ASEAN needs to harmonize policies, regulations and standard in Information Communication Technology (ICT) within the region.

The legal and regulatory issues involved in the development of e-government policies that facilitate its growth and access to the technology need to be examined as well. Pengiran Dato Paduka Haji Abdul Hamid, Permanent Secretary at Prime Minister's Office, made the remarks at the opening of a two-day seminar on managing change in implementing electronic government in civil service yesterday morning.

The regulatory framework should be technologically neutral and based on international norms so as to promote frameworks that are conducive to entrepreneurship, innovation, as open and competitive markets.

He said the important development of ICTs in the public sector is of an immense significance in a wide variety of public domain as creating unprecedented opportunities for the public organizations to embrace change.

The two-day seminar is one of the activities outlined by ASEAN resource based in Brunei and is attended by ASEAN member countries. It is jointly organized by the Department and Commonwealth Network of IT for Development-Comnet-It Canada.

The seminar was conducted by Mr Michael A.H Turner, the Assistant Deputy Minister Telecommunications and Informatic Program for public works and government services, Canada.
