One of the awards for Gujarat was for its Online Voting System (OVS), implemented successfully in the state local body polls, showing others how such a system can be useful in getting people to vote in the internet age.
Incidentally, 11 of the 16 awards announced by the ministry of personnel went to non-UPA ruled states with Madhya Pradesh and Odisha getting two awards each.
Other states that got awards include Andhra Pradesh (2) and Assam, Bihar, Jharkhand, Karnataka, Rajasthan and Jammu & Kashmir (one each).
These awards are given every year by the administrative reforms wing of the ministry of personnel to states and central departments for their e-governance efforts. As against 16 awards to states, only one central department was awarded this year -- the 'mail network optimization project' of the department of posts.
Congress-ruled Rajasthan was selected under the 'best government portal' category for Rajasthan Public Service Commission, Ajmer.
Besides its OVS system, Gujarat was awarded for "XLN-Xtended Licensing & Laboratory Node of Sales" of its food and drugs department, MAGIC - Mineral Administration and Governance Using ICT, and iMINE of the state mineral development corporation limited.
The other categories of awards included government process re-engineering, outstanding performance in citizen-centric service delivery, innovative use of technology in e-governance and specific social sector programmes.
While Madhya Pradesh was awarded for its special project for assistance, rehabilitation and strengthening of handicapped (SPARSH) under 'social sector programmes' category, Bihar was awarded for its iBhuGoal project under the 'innovative use of technology in e-governance'.
The iBhuGoal is Bihar government's flagship initiative of GIS mapping of infrastructure resources in the state.
Jharkhand was selected under the category of 'exemplary re-use of ICT based solutions' for its "electronic benefit transfer" model whereas Jammu & Kashmir was awarded for its project of "measuring physical accessibility to healthcare network and population coverage modeling in the state using geo-informatics".
All the states will be presented with these awards during the national conference on e-governance in Jaipur on February 11-12.
