A report commissioned by the Norwegian government has concluded that increasing ICT cooperation in the municipal sector and between central and local governments could lead to substantial benefits, it was announced in March 2011.

The report, entitled 'Joint ICT development in the municipal sector', describes the opportunities and challenges offered by ICT in local government. It was compiled by an independent consulting company, and was presented to Rigmor Aasrud,​​ the Minister of Government Administration and Church Affairs, on Friday 4 March 2011.

The report says that Norway's municipalities are responsible for a large share of public services for citizens and businesses, and ICT is increasingly important for the production of these services. The common public-sector ICT solutions and records, which the state is responsible for, are in many cases poorly adapted for local use. In addition, Norway's 430 municipalities have many similarities in terms of demand for ICT solutions, but currently inter-municipality cooperation exploits this only to a limited extent.

In 2010, Rigmor Aasrud appointed ​​a working group with representatives from the Ministry of Local Government and Regional Development (Kommunal- og regionaldepartementet - KRD, in Norwegian), the Association of Local and Regional Authorities (Kommunesektoren - KS, in Norwegian), the Agency for Public Management and eGovernment (Direktoratet for forvaltning og IKT - Difi, in Norwegian) and the Ministry of Government Administration, Reform and Church Affairs (Fornyings- og administrasjonsdepartementets - FAD, in Norwegian). The working group's mission is to provide recommendations on measures that can help municipalities be better equipped for the 'digital leap'. The 'Joint ICT development in the municipal sector' report was commissioned so that the working group would have access to a broader factual framework.
