A.1 Frankfurt/Main, Hessen, Deutschland, 13.-14.05.: Vorstellung des Projektes PROKETTA auf der Messe „M-Days“

Mitarbeiter des IfG.CC haben am 13. und 14. Mai 2014 auf der Mittelstand-Digital-Kongressmesse bei den M-Days 2014 das Projekt „PROKETTA – Prozessketten zwischen Unternehmen und Verwaltung“ gemeinsam mit allen Projekten des Förderschwerpunktes Mittelstand-Digital (www.mittelstand-digital.de) präsentiert. Ziel der Kongressmesse war es, die Ergebnisse der verschiedenen Projekte einer breiteren Fachöffentlichkeit vorzustellen und den Austausch zwischen den Projekten über die bereits bestehenden Aktivitäten hinaus zu fördern.

Als eines der wichtigsten Projektergebnisse des Forschungs- und Entwicklungsprojektes wurde der Prototyp des Geschäftsprozessmanagers vorgestellt. Der Geschäftsprozessmanager ist als prozessorientiertes Wissensmanagementtool konzipiert, mit dem in anschaulicher Form Informationen zu erhobenen Prozessen und Prozessketten zwischen Behörden und Unternehmen bereitgestellt und visualisiert werden. Über den Geschäftsprozessmanager kann auf die Prozesse zugegriffen werden, die im Projektverlauf bei verschiedenen Unternehmen und Behörden erhoben und in einer einheitlichen Modellierungssprache modelliert wurden. Abgebildet sind darüber hinaus Modelle der Soll-Prozesse mit Hinweisen auf Optimierungsmöglichkeiten, z.B. wie können (Teil-) Prozesse durch IT unterstützt werden, können Arbeitsschritte gebündelt oder ausgelagert werden. Die einzelnen Prozessschritte in den grafischen Darstellungen können angeklickt werden und sind mit Detailinformationen z.B. zu Prüfschritten, eingesetzter Software, Rechtsgrundlagen unterlegt. In den Geschäftsprozessmanager wurden zusätzlich Prozesssteckbriefe eingestellt, mit denen sich der Nutzer einen schnellen Überblick z.B. über den Verfahrensablauf sowie die beteiligten Akteure verschaffen kann. In weiteren Gesprächen am Messestand wurden die Vorgehensweise im Projekt bei der Prozesserhebung und -modellierung sowie Optimierung von Prozessen vorgestellt.
Im vom Bundesministerium für Wirtschaft und Technologie (BMWi) geförderten dreijährigen F+E-Projekt „PROKETTA – Prozessketten zwischen Wirtschaft und Verwaltung“ werden Prozessketten zwischen Wirtschaft und Verwaltung visualisiert und standardisiert. Übergeordnetes Ziel ist es, den Aufwand für Unternehmen und öffentliche Verwaltungen bei der Erfüllung bzw. Bearbeitung von Informations- und Meldepflichten zu reduzieren. Kooperationspartner sind u.a. Verwaltungen der kommunalen und Landesebene, kommunale Spitzenverbände, öffentliche IT-Dienstleister, Unternehmen und Kammern.

Zur gemeinsamen Fachtagung Verwaltungsinformatik (FTVI) und Fachtagung Rechtsinformatik (FTRI), die am 20. und 21. März 2014 in Berlin stattfand, ist der Tagungsband „Gemeinsam Electronic Government ziel(gruppen)gerecht gestalten und organisieren“ erschienen (Lück-Schneider et al. (Hg.): Gemeinsam Electronic Government ziel(gruppen)gerecht gestalten und organisieren: Gemeinsame Fachtagung Verwaltungsinformatik (FTVI) und Fachtagung Rechtsinformatik (FTRI) 2014. - Bonn, 214. - S. 14-26.).

In diesem Band ist u.a der Beitrag „Institutionelle Gestaltungsmerkmale der staatlichen IT-Governance in Deutschland“ von Prof. Tino Schuppan, wissenschaftlicher Direktor des IfG.CC, Sirko Hunnuis, wissenschaflicher Mitarbeiter am IfG.CC, und Dirk Stocksmeier, ]init[ AG erschienen.

Alle Bereiche der öffentlichen Verwaltung sind mittlerweile tief von IT durchdrungen. Damit gewinnt die Frage zunehmend an Bedeutung, wie der Einsatz von IT gesteuert wird. Dafür analysieren wir die institutionellen Gestaltungsmerkmale der staatlichen IT Governance. Anhand dessen zeigen wir auf, dass diese bestehenden Strukturen eher geeignet sind, den Status Quo zu erhalten, indem weitreichende Beschlüsse hohe Anforderungen erfüllen müssen.

Die IT-Governance im öffentlichen Sektor ist in Deutschland insbesondere durch den Föderalismus und das Ressortprinzip geprägt, wodurch die IT-Governance zwischen den Staats- und Verwaltungsebenen sowie auf jeder einzelnen Ebene durchtrennt ist. Über die Bundesebene, die Länder- und die kommunale Ebene tritt zunehmend die EU, beispielsweise wenn die EU-weite Anerkennung nationaler elektronischer Identitäten ermöglicht oder Standards für den Datenaustausch innerhalb der EU vereinbart werden sollen. Hinzu kommt die mittelbare Verwaltung, welche die IT im eigenen Zuständigkeitsbereich weitestgehend eigenständig verantwortet. Dadurch gelingt es aktuell trotz zahlreicher Anstrengungen nur schwer, den IT-Einsatz im öffentlichen Sektor kohärent zu steuern.

Eine kohärente Steuerung der IT kann entscheidend dazu beitragen, die Leistungsfähigkeit der Verwaltung zu erhöhen. Insbesondere ermöglicht IT, die unterschiedlichen Verwaltungsebenen und -bereiche zu integrieren und so z.B. One-Stop-Government umzusetzen. Eine solche serviceorientierte und leistungsfähige Verwaltung ist ein wichtiger Standortfaktor für Unternehmen und erhöht die Lebensqualität für die Bürger.

The paper titled „ICT-enabled public sector organisational transformation: Factors constituting resistance to change“ was published by René Meier, Esther Ruiz Ben and Tino Schuppan in Information Polity.

This paper suggests a revision of the commonly used model of acceptance of technical tools (TAM) for analyzing employees’ attitudes towards ICT-enabled public sector organizational transformation. TAM models focus too much on technology acceptance ignoring employees’ resistance to change and the reasons for innovation failure. Empirical research has shown the importance to consider these factors in organizational change projects. Basing on the example of the implementation of an electronic record system in the state (Land) Brandenburg (Germany), the paper applies a quantitative methodology for addressing the question: To what extent can other factors, besides software-problems, explain the employees’ resistance to change towards the implementation of the electronic record system? The results of our analysis show that in addition to the construct ‘technology acceptance model’ the variables: fear of losing work autonomy or in other words discretion, the perceived quality of information and the social influence significantly affect resistance to change. Long term analysis of the introduction of electronic systems in public organizations would improve the explanation power of our model enabling to examine the particular importance of these factors in different phases of the innovation process and to create appropriate interventions.

V.1 Stuttgart, Baden-Württemberg, Deutschland, 16.05.: Internationale Konferenz „One Stop Europe 2014“

Am 16. Mai hat Prof. Dr. Tino Schuppan einen Vortrag zum Thema „Szenarien für eine IT-basierte Transformation von Staatlichkeit“ auf der diesjährigen internationalen Konferenz „One Stop Europe“ (OSE) in Stuttgart gehalten. Die OSE 2014 stand unter dem Motto „Die offene Gesellschaft und ihre Freunde – Offene gesellschaftliche Innovationen“.

Kernfragen des Vortrages waren, ob sich Staatlichkeit durch E-Government/Open-Government verändert und welchen Beitrag Szenarien leisten, um die Transformation von Staatlichkeit zu erkennen und bewusst zu gestalten. Dazu verdeutlichte Prof. Schuppan zunächst, dass Staatlichkeit eine relevante Kategorie ist, wenn über Veränderungen mit Informationstechnik (IT) nachgedacht wird. Denn einerseits durchdringt IT Gesellschaft, was zu veränderten Anforderungen an den Staat in seiner Rolle und Funktion führt. Andererseits nutzt der Staat selbst IT, um bspw. neue Möglichkeiten einer verbesserten Leistungserstellung zu nutzen. Aus diesen beiden Perspektiven ergeben sich relevante Bereiche von Staatlichkeit, die im Vortrag weiter operationalisiert wurden.

Es steht fest, dass IT nicht nur auf der operativen Ebene der Verwaltung wirkt, sondern viel weit reichendere Wirkungen hat. Empirisch lässt sich diese Transformation jedoch noch nicht vollständig ermitteln, weshalb Methoden und Techniken gefragt sind, die mögliche zukünftige Entwicklungen denken helfen. Szenarien sind dazu eine geeignete Methode. Sie ermöglichen, (verwaltungspolitische) Entscheidungen vorzubereiten, konkrete Handlungsmöglichkeiten und Maßnahmen abzuleiten, potenzielle Chancen und Risiken frühzeitig zu erkennen und verschiedene Stakeholder einzubinden (Open Innovation). Das bedeutet: Gestaltungsspielräume können aufgedeckt und mögliche Wirkungen durchdacht und vorab gesteuert werden.

Im E-Government wird die Szenariomethode zwar teilweise angewendet, jedoch meist in technik-getriebenen EU-Studien und ohne konsistente Gesamtanalyse der Veränderung von Staatlichkeit durch IT-Verwendung. Um zu sensibilisieren, wie der Einsatz von IT Staatlichkeit verändern kann und welche Formen der Staatlichkeit sich dadurch ergeben, konstruierte Prof. Schuppan beispielhaft Szenarien einer E-transformierten Staatlichkeit.

Die Konferenzreihe „One Stop Europe“ ist ein Forum für den Austausch zwischen Wissenschaft und Praxis. Die internationale Konferenz findet seit 2007 jährlich statt und behandelte seither die Schwerpunkte „E-Government in Mittel- und Osteuropa“, „Qualitätsmanagement im E-Government“, „Electronic Public Management“, „Bürgerservices“, „Open Government“ sowie “Angewandte Bürgerbeteiligung“.

V.2 Berlin, Deutschland, 24.05.: Vortrag an der Hertie School of Governance

Auf Einladung der Alumni des Executive Master Bereiches der Hertie School of Governance Berlin hielt Prof. Dr. Tino Schuppan, Vorstandsmitglied des IfG.CC, eine Keynote zum Thema „Skills and Network Competence: Are Civil Servants prepared for E-Government and more Participation?“.

In seinem Vortrag stellte er Ergebnisse des IfG.CC aus verschiedenen Forschungsprojekten in diesem Bereich vor. Deutlich wurde, dass es, ausgehend von der Tatsache, dass Informationstechnik bei der Modernisierung der öffentlichen Leistungserbringung nicht mehr wegzudenken ist, insbesondere Führungskräften in der öffentlichen Verwaltung an grundlegendem E-Government-Wissen mangelt. Weiterhin fehlt ihnen übergreifendes Change- und Projektmanagement-Wissen und die Fähigkeit, organisationsübergreifend zu denken und in Netzwerken zu arbeiten.

Neue vernetzte Organisationsformen erfordern neue bzw. veränderte Kompetenzen für Mitarbeiter und Führungskräfte in der öffentlichen Verwaltung; zunehmend Kompetenzen, die nicht in Lehrveranstaltungen oder Weiterbildungen vermittelt werden können, sondern in der Arbeitsumgebung „erprobt“ werden. Insbesondere Netzwerkkompetenzen sind erforderlich, um IT-ermöglichte Organisationsformen zu gestalten, umzusetzen, in diesen zu führen und auch zu arbeiten. Auffällig dabei ist, dass je mehr IT in der Arbeitswelt eingesetzt wird und je mehr dadurch vernetzt, kooperiert und partizipiert wird, desto mehr soziale Kompetenzen sind erforderlich.

Trotz aller Anforderungen in der Praxis spielt E-Government und insbesondere Kompetenzen für E-Government bei den Lehrinhalten an Hochschulen und Akademien insgesamt kaum eine Rolle, wie Prof. Schuppan verdeutlichte. Der Fokus vorhandener Programme liegt entweder auf Technik oder Verwaltung; die Interdisziplinarität zwischen beiden Gebieten wird wenig berücksichtigt. „An-akademisierte“ Führungskräfte und Sachbearbeiter sind in der IT-ermöglichten Arbeitswelt nicht ausreichend, die zunehmend durch Vernetzung und Kooperationen mit verschiedenen Verwaltungsebenen geprägt ist. Auf diese neuen Anforderungen müssen Hochschulen sowohl mit angepassten Lehrinhalten als auch mit neuen Lehrformaten (z.B. mehr Lernen in Projekten) reagieren und Modernisierungsansätze mit IT integriert lehren.

K.1 Announcement: Koloa/Kauai, Hawaii, USA, 05.-08.01.2015: 48th HICSS (Hawaii International Conference on Systems Sciences) – Call for Papers

The minitrack „Emerging Topics in Electronic Government “ is led by Theresa A. Pardo (Center for Technology in Government, University at Albany, SUNY), Elin Wihlborg (IEI –Department of Management, Linkoping University and Tino Schuppan (IfG.CC, Potsdam, Germany).

The HICSS e-Government track has been a hotbed for groundbreaking studies and new ideas in this particular multi-disciplinary research domain. Many studies first presented here were developed further and then turned into publications at top journals. Thirteen minitracks cover the full spectrum of research avenues of electronic government including minitracks dedicated to emerging topics, open government, and social media, or most recently, Big, Open, Linked Data (BOLD), Cyberspace Resiliency and Trust, smart cities, Information and Communication Technologies for Development (ICTD), and e-Justice and e-Law.

The HICSS e-Government Track has assumed an excellent reputation among e-Government scholars. In a recent study it has been ranked the academically most rigorous rand most valuable research conference on e-Government in the world.

Important Deadlines:
  • June 15: Authors submit full papers by this date, following the Author Instructions. All papers will be submitted in double column publication format and limited to 10 pages including diagrams and references. HICSS papers undergo a double-blind review (June15 - August15).
  • August 15: Acceptance notices are sent to Authors. At this time, at least one author of an accepted paper should begin visa, fiscal & travel arrangements to attend the conference to present the paper.
  • September 15: Authors submit Final Version of papers following submission instructions posted on the HICSS web site. At least one author of each paper must register by this date with specific plans to attend the conference.
  • October 2: Papers without at least one registered author will be pulled from the publication process; authors will be notified.

Die Workshop-Teilnehmer werden unter dem Motto „Themen (be)greifbar machen“ aktiv in die Informationsvermittlung eingebunden und erhalten so einen Einblick in die Vorgehensweisen, Methoden und Tools des IfG.CC bei der Bearbeitung von Projekten eingebunden. Der Erfahrungsaustausch und Diskussionen mit den Mitarbeitern des IFGCCs sowie der Teilnehmer untereinander runden die Veranstaltung ab.

W.1 IfG.CC, Potsdam, Brandenburg, 26.06.: Prozesspriorisierungs-Workshop

Der Prozesspriorisierungs-Workshop richtet sich an Teilnehmer, die sich mit Themen wie Kostensenkung, Standardisierung und Beschleunigung von Arbeitsabläufen, mehr Service und Transparenz sowie Sicherung von Produkt- und Leistungsqualität beschäftigen.

Anhand einer Prozesspriorisierung werden im Hinblick auf die Zielsetzung bzw. den Problemdruck der Kommune Prozesse ausgewählt, die vorrangig reorganisiert und optimiert werden sollten. Die Teilnehmer des Prozesspriorisierungs-Workshops werden unter dem Motto „Prozess-Potenzial-Screening“ aktiv in die strategische Prozesspriorisierung und -auswahl anhand von Beispielen aus der öffentlichen Verwaltung eingebunden. Ziel ist es, im Vorfeld von Optimierungs- und Reorganisationsvorhaben Prozesse nach ihrer strategischen Bedeutung sowie dem Dringlichkeitsgrad ihrer Optimierung zu priorisieren. So entsteht eine Auswahl an Prozessen, deren Optimierung für die jeweilige Behörde möglich ist und deren Umsetzung Erfolg verspricht.

Den Teilnehmern wird ein Einblick in die Vorgehensweise des IfG.CC bei der Prozesspriorisierung gegeben. Diese wurde in vielen Projekten bereits erfolgreich angewendet und weiterentwickelt. Die Vorgehensweise ist besonders gut geeignet, um Schritt für Schritt zusammen Prozesse in der öffentlichen Verwaltung hinsichtlich ihres Optimierungspotenzials zu bewerten und auszuwählen.

Der Prozessmodellierungs-Workshop richtet sich an Teilnehmer, die Prozesse modellieren, Veränderungsprozesse moderieren oder das in der Zukunft vorhaben.

Die Teilnehmer des Prozessmodellierungs-Workshops werden unter dem Motto „Prozesse greifbar machen“ aktiv in die Identifizierung, Erhebung, Modellierung und Optimierung von Beispielprozessen (z.B. Baugenehmigung, Gewerbeanmeldung, Kfz-Zulassung) aus der öffentlichen Verwaltung eingebunden. Ziel ist es, den Teilnehmern einen Einblick in die Vorgehensweise des IfG.CC bei der Prozessmodellierung zu geben., die besonders gut geeignet ist, um intuitiv und Schritt für Schritt zusammen mit den Mitarbeitern Prozesse in der öffentlichen Verwaltung zu erheben und zu modellieren.

W.3 IfG.CC, Potsdam, Brandenburg, 10.07.: Mobile-Services-Workshop

Der Mobile-Services-Workshop richtet sich an Teilnehmer, die sich über Einsatzmöglichkeiten und Anwendungsperspektiven von mobilen Dienstleistungen informieren möchten.

Die Erbringung von Verwaltungsleistungen unabhängig von Verwaltungsstandorten ist vor allem in ländlichen Regionen und in Kommunen mit vielen Ortsteilen von Interesse. Verwaltungsmitarbeiter werden dazu mit einem Koffer ausgestattet und erbringen Leistungen an wechselnden Standorten außerhalb der Verwaltung, z.B. in Außenstellen von Kommunalverwaltungen, an Hochschulen oder in Senioreneinrichtungen.

Die Workshop-Teilnehmer erfahren, welche Kofferkomponenten erforderlich und welche Leistungen für einen mobilen Service geeignet sind und bekommen Hinweise für die Umsetzung (z.B. technische und organisatorische Anforderungen) und Bereitstellung von Leistungen über das mobile „Bürgerbüro“.

Der Shared Services-Workshop beantwortet Fragen wie z.B.: Was sind die Unterschiede zwischen Shared Services und anderen Begriffen wie Querschnittsamt oder Outsourcing? Welche Bereiche können organisationsintern gebündelt werden? Welche praktischen Ansätze und Beispiele gibt es aktuell in der öffentlichen Verwaltung?  

Inzwischen gehört es zur Verwaltungspraxis, in kommunalen Netzwerken zusammenzuarbeiten. Heterogene Strukturen können zusammengeführt, Leistungen standardisiert und kostengünstiger angeboten werden. Auch die unterschiedlichen Ressourcen der Kooperationspartner können gemeinsam genutzt werden. Bisher fand interkommunale Zusammenarbeit überwiegend im Bereich der Daseinsvorsorge oder Wirtschaftsförderung statt. Neuerdings wird jedoch bei Unterstützungsprozessen in den Bereichen Personal, Finanzen und Beschaffung verwaltungsübergreifend zusammengearbeitet; Shared Service Center/Dienstleistungszentren werden aufgebaut.

E.1 Das IfG.CC öffnet sein Projekt zur Entwicklung eines Prozessketten-Registers für staatliche Informations- und Meldepflichten für weitere Kooperationspartner

Immer mehr Kommunen, Landkreise und Landesverwaltungen melden sich, um als Kooperationspartner an dem am 01.04.2012 gestarteten Projekt zur Entwicklung eines Registers mit standardisierten Prozessketten für staatliche Informationspflichten teilzunehmen, das vom Bundesministerium für Wirtschaft und Technologie gefördert wird.

Kooperationspartner in diesem dreijährigen Projekt sind u.a. Verwaltungen der kommunalen und Landesebene, kommunale Spitzenverbände, öffentliche IT-Dienstleister, Unternehmen und Kammern. Zusätzlich zu den schon im Projekt engagierten Fachleuten ermöglicht das IfG.CC nach wie vor weiteren Kooperationspartnern die Teilnahme an diesem Projekt.

Als Ausgleich für den im Projekt investierten Aufwand erhalten die Teilnehmer eine Desktop-Version des IFGCC-Prozessnavigators mit Modellen und Detailinformationen zu den bei den Teilnehmern erhobenen Prozessketten.

2. Schwerpunktthema des Monats/Key Issue of the Month:
"E-Government in Australien/eGovernment in Australia"

Bereits seit Mitte der 90er-Jahre wurde E-Government als Organisationsansatz in politische Programme und Zielvorgaben Australiens aufgenommen. Heute zählen die Behörden auf Bundes- (Ebene des Commonwealth) sowie Landesebene (Staaten und Territorien) in Australien zu den internationalen Vorreitern im Bereich E-Government.

Neben den skandinavischen Ländern, Kanada und den USA ist Australien eines der Länder, das verstärkt auf E-Health- und Telemedizin-Lösungen setzen. Für die strategische Ausrichtung und die Koordination der Projekte ist die National E-Health Transition Authority (NETHA) verantwortlich, die gemeinsam von den Bundesstaaten/Territorien und der australischen Regierung eingerichtet wurde. Ein aktuelles Projekt ist das „digitale Krankenhaus“ im Bundesstaat Queensland. Alle medizinischen Geräte, wie z.B. Röntgen-, Dialyse-, Narkose- oder Blutdruckmessgeräte, sind so an das IT-System des Krankenhauses angebunden, dass Messwerte direkt in die elektronischen Akten der Patienten übergeben werden können;  Übermittlungssfehler zwischen verschiedenen Systemen oder bei manueller Eingabe können somit vermieden werden. Ärzte und Krankenschwestern haben über PC, Smartphones und Tablets Zugriff auf die medizinischen Daten der Patienten. Zudem stehen den Patienten Computer im Krankenhaus zur Verfügung, über die sie ihre medizinischen sowie persönlichen Daten einsehen können. Alle medizinischen Daten werden auch auf der elektronischen Gesundheitskarte gespeichert. Über das System ist es auch möglich, elektronisch Medikamente bei der Apotheke des Krankenhauses zu bestellen, wodurch Fehler bei der Medikation verringert werden können. Eine damit verbundene Diskussion ist, wem die Patienteninformationen eigentlich gehören – dem Patienten, Arzt oder dem Krankenhaus? Hierzu soll das Datenschutzgesetz angepasst werden. Insbesondere für die Weiterentwicklung der elektronischen Gesundheitskarte ist für die Jahre 2014/2015 ein Budget von ca. 140 Millionen Australische Dollar eingeplant.

Ein weiteres bestimmendes Thema sind die im Mai von der Prüfungskommission des Finanzministeriums veröffentlichten Empfehlungen für den Einsatz von IT in Verwaltungen in den kommenden Jahren. Ein Schwerpunkt ist dabei, die bisherigen E-Government-Ansätze und -Projekte zu konsolidieren. Mit dieser Aufgabe soll ein Team unter Führung eines Chief-Digital-Officers betraut werden; zudem soll eine zuständige Person für die Umsetzung der digitalen Strategie benannt werden, die sich dieser Aufgabe vollumfänglich und nicht nur am Rande ihrer eigentlichen Tätigkeit widmet. Ein weiteres Thema ist die Nutzung von anonymisierten (Verwaltungs-)Daten (Big Data) zu Analysezwecken, um die Effizienz und Effektivität von Verwaltungshandeln zu verbessern. Weitere Themen, die von der Prüfungskommission als wichtig erachtet werden, sind Cloud Computing, Outsourcing, Shared Services und mobile Anwendungen.

2.1 Queensland: Diet to dialysis, hospital patients on the record

Australia’s first fully integrated digital hospital (UnitingHealth) will contain 310km of fibre-optic cable and offer patient tracking, ­machine-based record keeping, electronic food ordering and new-age medication dispensing in a near paperless environment. It would open in early October 2014 and integrate with the federal government’s personally controlled electronic health record.

Medical imaging, X-ray equipment, insulin pumps and renal dialysis machines are among items connected to the software system. Data from anaesthetic machines and blood pressure machines is automatically recorded into the patient’s record. Patients’ medical records would be available to approved staff via desktop computers, smartphone and tablets. They will be able to review pathology results, X-rays and all diagnostic test results electronically.

2.2 Australia told to follow UK's 'Digital by default' strategy

Australia has been told it should adopt the UK's “Digital by default” strategy and a “cloud first” strategy for government IT. Australia's recently-elected government created a Commission of Audit to figure out where future spending ought to be directed. That Commission's colossal report was released and included a number of recommendations about government's use of technology. The report suggests that Australia “should do better” than current policy that calls for “a commitment to ensure every government interaction that occurs more than 50,000 times per year can be undertaken online by 2017”. A recommendation sure to raise eyebrows is the observation that “There is untapped potential to use anonymised data and new data analytic techniques to improve the efficiency and effectiveness of government” and that Australia should therefore “rapidly improve the use of data in policy development, service delivery and fraud reduction.”

2.3 Ownership of patient records, just one challenge in e-health

From wireless to wearables, Australia’s health care system is on the cusp of a digital technology revolution, but issues of privacy, ownership of patient records and cyber security need to be ironed out first. That's the view of Kenneth Morgan, special advisor to the vice chancellor of Flinders University on cyber security and resilience, who discussed the future of e-health at CeBIT’s eHealth conference in Sydney. When micro-sensors in wearable technology such as watches and wristbands measure a patient’s heart rate and the information can be monitored by the patient, or remotely by a health organisation, or when rugs with sensors can analyse steps to see how people are walking, a patient may not need to see a doctor as often.

2.4 Department unveils plans for expanded aged care gateway

Aged care’s new one stop shop, My Aged Care, is ramping up its capabilities with two demonstration regions trialling end-to-end systems in Queensland and Victoria due to go live from January 2015, and introduced nationally by the end of the year. The Department of Social Services has been showcasing the current mock-up of My Aged Care in roadshows across the country and is seeking feedback from industry stakeholders as it moves to finalise design. Currently, My Aged Care functions as a website and hotline, providing users with information about Commonwealth approved providers in their area. From January next year, the enhanced My Aged Care system will be used in two demonstration regions to trial the client record, telephone screening, standardised face-to-face assessment by regional assessment organisations, and service matching and referral functions.

2.5 Budget 2014: the big ticket IT projects

There are plenty of cuts to keep the IT industry on tenterhooks in an austere 2014 Federal Budget, which has no big ticket ICT projects. For instance: The Government hopes to achieve savings of $2.4 million over four years by consolidating the back office functions of the National Portrait Gallery, the National Gallery of Australia, the National Library of Australia, Old Parliament House, the National Film and Sound Archive, the National Museum of Australia and the National Archives of Australia. It has avoided using the term 'shared services' to describe the move, but corporate services make up much of the scope of what is being consolidated.

2.6 Finance in market for shared IT system

The Department of Finance is approaching the ITC market for expressions of interest in providing a Government-wide content management system (GovCMS) to help eliminate duplicated, fragmented and sub-scale activities across Agencies. According to the Department, GovCMS will be an important service for Australian Public Service (APS) Agencies and will make use of shared or cloud services where “minimum efficiency scale hurdles are not met”. It says the GovCMS will seek to make it easier for Agencies to comply with policies and standards in areas such as security, accessibility, privacy and Government digital design standards. GovCMS intends to allow Agencies to share code, modules and applications to reduce development costs, and to allow the development and support of modules that suit the needs of APS Agencies.

2.7 Australian Taxation Office joins myGov portal

As Australians become able to file a tax return online for the first time, the Australian Taxation Office (ATO) has joined the federal government's myGov portal. Australians will be able to complete their tax returns this year using a myGov account as authentication. Beyond the ability to file a tax, the ATO's online services include tracking of superannuation, paying debts, and checking the progress of tax returns. With the addition of the ATO onto myGov, the portal will potentially store personal and financial details on users that have signed up for a myGov account. This has lead to calls for the portal to implement two-factor-authentification to increase security.

4.1 Great Britain: Wales: Cardiff commits to more use of ICT to aid healthcare delivery

The Welsh Assembly has announced a big push to use more technology in the Welsh NHS.

That looks set to include greater use of telecare and other innovative technologies like use of mobile to support rural community health initiatives, promises the devolved government.

Mark Drakeford, the Assembly′s Minister for Health and Social Services, told the press that he has called for a new Welsh ‘eHealth and Care strategy′ to deliver higher quality NHS services for the Principality in “the most effective and efficient way”.

4.2 UK admits £500m immigration system cannot count immigrants

The UK's Home Office, the government department responsible for immigration matters, has admitted that a computerised immigration checking system which has cost at least £500m to develop doesn't work.

A senior immigration official said that the program, known as e-Borders, had been 'terminated' in its original form. The scope and scale of the project has been limited and it has been renamed the Border System Programme.

4.3 EU attempts to bridge e-skills gap between north and south

The EU is betting on rapidly developing e-skills among the workforce in order to adjust it to the digital economy. Every year, approximately 100,000 new vacancies are created in an attempt to fill the gap between the 'e-skilled south' and 'e-demanding north' of Europe.

Yannis Sirros, head of the Federation of Hellenic ICT Enterprises (SEPE) told EurActiv Greece in an interview that Europe will need 900,000 skilled ICT workers by 2020.

4.5 Bulgaria’s eGovernment Council resumes activity

Bulgaria’s government, which held its latest off-site sitting in the city of Varna, adopted a decree for the establishment of an eGovernment Council with the Council of Ministers, the press service of the government announced.

A group of high-level government officials from Kyrgyzstan have come to Estonia to become acquainted with Estonia's e-government information system, reported BC the Estonian Foreign Ministry.

A public key infrastructure (PKI) company based in Sweden in partnership with a Malaysian firm is now helping the Advanced Science and Technology Institute (ASTI) of the Department of Science and Technology (DOST) secure the government's data system through the introduction of the "PKI-in-a-box" in the country.

According to PrimeKey Solutions AB (PrimeKey), "PKI-in-a box" is an innovative PKI appliance designed with the objective to simplify a PKI implementation with complete feature set needed to operate a full-blown PKI "out-of-the-box."

CrimsonLogic, a leading provider of eGovernment solutions and services headquartered in Singapore - under a government contract between Kenya and Singapore, successfully rolled out the Kenya Electronic Single Window System, officially known as Kenya TradeNet. The system is CrimsonLogic's 18th live Trade Facilitation implementation so far, and its first major project in Kenya.

5.3 Canada: British Columbia’s Services Card May Connect Citizens to Multiple Gov Services in the Future

The province's new high-tech card enrolls people in an identity service that works for health - and can one day work for any other program where people must be identified online.

The government of British Columbia, Canada, had a problem. The province’s CareCard technology — the identity card BC residents use to access health services — was more than 20 years old and had never been significantly updated. Even worse, the number of CareCards issued significantly outnumbered the population of the province (4.5 million).

5.4 Rwanda: E-Government - to Dare Is to Do

Recently, the government of Rwanda, through the Rwanda Development Board (RDB), entered into a Build, Operate and Transfer (BOT) contractual agreement with a local company, Ngali Holdings, to put into practice an innovative platform known as RwandaOnline, which will focus specifically on providing online services related to Government-to-Business (G2B) and Government-to-Citizen (G2C).

5.5 Thailand’s Parliamentary Digital Library Leads in Open Government

Since its launch in 2012, the Legislative Institutional Repository of Thailand (LIRT), the online library of the Thai Parliament, has stood out as an example of the open government trends spreading across Asia. Behind buzzwords like “e-government” and “open data,” though, is the complex task of implementing digital access to state-held information. The LIRT is a product of this dynamic back-and-forth among user demands, software capabilities, and the ever-changing technological landscape.

5.6 India: West Bengal: Bengal IT initiatives lure Oracle

Bengal is a focus market for IT major Oracle on account of the state’s e-governance initiatives.
Government efforts to modernise departments and leverage IT to provide services to citizens and corporate houses are expected to spur growth and boost the tech ecosystem.

Oracle is bullish on India catapulting to the level of the US in the delivery of citizen-centric services through its focus on building a better technology infrastructure.

6.1 10.-13.06., Zagreb, Croatia: EDEN 2014 Annual Conference

Developing human potential has been a persistent EU policy aim even in the recent years of economic crisis. Among the goals of the European Strategy for smart, sustainable and inclusive growth, Europe 2020, we find employment and innovation, featuring education as a major lever.

European education and training systems are often criticised for not properly responding to social needs, and even that employers, education providers, and youth live in parallel universes. Universities’ reputation often comes from the visible, high level relations with prestigious corporations. E-learning, as a system integrator, may help education providers and employers to actively step into one another’s worlds.

Workplace-based training supported by ICT tools is part of the solution to reduce skill shortages and mismatches. E-learning has become a dominant delivery method in learning settings at work across various sectors and a wide range of company sizes. Its advantages may be many, including flexibility, cost and time savings, and new work habits and improved working climate. ICT-enhanced learning may improve organisational performance and lead to increased staff commitment and the generation of new ideas. E-learning is often used by companies to inform and educate not only their employees but also customers, as part of their branding and marketing strategy and activities.

The latest ICT solutions for simulations, virtual worlds, immersive learning and enhanced learning experiences are continuously producing renewed toolkits, supporting the development of authentic learning settings. E-competences and e-skills are increasingly treated as autonomous elements of personal development to be supported by specific learning activities and patterns.

The year 2014 is important as the start of the new European programme period until 2020. This coincides with intensive developments in ICT-supported learning, educational innovations and, in particular, open educational resources. With present economic trends, the key question being growth and employability, it is highly important how employers accept job candidates with the certifications and competences from the new world of learning, characterised by many innovative approaches and open educational settings.

6.2 16.-20.6., Aalborg, Denmark: 8th INSPIRE Conference 2014: INSPIRE for good governance

Seven years have past since INSPIRE was adopted as the EU's legal framework estab-lishing the infrastructure for spatial information in Europe serving policies and activities having an impact on the environment. During this period the framework of technical spe-cifications necessary to underpin an interoperable infrastructure has been completed, and a major effort has taken place to implement the Directive in the Member States. It is now time for the mid-term evaluation to assess how well we are doing, and whether we are still on the right track. This conference comes therefore at a crucial stage to report on progress and get feedback from all the stakeholders involved.
