The Arab Forum on “ Security of E-exchanges and Public Key Infrastructure” called for holding activities that meet the needs of the Arab region in the sector of e-exchanges and public key infrastructure.

Experts in certification, e-security and e-trade and exchanges attended the Forum organized in Tunisia by the Arab Organisation of Information and Communication Technologies (AOICT) under the aegis of the Arab League and with the support of the Islamic Development Bank.

The Forum recommended, in its final communiqué, to guarantee mutual recognition between electronic certification structures in the Arab countries and the rest of the world.

Participants called for a joint use of computer systems, co-ordination of security policies and participation in works of normalisation in the area of computer safety and e-exchanges at the international level.

They recommended enhancing computer safety to promote e-trade and m-trade (mobile trade) and co-ordinate efforts and penal laws in Arab countries in the area of cyber crime.

The Forum called for harmonising and adjusting laws on e-signature and certification to the European Union’s to ease regional integration and co-ordination at the local, regional and international levels.

Tunisian Secretary of State in charge of Information Technology, Internet and Freeware, Lamia Chaffai Sghaier reviewed Tunisia’s efforts to modernise telecommunications infrastructure, placing emphasis on Tunisia’s keeping abreast of the ongoing global technological changes.

She also shed light on the initiatives taken by the country to promote new e-services based on e-certification and computer safety in the area of taxation, financial transactions and e-government in general.

The agenda of the Forum included presentations on the themes “E-signature and Public Key Infrastructure,” “legal and Institutional Aspects and Solutions of Public Key Infrastructure” and “Cyber Security, Protection of Data Infrastructure and Securing of E-exchanges.”

Tunisian Communication Technology Minister Mohamed Naceur Ammar laid emphasis on Tunisia's will to make the most of opportunities offered by ICTs sector in consolidating economic, social and cultural capacities.

He pointed out that AICTO constitutes an Arab space for meeting and exchange of expertise, private and public authorities and researchers.

For his part, Assistant Secretary-General of the League of Arab States and chief of its centre in Tunis, Mr. Chedli Neffati, pointed out that the organisation of this forum is part of materialising the recommendations of the Arab Economic and Social Summit held in 2009, in Kuwait.

AICTO Secretary-General Kadhija Ghariani asserted that this structure, created in January 2008, is considered as a structure of research, studies and management of projects adopted during the organisation council's meetings, in co- ordination with Arab working teams stemming from the League of Arab States Councils.

The agenda of the forum includes several issues pertaining notably to "e-signature and larger trade legal framework in the world," "legislative framework of e- signature," "cybernetics security" and "protection of information infrastructures." (
