programme of Crash short term courses for overcoming skill crisis,Remove overlapping at federal, provincial and local functions,Stability in term of tenure (Performance Contracting, Transfer Possible on Cogent Reasons),E-Governance to be introduced on priority, all services to go online, provision for IT staff in Ministries,Creation of an Executive Agencies/ Corporatization where ever feasible, separation of Policy and Implementation,Reengineering of Processes/Rules/Regulation,Creation of new specialized cadres such as Engineers, Doctors, IT, Management, Finance, Economist and Planner etc. may be included in superior services, Separate service/ pay structure for each cadre and Assignment of Groups after training.

The Spokesman of the Planning Commission said that the Prime Minister agreed to conduct a study on civil service reform to adopt international best practices within 120 days.
