Katastropen- und Krisenmanagement

  • U.S. Government Urged To Work From Home In Pandemic

If a flu pandemic forced 40 percent of workers to stay home, telecommuting could help keep governments and businesses running -- but hardly any are set up to do this, experts told Congress Thursday.

A report from the Government Accountability Office found that only nine of 23 federal agencies had plans in place for essential staff to work from home during a pandemic.

  • US-Experten kritisieren Absicherung kritischer Infrastrukturen

  • AE: Nod for Disaster Recovery Centre

The Executive Committee of the Abu Dhabi Executive Council, on Sunday, approved the establishment of a Disaster Recovery Centre, which will ensure proper functioning of IT systems and business continuity across the Emirate of Abu Dhabi in case of any incident that could affect work in the main government data base centre.

The meeting reviewed details of the project and its vital importance in mitigating impact of disasters on the infrastructure of Abu Dhabi government network in case of disruption of services or break down in the main centre.

  • AI, Big Data accelerate Bahrain's COVID fight

Enlisting Artificial Intelligence and Big Data in COVID-19 fight has helped Bahrain ‘save precious time’ and combat the pandemic in a better way, said a top iGA official. The advanced technologies helped Kingdom easing the burden on medical staff and allowed them to focus on active cases that require treatment and thorough observation.

Information & eGovernment Authority (iGA) Chief Executive, Mohammed Ali Al Qaed, said this during a webinar on the ‘Future Vision of Digital Government Through the Lens of COVID-19’ organised by Saudi Arabia’s eGovernment Programme ‘YESSER’ and the World Bank.

  • AU: Emergency services, health get boost in Vic budget

Myki transition slated for completion in two years.

The Victorian Government's emergency services, health and transport departments have received the lion's share of an estimated $258 million in new IT investment outlined in the state's 2012-2013 budget.

In what Ovum research director Steve Hodgkinson labelled "slim pickings for the IT industry" in regard to substantial new projects, the state budget nonetheless targeted several portfolios to receive new investment over the next four years.

  • AU: Queensland emergency services challenged by interoperability

IT interoperability is a key challenge faced by Queensland Police Service and the Department of Community Safety in delivering efficient public safety outcomes, according to latest review released this month.

There have been insufficient IT links between agencies within the portfolio. For example, while Queensland Police Service is committed to WEBEOC as part of an Australia wide connectivity of police organisations, local governments are committed to GUARDIAN, which is consistent with many other local governments around the country. The Department of Community Safety has advanced a model of an event management system using Microsoft SharePoint technology; however this is recognised by all as interim, and insufficient.

  • AU: Victoria: Government goes mobile to assist flood victims

Flood-affected people in Charlton, Donald, Dingee and Newbridge can receive assistance from staff in a federal government mobile office this week.

The mobile office will include Centrelink rural services officers, and staff from Medicare, Rural Finance Corporation, the Australian Tax Office and Department of Human Services Victoria, who can help people with support services and applying for the government’s Disaster Recovery Payment and Disaster Income Recovery Subsidy.

The office will be in Charlton today, Donald tomorrow, Dingee on Wednesday and Newbridge on Thursday.

  • AU: Wi-Fi Network Could Help Detect Forest Fires

Australian researchers from Edith Cowan University’s Centre for Communications Engineering Research hope to deploy a large test of wireless sensors that detect forest fires and broadcast the results to the world.

Professors Daryoush Habibi, Iftekhar Ahmad and Amro Qandour wrote their own mesh networking software and built the sensors connected to them. They conducted an initial test of the sensor network in Perth in fall 2011, the first of possibly numerous demonstrations aimed to show the research and disaster management community that they’re onto something.

  • Australia: Bugs bite pandemic system

A nationwide response to an influenza pandemic would falter on inadequate health electronic communication and surveillance systems, a review of last year's Exercise Cumpston emergency simulation reveals.

"E-health systems, including the federal department's Health Alert Network and website, need to be further developed and exercised," the report says. "A nationally agreed framework for pandemic influenza surveillance should be underpinned by operational plans and improved ICT."

  • Australia: New plan for disaster response

Australian government agencies are designing an emergency operations system to synchronise disaster responses and, they hope, to save lives.

Hazwatch, a prototype system, is being trialled in Western Australia, Queensland, Victoria and NSW for counter-terrorism, bushfire fighting and search and rescue incidents.

  • Australian Developer Bringing Disaster Response App to the States

RADAR helps users document damage and qualify for government assistance.

Responding to a natural disaster is chaotic enough without having to catalog thousands of forms and photos of property damage by hand.

That was the premise for Igor Stjepanovic, founder and CEO of Australian software company Gruntify, in trying to simplify the process of qualifying for government aid with a new damage-assessment app called RADAR, which stands for Recording Asset Damage and Restoration.

  • Balloons for Emergency Communications: Not Just Hot Air

LTE based in balloons may help in future disasters and other emergencies.

Lighter-than-air craft were the wave of the future until the Hindenburg burned up in full view of movie cameras in 1937. Now with few exceptions — like aerial coverage of football games — they seem like toys or novelties. But something is stirring in the realm of lighter-than-air. NASA and the Defense Advanced Research Projects Agency recently gave California-based Aeros $35 million to develop a 500-foot-long helium-filled airship that’s purported to carry more than 60 tons of cargo. And Google is floating Project Loon, the idea that Internet connectivity can be established on a network of balloons 12 miles up in the air.

• Business Intelligence in the Public Sector

For the Public Sector, this hypothetical avian flu case study provides an excellent business intelligence tutorial.

When participants at the April 2004 E-Gov Knowledge Management Conference reflect on the event, they must think we were truly prescient. It was late 2003 when we were planning the conference. I had committed to teaching a tutorial on building knowledge management environments. While looking for a case study for discussion, I read some of the headlines coming out of Asia regarding the avian flu. After noticing these stories, I decided to pick a potential avian flu crisis as the case study for our tutorial. In February the Washington Post carried many similar stories like “Bird Flu Strain Is Discovered in Chicken Flock in Delaware” and “Maryland Bans Live Poultry Sales as a Precaution.”

  • China baut das Informationssystem für Notfälle aus

Das zweite Forum in Bezug auf e-government in China hat vom 19. bis zum 20. August in Beijing stattgefunden.

  • China: Warning system for bird flu

China plans to launch an early warning system to detect and prevent the spread of bird flu in cases similar to the recent outbreak of the virus in northwest China, authorities said yesterday.

The network will be based on a wide array of information technologies, according to an official with the Chinese Academy of Sciences, the system’s developer.

The system will feature a nationwide virus database, epidemic analysis and information sharing among foreign experts and regular information releases to the public, according to Ma Juncai, assistant director of the academy’s Institute of Microbiology.

  • Collaborating for Impact: Mobile Tools, Disaster Response, and Health Care Crises

Technology saving lives in times of crisis

When the catastrophic 7.0 earthquake struck Haiti at the beginning of this year, its fault lines extended far beyond the Caribbean island of Hispaniola. The earthquake also exposed the shifting landscape of information-sharing in emergencies, as a number of grassroots technology groups leveraged the availability of mobile and cloud-based technologies to aggregate, translate, map and disseminate data about humanitarian needs and available resources.
