  • Australia to adopt European standard to make government IT more accessible

    The federal government is aiming to provide a greater level of inclusion and accessibility for staff and citizens, adopting an internationally aligned standard for IT services.

    The Australian government has announced it will be adopting an internationally aligned standard for IT accessibility in government, requiring vendors at procurement stage to offer accessible website, software, and digital device services.

    It was with some pride that in 2002 the Australian Prudential Regulatory Authority (APRA) announced that it would be among the first such bodies in the world to support eXtensible Business Reporting Language (XBRL). As the government body responsible for supervision of Australia's financial services and insurance industries, APRA believed the standard's enablement of consistent financial reporting structures would make it extremely popular among the 10,000 institutions required to report regularly to APRA.

    Die Unternehmensberatung Cap Gemini Ernst & Young feiert, dass Deutschland im E-Government "nur noch" Drittletzter im europäischen Vergleich sei. Während die Online-Fähigkeit der Verwaltungen in Deutschland bei gerade einmal 48 Prozent und damit auf dem drittletzten Platz in Europa rangiert, ist sie in Schweden fast doppelt so hoch (87 Prozent).
  • EU selects COBIT as an IT security standard for paying agencies

    COBIT (Control Objectives for Information and related Technology) has been selected by the European Commission as one of the three internationally accepted standards to be used to provide information security and control over its agricultural paying agencies.

    The regulation, adopted on 22 March 2005, is aimed at tightening information systems security across the European Union's 25 member states. Paying agencies associated with the European Agricultural Guidance and Guarantee Fund (EAGGF) are now required to select either COBIT, ISO Standard 17799 or the Bundesamt fur Sicherheit in der Informationstechnik: IT-Grundschutzhandbuch/IT Baseline Protection Manual (BSI) as the basis for their information systems security.

  • Germany: New version of SAGA standards for e-government

    Germany's Ministry of the Interior (BMI) has raised the revision number of its Standards and Architectures for E-Government Applications (SAGA) to 2.1 (PDF file). A section about web forms has been added: The XForms 1.0 standard is now ready to replace HTML and XHTML. Other changes concern corrections, the adoption of previous proposals, and an updated description of basic building blocks.

    The Office of Government Commerce has today announced the successful completion of its recently launched ‘Proof of Concept’ XML assessment trials. The resulting single IT language will revolutionise the way government suppliers conduct business with the public sector.
  • India: Gearing up for E-Needs

    After the telecom revolution it is now the turn of e-initiatives to change the life of common Indian. The day is not far when the common man will be able to access and process all his needs and deeds from his desktop, laptop or palmtop.

    The Government is making all efforts to translate the dream of paperless governance into a reality. Over 671 million telephone subscribers, 20 million Broadband connections and 3G services are expected to be rolled out by the end of 2010, targeting 40% rural teledensity and Broadband connectivity to all Gram Panchayats by 2012. Plans are also afoot for delivering financial services using mobile technology. These factors clubbed with e-governance initiatives i.e. mandatory e-delivery of identified services are going to further enhance the magnitude of e-demands.

  • IT-Entwicklungsstandard des Bundes wird aktualisiert

    TU Kaiserslautern definiert Nachfolger der veralteten "V-Modell 97"

    Der in die Jahre gekommene Entwicklungsstandard für IT-Systeme des Bundes (EstdIT), bekannt als "V-Modell 97", wird überarbeitet. Bis Ende 2004 soll das neue "V-Modell 200x" unter Leitung von Dr. Andreas Rausch vom Fachbereich Informatik der TU Kaiserslautern entwickelt und der Öffentlichkeit zur Verfügung gestellt werden.

  • IT-Standards zu wenig beachtet

    Angeblich auch nicht von IT-Profis

    Industriestandards bzw. wichtige Standardisierungsgremien sind angeblich bei IT-Profis weithin unbekannt: Wie eine Umfrage unter des Marktforschungsinstitutes IDC unter 105 Profis ergeben hat, tun sich zwischen Anwendern und Herstellern teilweise Wissensabgründe auf.

  • Kein Standard für den Austausch von Geodaten in Sicht

    Behörden und Unternehmen arbeiten in zunehmenden Maße mit Geodaten. Der Bundesverband Informationswirtschaft, Telekommunikation und neue Medien (Bitkom) (Bitkom) fordert nun, eine zentrale Anlaufstelle für Daten aus Geoinformationssystemen (Gis) zu schaffen. Diese soll den Formatwildwuchs stoppen, der wegen fehlender Standards mittlerweile entstanden ist. Laut "Handelsblatt" sind weder Prozesse noch Produkte vereinheitlicht, unter anderem weil die Geodaten mit unterschiedlichen Verfahren erhoben werden.
  • Konsolidierung: Bundes-IT ist im Umbruch

    Der Föderalismus bremst eine effektive IT-Konsolidierung des Bundes - mit diesem traurigen Fazit beschließt Martin Schallbruch, der IT-Direktor des Innenministeriums und faktischer IT-Leiter des Bundes, seinen Vortrag auf der Softwaremesse OOP in München. Die etwa hundert verschiedenen Behörden hätten schon eine sehr unterschiedliche IT-Infrastruktur, doch die regionalen IT-Dschungel seien schier nicht zu roden. Dennoch kämen die großen IT-Projekte für Back- und Frontend des E-Government gut voran, auch wenn von Vorschusslorbeeren angesichts der Toll-Collect-Situation abzusehen sei.

    Um Milliarden Euro teure Pannen wie bei dem Mautsystem Toll Collect, der Hartz-IV-Software und der elektronischen Gesundheitskarte künftig vorzubeugen, hat der Bund ein neues Vorgehensmodell für IT-Projekte der öffentlichen Hand eingeführt: Seit dem 4. Februar greift bei den Bundesbehörden das "V-Modell XT". Das Regelwerk löst den seit 1996 im Bereich der Bundesverwaltung verbindlichen, aber auch in vielen Unternehmen angewandten Entwicklungsstandard "V-Modell 97" ab, der die Projektabwicklung sowie das Verhältnis zwischen Auftragnehmern und Auftraggeber im Detail regelte.

    Bundesinnenminister Otto Schily will am 4. Februar den neuen Entwicklungsstandard für IT-Systeme des Bundes - das neue V-Modell XT - an der TU München der Öffentlichkeit vorstellen. Das V-Modell XT ist in Behörden und vielen Unternehmen eine Richtschnur für die Organisation und Durchführung von IT-Vorhaben.

  • Neuer Entwicklungsstandard für IT-Systeme des Bundes

    Seit dem heutigen Freitag (04.02.3005) gilt bei den Bundesbehörden offiziell ein neues Vorgehensmodell für die IT-Projekte der öffentlichen Hand. Ursprünglich von der in Ottobrunn ansässigen Industrieanlagen-Betriebsgesellschaft mbH (IABG) im Auftrag des Verteidigungsministeriums als Plattform zur Planung und Durchführung von Systemprojekten entwickelt, ist das V-Modell seit 1996 im Bereich der Bundesverwaltung eine verbindliche Richtschnur. Sie regelt sowohl die Abwicklung als auch das Verhältnis zwischen Auftragnehmern und Auftraggeber und gilt als Entwicklungsstandard für die IT-Systeme des Bundes und mittlerweile auch in vielen Großunternehmen.
