Officials, contractors reluctant

Most government offices are yet to introduce e-tendering though it is one of the priorities of the government's 'Digital Bangladesh' initiatives, sources said.

Over 70 per cent government works are still being done through the old system of inviting bids although the Prime Minister had instructed all the ministries to implement e-tendering system in 2011.

Reluctance on the part of high government officials and promoted by contractors, most of the ministries and departments are continuing with the manual tendering.

Experts said introduction of e-tendering alone can eliminate over 50 per cent of corruption from the government's procurement system.

Different aid agencies also have been requesting the government to go for e-tendering but their calls have not been heeded duly, sources added.

The government prepared an independent website (e-government procurement) in 2004 with the assistance of the World Bank to invite bids through the portal where the state-owned agencies can run e-tenders. But only a few organisations tag their tenders to the site.

The 'Government Procurement (e-GP) Guidelines', was prepared under the provision of Section 67 of the Public Procurement Act (PPA)-2006 and Rule 128 of Public Procurement Rules (PPR)-2008 where the e-GP system was made obligatory for all concerned for procurement of goods, works and services using public funds.

Prime Minister Sheikh Hasina inaugurated the portal in June 2011 and instructed all concerned to use and promote e-procurement.

The e-GP system provides an on-line platform to carry out the all procurement activities by the public agencies - procuring agencies (PAs) and procuring entities (PEs).

The World Bank first introduced the e-tendering work in four agencies-the Roads and Highways Department, the Local Government Engineering Department, the Bangladesh Rural Electrification Board, and the Bangladesh Water Development Board.

Under the project, 10,000 personnel had already been trained through international and local collaboration. Another 13,000 people would be trained to develop their capacity.

A high official of the World Bank, who deals with e-tendering project, said the electronic procurement and online monitoring make public contracting 'more accessible, secure, efficient and transparent which lead to cost savings',

Communication Minister Obaidul Quader is enthusiastic about e-tendering and asked his ministry to carry out all tendering through e-GP.

He said the electronic tendering system is an effective way of curbing corruption in government procurement and ensure transparency and accountability.

A high official of the e-GP said the system is becoming popular gradually. He said last year over 22 organisations used the e-GP along with newspaper advertisements. In October last year, eight organisations were added to the system.
