Former Deputy Interior Minister Dinos Rovlias held a presentation on electronic auctions (eAuctions) in public procurement at a Cabinet meeting on 25 January 2011.

Mr Rovlias introduced eAuction as one of the stages of public procurement via electronic means. According to the presentation, eAuctions only apply when the specifications of bids can be determined by a completely accurate method. eAuctions provide the opportunity for cost improvement, as well as improvement in other aspects of the tenders, but only if these aspects are suitable for automatic evaluation electronically. They must be measurable, so as to be expressed in figures or percentages.

The former Deputy Minister also provided a description of the eAuction Process:

  • eAuction takes place after the opening of financial bids by the participants and before the awarding of the contract.
  • eAuction is preceded by a full evaluation of bids of the candidates whose bids had not been rejected at an earlier stage of the tendering process.

The specifications for carrying out an eAction are set in the call for tenders, and contracting authorities aim to ensure all potential bidders are fully informed and instructed on the use of eGovernment platforms and the electronic submission of their new, economically advantageous bids.

eAuctions are particularly suited for the procurement of products in large quantities and for materials with common technical standards, where a slight difference in unit price results in a significant overall economic benefit.

In addition, Mr Rovlias presented the eAuction pilot implementation by the General Secretariat for Commerce (Γενική Γραμματεία Εμπορίου - ΓΓΕ, in Greek), in its capacity as the central agency responsible for public procurement. The General Secretariat has, to date, carried out two internal eAuctions for the procurement of copier paper and printer ink supplies. The two pilot eAuctions were assessed as to their compatibility with the administrative and technical organisation of the Secretariat, as well as call for tenders practice and the existing legislation. No problems were experienced and the eAuctions were carried out successfully. In one of the cases, the bid was further improved by 3 %. The General Secretariat has already approved the use of eAuction by other public bodies.

In 2010, the General Secretariat organised a two-day information session for stakeholders involved in eAuctions as part of the public procurement procedure. Furthermore, a circular on public eProcurement tenders for goods was disseminated to all agencies in August 2010.

In the near future, the General Secretariat will provide support for calls for tenders using eAuction for the Manpower Employment Organisation (OAED) and the Ministry of Finance's tax authority.
