  • Marriages to be registered electronically in Azerbaijan

    One more e-service was launched in Azerbaijan via E-government portal.

    According to Ministry of Communication and Information Technologies, “E-appeal services for Marriage registration” of the Ministry of Justice has already been integrated to E-government portal.

  • New draft laws on ICT sphere developed in Azerbaijan

    Azerbaijani Ministry of Communication and Information Technologies has developed National Strategy on development of information society and two draft laws.

    According to APA-Economics, these are “Information, Informatization and protection of information”, “State Information systems and information reserves” draft laws.

  • Single portal of e-government in Azerbaijan to start operating by end of 2012

    The Ministry of Communications & IT of Azerbaijan integrates e-services of diverse ministries and departments into single portal system E-government.

    The chief consultant of the MCIT Information Society Development Department, Etibar Umudov, says that certain technical work and installation of the server and other equipment are under way with the purpose of the mutual integration of different platforms of the governmental agencies.

    The Ministry of Economic Development of Azerbaijan has presented its e-services.

    During the presentation, Deputy Minister of Economic Development Niyazi Safarov said that over the last 8 years against the backdrop of the phenomenal pace of development the country registered an intense integration of information services to all sectors of the economy.

  • UNDP supports development of e-Government and e-Participation opportunities in Azerbaijan

    E-Government and e-Participation for sustainable development in Azerbaijan’s districts was the main topic of a training course organised in the city of Ganja by the United Nations Development Programme (UNDP), Ministry of Transport, Communications and High Technologies of Azerbaijan and Regional Development Public Union.

    The course brought together over 70 participants from the government agencies, businesses and civil society from Ganja and surrounding districts, as well as international and local experts. They discussed the access of citizens to public services, employment opportunities, best practices in strengthening ICT capacity of civil servants in the regions, e-signature and e-document.

  • 'E-voting and identification of public opinion' system to be used in Azerbaijan has no legal force

    The system "E-voting and identification of public opinion", which will be used in the upcoming parliamentary elections, has no legal force and may not reflect the voting results, the Minister of Communications & Information Technologies of Azerbaijan Ali Abbasov said Thursday.

    According to the minister, the system that will be used by non-governmental organizations in the elections is one component of e-government and is not subject to the Central Election Commission, respectively, has no legal force, but may help in studies of non-governmental and other public organizations in order to have an understanding about public opinion, is identical to exit-poll.

  • 'Parliament-2010' coalition organizes e-voting in Azerbaijan's parliamentary elections

    The Election Monitoring Coalition "Parliament-2010" organizes e-voting in parliamentary elections in Azerbaijan through the component of e-government "E-voting and public opinion", the coalition told Trend.

    The e-voting was transferred for the coalition's usage as a result of the competition announced by the Centre of International Relations and Calculations of the Azerbaijani Communications and IT Ministry, a statement said.

    The component "E-voting and public opinion" allows voters registered in a constituency to participate in e-voting on candidates for MPs.

  • $3,5 bn to be spent for implementation of ICT projects in Azerbaijan

    At the Arab summit of Connect Communication and Information Technologies Minister of Azerbaijan Ali Abbasov told of prospect directions of ICT development of Azerbaijan.

    The report from Communication and Information Technologies Ministry says that at the summit A. Abbasov told of allocation of about $3,5 bn by Azerbaijani government for ICT projects in the next 10 years.

  • 2078 e-signatures issued in Azerbaijan

    A collegial session has been held in the Ministry of Communication and Information Technologies.

    According to sources in the ministry, the session participants discussed the introduction of 'E-government'. Azerbaijan's Minister of Communication and Information Technologies Ali Abbasov stressed the need to accelerate the process of application of 'E-government' and maximal facilitation of the use of e-services by the population.

    So far 36 governmental agencies have connected to e-government portal in Azerbaijan.

    Isbandiyar Aliyev, head of the Strategic Planning Department of the Ministry of Communications & IT, the state-run agencies activated more than 150 e-services on e-government portal.

  • 43% of approved public e-services of Azerbaijan posted in E-Government portal

    Azerbaijani state agencies have posted 43% of approved public e-services on E-Government portal.

    According to statistics provided by the portal, out of 417 approved state services the portal offers 179 services, and 109 services (26.1%) of them actively.

  • 442 employees of Azerbaijan Pension Fund with signature right acquired digital signature

    The State Social Protection Fund of Azerbaijan renders 19 e-services.

    Fund’s chairman Salim Muslimov says that to date 6,025 insured on compulsory social insurance applied to the SSPF with e-applications and received relevant codes for submission of e-reports to the Fund on mandatory social insurance payments.

    "We are actively cooperating with the Ministry of Communications & IT. We have prepared and approved the administrative regulations of 19 e-services, 10 of which are interactive and 9 are informative. Today, 442 SSPF managers having the signature right received electronic digital signatures (EOC) and actively use them," he noted.

  • 580,000 e-medical cards issued in Azerbaijan

    580,000 e-medical cards have been issued as at July 2010.

    The implementation of the State Program on E-Health Cards Application started in Azerbaijan from 5 September 2007.

    According to the Center of Social Health and Reforms of the Ministry of Health of Azerbaijan, 580,000 e-cards were issued to parents of newborns and preschool children were issued within this state program.

  • 73 out of 100 people use internet in Azerbaijan

    As many as 73 out of every 100 people in Azerbaijan are internet users, with 55 users of broadband internet (high speed ​internet access), according to a report by the Communications and High Technologies Ministry of Azerbaijan on internet connection in the first half of 2014.

    Internet connection is more and more accessible in Azerbaijan due to large scale improvement in this segment.

    The penetration rate of broadband internet was 50 percent till June current year, the report said.

  • 8 kinds of e-services launched in Azerbaijan

    “The program of actions on formation of ‘E-government’ will promote introduction of other e-services.

    The implementation of the program of actions to form e-government in Azerbaijan for 2010-2011 will promote expansion of the list of e-services, provided to the population.

    The statement came from Deputy Minister of Communication and Information Technologies Elmir Velizade speaking to journalists on November 22.

  • A decision on transfer to ID cards with chip and biometric data of citizens made in Azerbaijan

    Azerbaijani president Ilham Aliyev has ordered to prepare a new form of identity card of a citizen of Azerbaijan of the rising generation.

    Under the order, for the next three months the Cabinet Ministers is to prepare and submit to the President the description, specification and sample of the identification card of a citizen of Azerbaijan, to contain an electronic carrier (chip). The President ordered to place the data on the citizen’s domiciliary registration, his family status, fingerprints and other personal biometric indicators in the ID electronic carrier (chip).

  • A training center for e-Government under creation in Azerbaijan

    The Ministry of Communications & IT of Azerbaijan and the Korean International Cooperation Agency (KOICA) signed a memorandum of understanding on a project of the Center of e-Government.

    The MCIT reports that establishment of educational classes on e-government and their uniting into a single system is expected in Baku and regions of the country in compliance with the Memo. The center will organize training courses to improve the skills of civil servants in the area of ICT and e-government, and creates an opportunity for the provision of distance education.

  • About 500,000 employment contracts e-registered in Azerbaijan

    Some 500,000 contracts have been registered in the Electronic Information System of the Ministry of Labor and Social Protection of Azerbaijan.

    The information was presented at a meeting of experts of the State Labor Inspectorate Service under the Ministry of Labor and Social Protection and employers of the Absheron region and Binagadi district of Baku, the ministry said Sept. 4.

  • Achievements of Azerbaijan in the field of mobile e-signature presented at internat. forum in Astana

    On October 7-8 Astana, capital of Kazakhstan hosted Global e-Government Forum 2014 held under organizational support of E-Government Branch of the Division for Public Administration and Development Management (DPADM) of the Department of Economic and Social Affairs (DESA) in and Agency for Communication and Information of the Republic of Kazakhstan.

    Ms. Yana Krimpe, the Founder of Azerbaijani IT company B.est Solutions, the developer and operator of “Asan Imza” mobile e-signature, participated at the Forum as a keynote speaker.
