P.1 Kosteneinsparung – Verwaltungsumbau durch Shared Service Center - In: government2020-Blog

Das IfG.CC beteiligt sich durch Prof. Dr. Tino Schuppan an dem vom Behördenspiegel initiierten Blog „government 2020“ (www.government2020.de), bei dem es um die Zukunft der Verwaltung geht und neue Trends der Verwaltungsmodernisierung aufgegriffen und Reformvorhaben im Öffentlichen Dienst kritisch bewertet werden:

Noch immer wird das Potenzial für Einsparungen in der Verwaltung bei der Durchführung von Gebietsreformen gesucht, obwohl hierfür Belege kaum vorhanden sind. Insbesondere wenn sich Gemeinden bereits zu Ämtern oder Samtgemeinden zusammengeschlossen haben, dürfte es kaum (weitere) Einsparungen durch Gebietsreformen geben. Vielversprechender erscheinen dagegen neue Kooperationsformen auf der Basis von Shared Service Center (SSC). Mit ihnen werden Services (z.B. im Bereich Personal, IT) an einer Stelle gebündelt, um Skaleneffekte (so genannte Economies of Scale) zu generieren. Sind SSC einmal gegründet, können die Verwaltungen deren Leistungen auf der Basis von Service Level Agreements in Anspruch nehmen.
Entscheidungshaltige Prozessteile bleiben in der (Kern-)Verwaltung; unterstützende Prozessteile gehen raus. Diese Herauslösung nicht-entscheidungshaltiger Prozessteile wird wesentlich durch IT und Modularisierung unterstützt. Weitere Potenziale werden generiert, wenn die (öffentlichen) SSC untereinander im Wettbewerb stehen.

Prof. Schuppan weist anhand einer konservativen Beispielrechnung Einsparungspotentiale in einer Größenordnung von 1,4 Mrd. Euro jährlich nach; und das nur für den Bereich Personal. Weitere Shared-Potenziale lassen sich in anderen Bereichen generieren, z.B. bei Finanzen, der IT-Versorgung etc.

Noch mehr Potenziale dürften sich dann ergeben, wenn man auch vor dem Kern- bzw. Massengeschäft der Verwaltung nicht halt macht, wie z.B. Wohngeldberechnung oder Elterngeld. Als Fazit kann die Frage gestellt werden: Warum soll man aufwändig Gebietsreformen durchführen, wenn durch Shared Service Center viel mehr Einsparung generiert werden kann?

V.1 03.-04.06., Hochschule Wismar, Mecklenburg-Vorpommern: WIWITA 2010: Vortrag zu eServices für den ländlichen Raum

Vom 03. bis 04.06.2010 fanden an der Hochschule Wismar die 7. Wismarer Wirtschaftsinformatik-Tage (WIWITA) statt, die sich als Forum für den Wissens- und Technologietransfer zwischen wissenschaftlichen Einrichtungen, Entwicklern und Anwendern verstehen.

Das IfG.CC war mit einem Vortrag zu eServices im ländlichen Raum vertreten, den die wissenschaftliche Mitarbeiterin Friederike Thessel gehalten hat. Im Vortrag wurden Erfahrungen, Möglichkeiten und Anforderungen von eServices im ländlichen Raum aufgezeigt. Der Schwerpunkt des Vortrags lag auf eServices aus den Bereichen öffentliche Verwaltung, Gesundheit und Versorgung und Betreuung älterer Menschen (Elderly care). Bei der Gesundheitsversorgung stehen telemedizinische Lösungen im Mittelpunkt – hier sind die skandinavischen Staaten, die USA oder Australien besonders weit fortgeschritten.

Es wurde dargestellt, dass es für die Förderung der Entwicklung von ländlichen Regionen nicht ausreicht, isoliert eServices für Bürger und Unternehmen zu entwickeln und zu implementieren. Es bedarf vielmehr eines organisatorischen Gesamtansatzes, bei dem eServices aus unterschiedlichen Politikfeldern (z.B. Gesundheit, Bildung, Logistik etc.) orchestriert, d.h. aufeinander abgestimmt und eingeführt werden. Ein solcher Gesamtansatz ist das Konzept „Electronic Regional Governance“, welches vom IfG.CC bereits im Jahre 2003 entwickelt wurde. Beispiele für solche aufeinander abgestimmte Services sind das „KOMM-IN-Konzept“ aus Baden-Württemberg oder das Konzept „Markt-Treff“ aus Schleswig-Holstein, bei denen i.d.R. um einen Lebensmittelmarkt herum verschiedene Services von kommunalen oder privaten Dienstleistern angeboten werden. Dadurch können kommunale Versorgungsstrukturen erhalten und ergänzt werden.

Abschließend wurden im Vortrag einige Handlungsempfehlungen für die Umsetzung eines solchen Ansatzes gegeben und auf die Rolle der Wissenschaft bei der Umsetzung eingegangen.

V.2 17.06., Mannheim, Metropolregion Rhein-Neckar (MRN): 5. Regionalkonferenz „Wirtschaft trifft Verwaltung“: Posterpräsentation zu Straßenaufgrabung Online

Am 17.06.2010 fand in der Metropolregion Rhein-Neckar (MRN) in Mannheim die 5. Regionalkonferenz „Wirtschaft trifft Verwaltung“ statt. Ziel der jährlich stattfindenden Konferenz ist es, aktuelle Projektvorhaben sowie erreichte Fortschritte und Ergebnisse von laufenden Projekten vorzustellen und mit Vertretern von Wirtschaft und öffentlicher Verwaltung zu diskutieren.

Bei der diesjährigen Konferenz hat das IfG.CC, vertreten durch die wissenschaftliche Mitarbeiterin Friederike Thessel, in Zusammenarbeit mit der Stadt Mannheim Ideen zum Projektvorhaben „Straßenaufgrabung Online“ vorgestellt. Bei einem Antrag auf Straßenaufgrabung, z.B. für die Verlegung von Versorgungsleitungen, müssen i.d.R. sowohl eine Aufgrabgenehmigung als auch eine verkehrsbehördliche Genehmigung eingeholt werden. Bei der Bearbeitung der Anträge bzw. für die Erteilung dieser Genehmigungen sind eine Vielzahl von Akteuren einzubeziehen – neben verschiedenen Behörden auch externe Gutachter – und die Feuerwehr oder die Polizei über die entsprechenden Vorhaben zu informieren. Ziel des geplanten Projekts ist es, für die Region, d.h. für die Vielzahl der beteiligten Kommunen eine gemeinsame Lösung (z.B. eine regionale Online-Plattform) zu entwickeln. Über diese können die Antragsteller (z.B. Bauunternehmen) ihre Anträge einreichen und die Bescheide erhalten, unabhängig davon, in welcher Kommune der MRN die Baustelle liegt oder wer der Baulastträger ist.

Die Vorschläge zur Umsetzung des Projektes basieren auf den Ergebnissen der Prozesskettenstudie, in der das IfG.CC die Prozesskette „Genehmigung für Straßensondernutzung“ für die Stadt Potsdam detailliert untersucht und Vorschläge für deren Optimierung erarbeitet hatte sowie auf den Resultaten aus einem ähnlichen Projekt für die Stadt Leipzig.

V.3 22.06., Potsdam, Brandenburg: "eVerwaltung Brandenburg" - Präsentation der Ergebnisse der Prozessketten-Studie

Gemeinsam mit Michael Hüllen vom Ministerium des Innern des Landes Brandenburg hat Friederike Thessel, wissenschaftliche Mitarbeiterin am IfG.CC am 22.06.2010 beim Forum „eVerwaltung Brandenburg“ einen Vortrag zum Thema „Bürokratieabbau durch prozessorientiertes Verwaltungshandeln – Prozessketten zwischen Unternehmen und Verwaltung“ gehalten. Veranstalter des Forums war das Netzwerk eVerwaltung.net, ein Zusammenschluss von verschiedenen Brandenburger IT-Unternehmen. Teilnehmer des Forums waren überwiegend Vertreter von brandenburgischen Kommunen. Im Vortrag wurden Ergebnisse der vom IfG.CC 2008/2009 bearbeiteten Prozessketten-Studie vorgestellt. Ziel der Studie war es, strategisch relevante Prozessketten aus dem Bereich Informationspflichten zwischen Unternehmen und öffentlicher Verwaltung zu identifizieren, zu beschreiben und Vorschläge zu ihrer Optimierung zu erarbeiten, um Bürokratiekosten zu senken.

Ein Schwerpunkt des Vortrags bildete die Darstellung der Prozesskette bei der Erteilung einer Erlaubnis einer Straßensondernutzung, die besonders aus kommunaler Sicht relevant ist. Außerdem wurde eine Methode für die Identifizierung und Priorisierung von Informationspflichten und Prozessketten dargestellt, die im Rahmen der Studie vom IfG.CC entwickelt wurde. Diese Methode kann durch die öffentliche Verwaltung nachgenutzt werden.

2. Schwerpunktthema des Monats: eGovernment in Singapur / Key Issue of the Month: eGovernment in Singapur

Schon seit Jahren gilt Singapur als einer der Vorreiter und führenden Exporteure im Bereich eGovernment.

Auf dem iGov Global Forum in Singapur wurde Mitte Juni 2010 die neue eGovernment-Strategie vor Delegierten aus dem Ausland vorgestellt. Während der Schwerpunkt des noch aktuellen eGovernment-Masterplans („iGov 2010“) auf der Integration von Daten, Prozessen und Systemen der Verwaltungsbehörden liegt, ist der ab Mitte Mai 2011 geltende Masterplan auf die Verbesserung der Zusammenarbeit mit dem Privatsektor und den Bürgern fokussiert.

Der Masterplan verdeutlicht die Bereitschaft der Regierung, sich der heutigen „informationsversierten“ jungen Generation zu „öffnen“. Insbesondere die Nutzung von Social Networking-Tools, wie z.B. Facebook, Twitter und Blogs, steht im Vordergrund, um die Bürger aktiv in die Gestaltung öffentlicher Politik einzubinden und zu beteiligen. Daneben soll die öffentliche Hand verstärkt mit dem Privatsektor zusammenarbeiten. Ziel ist es, eine höhere Wertschöpfung zu erreichen. Der Masterplan betrifft aber auch den öffentlichen Sektor selbst. Cloud Computing ist hier ein zentrales Thema. Interessant ist, dass Singapur in seinem Masterplan die „neuen“ Themen wie Social Networking und Cloud Computing, die weltweit diskutiert werden, umgehend aufgreift und umsetzen will.

Ein weiteres Thema ist die Einführung der sog. „OneInBox“, eines sicheren Postfachs für jeden Bürger. Für die verschiedenen Behörden soll bis Ende 2012 die Möglichkeit eingeräumt werden, ihre Rechnungen oder Anliegen an diesen „digitalen Safe“ des Bürgers zu senden.

Weiterhin ist zu beobachten, dass die beiden Länder Singapur und Südkorea ihre führenden Positionen im eGovernment-Bereich bzw. im Export von eGovernment gemeinsam ausbauen wollen. Eine gemeinsame Absichtserklärung zielt darauf ab, die Zusammenarbeit zwischen beiden Ländern zu vertiefen und die jeweiligen eGovernment-Dienste zu fördern. Angestrebt wird auch ein Wissens- und Erfahrungsaustausch mit anderen asiatischen Ländern. Der Export von eGovernment-Lösungen trägt nicht nur zum Wirtschaftswachstum des Export-Landes bei, sondern stärkt auch die weitere Expertise und Reputation im Bereich „eGovernment“.

2.2 Singapore: One inbox for every citizen

All residents will have an online mailbox to which various Government agencies will send statements and bills from tax statements to TV license renewals and service and conservancy bills. Called OneInbox, this service will be launched by 2012. It is part of a new approach to cut down on paper, make it quick and easy for people to keep track of their bills, and provide citizens with a digital 'safe deposit box' for their important documents and statements.

2.3 Singapore: Cooperation with South Korea to boost infocomm technology
The Republic of Singapore and the Republic of Korea have agreed to cooperate on e-government to boost infocomm technology between the two countries and have signed a MoU (memorandum of understanding) to that effect. The MoU seeks to increase opportunities for e-Government collaboration between Singapore and South Korea. Elevating bilateral relations between the two countries up a step, the MoU was sealed Kim Seang-Tae, president, national information society agency, Republic of Korea and RADM(NS) Ronnie Tay, CEO, infocomm development authority of Singapore.

2.4 Singapore: Internet Exchange To Boost Broadband Services

ICT sector receives boost with new SGIX.

Acting Minister Lui Tuck Yew announced the launch of the Singapore Internet Exchange (SGIX), which will provide a highly efficient facility for telcos to share information between their subscribers and improve the quality and speed of broadband for Singapore users. The initiative is part of the government’s efforts to develop the ICT sector to achieve economic growth, bridge social divides and deliver more effective government services.

Discovering New Possibilities with Next Gen Infocomm Services. The Infocomm Development Authority of Singapore (IDA) launched the Infocomm Experience Centre (iExperience), to showcase possibilities and benefits of Next Generation (Next Gen) services to the public and businesses. Located at the Esplanade Xchange, the centre comprises interactive and engaging exhibits designed to educate and excite visitors through a hands-on experience.

2.6 Singapore: More home-based jobs in future?

Besides faster Internet access, Singapore's ultra high-speed broadband highway could also help alleviate the peak-hour rush as authorities are now looking into having more home-based jobs when the new network is in place. The Infocomm Development Authority of Singapore (IDA) and the Ministry of Manpower are in discussions to see how they can potentially increase the number of work-from-home options with the arrival of the Next Gen NBN (Next-Generation Nationwide Broadband Network), said Acting Minister for Information, Communications and the Arts Lui Tuck Yew.

2.7 Singapore: The great Internet dawdle

Singapore ranks 30th in global broadband speeds analysis: Study

After returning home from a six-month study exchange programme in South Korea, student Loh Zixu had to get used to longer waits for file downloads and lags during video streaming. It is no wonder that the 23-year-old architecture undergraduate felt the vast difference in broadband connectivity, with South Korea boosting an average download speed of 33.95 Mbs (bits per second) and ranking first in the world for its download and upload speeds. This is according to a recent study conducted by global broadband speed analysis site, Speedtest.net. In contrast, Singapore ranks only 30th out of 178 countries surveyed - even behind Finland's Aland Islands.

4.2 Deutschland: Neuer Personalausweis vorgestellt

Der Countdown läuft: Am 1. November 2010 wird der neue Personalausweis eingeführt. Auf der Zielgeraden hat Bundesinnenminister Dr. Thomas de Maizière Mitte Juni das neue Ausweisdokument im Rahmen einer gemeinsamen Informations- und Diskussionsveranstaltung des Bundesinnenministeriums, der Bundesdruckerei und des Vereins "Deutschland sicher im Netz" vorgestellt. Der neue Personalausweis im Scheckkartenformat ist kleiner, aber vielseitiger. Er bietet Möglichkeiten für eine praktikable und sichere Kommunikation in der analogen und in der digitalen Welt.

4.3 Deutschland: Elektronische Gesundheitskarte: Praktiker sollen Praktikabilität überprüfen

Die Ärztekammer Nordrhein und die Ärztekammer Westfalen-Lippe haben einen ärztlichen Beirat installiert, der die Praktikabilität der elektronischen Gesundheitskarte (eGK) unter die Lupe nehmen soll. Auf den Prüfstand kommt der Einsatz der eGK in den Testregionen Essen und Bochum. Im Verlauf der Prüfung soll der elektronische Arztbrief im Vordergrund stehen, aber auch die Erfahrungen der Patienten mit der eGK berücksichtigt werden. In der Testregion sind rund 20.000 neue Karten im Einsatz.

5.1 Österreich: Das Handy als Bürgerkarte

Seit sieben Jahren verfügbar, fristet die Bürgerkarte bisher ein Nischendasein. Auf dem Handy soll die digitale Signatur nun neu durchstarten. Hauptzielgruppe sind 1,5 Millionen FinanzOnline-Nutzer, die ihr Mobiltelefon einfach via Web als elektronischen Ausweis mit digitaler Signatur freischalten können - kostenlos, ohne Kartenlesegerät und Software-Installation. Beim Online-Banking ist das Freischalten von Transaktionen mittels Mobile TANs (Transaktionsnummern) schon lange üblich, nun hält die Identifikation via Handy auch bei Online-Amtswegen Einzug.

5.2 EU: Healthcare ICT 'cuts costs and waiting times'

Patients in emergency departments enjoy shorter waiting times when innovative communications technologies are deployed, according to a study by the Association of Chartered Certified Accountants (ACCA).

Investing in a state-of-the-art communications system can also boost patient and staff satisfaction and deliver value for money, a pilot project has shown. Overall, the use of ICT in health care has clear benefits, but doctors and patients need to be engaged from the start and politicians must be more supportive if progress is to be made, concluded speakers at a meeting on eHealth in the European Parliament.

5.3 Serbia: Electronic communication with citizens set as state’s obligation

Minister of Public Administration and Local Self-Government Milan Markovic said that with the adoption of amendments to the Law on public administration, electronic communication with citizens has been set as a legal obligation for the state for the first time. In this way, citizens will save time and money. Markovic stated at a press conference held after the government session that as of now the state bodies will be obliged to issue all documents that are in their possession via e-administration, such as birth and citizenship certificates, regardless of the municipality and town in which those documents are registered.

5.4 Faroese: Success with extensive e-health record

Faster treatment of patients, less time wasted, faster accessibility to information and happier employees and patients. This is some of the feedback from the Faroe Islands after the implementation in 2007 of a very extensive system for electronic health records (EHR), which includes medical practitioners and hospitals as well as many other relevant hospital functions.

In the course of the last three years, the effects of the implementation have been followed closely and studied by researchers from Aarhus School of Business, Aarhus University who continuously have provided feedback to the Faroese. The researchers characterise the system, and not least the implementation, as a success and believe that Denmark can learn from the Faroese project, just as the Faroese have made great use of the Danish experience with the implementation of EHR in their process.

5.5 Finland: ID card used for the first time to create a company in Estonian eCommercial Register

At the beginning of May 2010, a company was registered electronically in the Estonian Company Registration Portal with a Finnish identity card (ID). This is the first time in Estonian business history. The newly-established company has two Estonian and three Finnish founders who all used the ID-cards of their countries to create a company which is located in Tallinn and deals with the wholesale of electronic and telecommunications appliances and their parts. The founders of the company did not have to leave their desks to get the company officially registered in Estonia.

5.6 Tiny Estonia exports e-government worldwide

Tiny IT-titan Estonia is exporting its e-government technology and expertise across the globe, currently preparing new projects for the Palestinian territories, Afghanistan and Haiti.  The Baltic state of 1.3 million people has already helped fellow ex-communist democracies Armenia, Georgia and Moldova, plus a total of 40 states, to implement Internet-based government and services common in Estonia for years, but still not widely available elsewhere.

5.7 UK: Sussex: Police to allow gun users renew licences with iPhone app

A police force plans to allow gun owners to apply to update their firearms licences using an application on Apple's iPhone. Sussex Police is designing a series of 'apps' which will let members of the public access news, appeals and other services at the touch of a button. The force proposes allowing people to make requests to renew shotgun and firearm licences with a new iPhone app as part of a £3m cost-cutting drive. The applicant would then be visited by officers in person.

5.8 Czech: Personal health records orderable and easily accessible online

The Czech web-based electronic health records system 'IZIP' has over 1.65 million users. Since mid-May 2010 it has been possible for citizens to register via www.izip.cz to obtain their personal electronic health records. Likewise, logging in the system has been simplified. The use of these electronic health records (EHR, in English - eZk, in Czech) is becoming standard for both the general public and healthcare professionals. The new online registration method is fast, simple and entirely free of charge - and so is the record keeping.

6.1 Towards Information Society – National e-Strategies in the Arab World

The Arab economies show varying stages of development in their evolution towards the Information Society, says a new report from the Geneva-based International Telecommunication Union (ITU). The report, National e-Strategies for Development Global Status and Perspectives 2010, highlights the varying stages of development in the adoption of ICT across the Arab World.

Focusing on progress towards the achievement of an inclusive digital society, the report points out that while some Arab countries have already taken measures to facilitate the transformation of their societies others are just taking the initial steps or are still facing basic challenges posed by insufficient ICT infrastructure.

Nevertheless, almost all Arab countries or territories are fulfilling the WSIS recommendations concerning the formulation of ICT strategies, having either developed such a strategy or being ready to adopt existing drafts. According to ESCWA, almost half of the 13 countries in its region had elaborated their first ICT strategies between 1999 and 2003, and an additional four economies did so between the two phases of WSIS.

6.2 India: 2,112 common services centres to come up in Punjab

As many as 2,112 common services centres (CSCs) will shortly come up in the rural areas of Punjab, offering services in the areas of e-governance, education, health, agriculture, commercial and retail.

Talking to The Indian Express, Principal Secretary, Information Technology, Sarvesh Kaushal said: “The project will be implemented very soon. The state designated agency has identified 2,112 centres in the first phase that will be established in rural areas across the state. There will be one CSC for every six villages. The state has been divided into ten zones for the project.”

According to the proposal, the online services will include booking of railway tickets, shopping and registration on matrimonial websites. In education services, consumers will get exam results, admission forms, IT education and English tuition among other things. Agriculture services will include information on farm loans, consultation and training.

6.3 U.S. cybersecurity policies close to major update

The U.S. House of Representatives has passed a defense bill that contains an amendment aimed at regulating the information security responsibilities and practices of federal agencies.
The amendment was attached to the National Defense Authorization Act for Fiscal Year 2011, which passed the House Friday by a 229-186 vote.

The measure integrates a number of policy recommendations made by the Obama administration's 60-day Cyberspace Policy Review, the CSIS Commission on Cybersecurity for the 44th Presidency and the U.S. Government Accountability Office (GAO), which has offered suggestions for remedying security vulnerabilities across federal agencies. The amendment establishes the National Office for Cyberspace (NOC) within the Executive Office of the President.

6.4 Australian government shakes up cyberdefence strategy

The Australian government has decided to stop supporting AusCERT in favour of a new computer emergency response team more focused on providing an early warning system for utilities, banks and other critical infrastructure firms.

CERT Australia will take over from AusCERT in running frontline cyber-defence protection following the breakdown of negotiations between AusCERT and the government that lasted almost a year. CERT Australia (previously known as GovCERT before it was given a new name and wider responsibilities) will also become the main point of contact with its counterparts around the world.

Federal Attorney-General Robert McClelland was allocated a A$6.2m ($5.2m) budget to bring together AusCERT, GovCERT (now CERT Australia) along with the only months old Cyber Security Operations Centre (CSOC) in the Australian Department of Defence to form an unified front against hacker, cyber-spies and malware. Efforts to knit these groups together has seemingly been abandoned in favour of a new strategy that promotes CERT Australia to a pre-eminent role.

6.5 Kenya: Health provider starts diagnosis by SMS

A medical service provider has introduced an sms service to boost interaction between patients and health professionals. The service allows clients to seek answers to their medical problems from health professionals. AAR’s Phone Medical Doctor, popularly referred to as Phone MD, involves sending an sms on your mobile to 4227.

Through the service, patients can get information about their medical conditions or even lifestyle issues from experts. According to Dr Maurice Waka, patients will be first required to register with AAR before accessing the service. Patients will no longer have to queue in a hospital to find out why the soar throat won’t go away.

All that is needed is to send any health related question to a dedicated short code and receives an answer. After a few minutes, the doctor will respond to the specific query through the same code directly to users handsets. The long-distance consultation also involves using sms, emails, newsletters, and videos.
