A technical solution was completed this week which will allow for data exchange between Estonia and Finland via the X-Road data exchange layer.

"Preparations that have been underway for nearly a year have been completed by now, and along with developers, we have now reached the stage where we are anxiously looking forward to the exchange of the first data between the two countries," Andrus Kaarelson, director of information systems at the Information System Authority (RIA), said in a press release. "With the data exchange, we have created the conditions for implementing cross-border e-services."

According to Kaarelson, the objective of the project is to make the lives of frequent travelers across the Gulf of Finland as convenient as possible. "This will definitely be aided in the future by buying prescription drugs with digital prescriptions on both sides of the border, for example," he noted.

The integration of the X-Road will make administrative procedures between the two countries easier and faster by reducing paperwork. The first active institutions that are ready to exchange data include the two countries' respective health insurance funds, tax and customs boards, traffic registers and population registers.

The X-Road is an important fixture of Estonia's e-government, the proper and sustainable operation of which ensures the functioning of the national information system. Approximately 1,000 institutions in Estonia exchange data via the X-Road; one of the visible outputs of these exchanges is the data that can be accessed via the Estonian state portal eesti.ee.

Finland's Population Register Centre (VRK) and Estonia's RIA have developed the interconnection between the two countries' respective data exchange layers, X-Road and Suomi.fi.
