The National Government Digital Transformation Programme “Tahawul” (2021–2025) in Oman achieved an overall performance rate of 94 percent by the end of December 2025, compared to 73 percent at the end of 2024.

Chinese tech firm explores smart city collaboration in Pakistan
A delegation from Beiming Software, a China-based technology company, has explored collaboration opportunities in smart cities and digital transformation during a visit to Pakistan, taking a new step in China–Pakistan cooperation in emerging technologies.

Nagaland joins four states to complete all Smart Cities Mission projects, with Kohima finishing 40 works worth INR 689 crore.
Nagaland is among four states and Union territories in the country—along with Chandigarh, Jharkhand, and Tripura—to have completed all projects sanctioned under the Smart Cities Mission (SCM), according to the latest update by the Ministry of Housing and Urban Affairs.
As of December 1, 2025, all 40 projects undertaken in Kohima under the mission, with a total outlay of INR 689 crore, have been completed. Kohima was selected under the Smart Cities Mission at its inception on June 25, 2015.

1.1 Hamburg, 04.06.: Abschlussworkshop "eGovernment in der Metropolregion Hamburg"
Am 04.06. fand der Abschlussworkshop des Projektes "eGovernment in der Metropolregion Hamburg" statt, bei dem die Ergebnisse und Erfahrungen aus dem Projekt zusammengefasst wurden. Ziel des Projektes war es, Kfz-Zulassungsleistungen länder- und behördenübergreifend bereitzustellen.
Das IfG.CC hatte dazu im Vorfeld des Workshops eine Online-Befragung unter den Beteiligten durchgeführt. Die Ergebnisse der Befragung stellte Prof. Dr. Tino Schuppan, Geschäftsführer des IfG.CC, im Rahmen seines Vortrags zu Kooperationsfähigkeit bei vernetztem eGovernment vor. Wichtigste Erkenntnis war, dass Netzwerkfähigkeiten der beteiligten Akteure und Institutionen von entscheidender Bedeutung sind, wenn ein solch komplexes Projekt erfolgreich umgesetzt werden soll.
Netzwerkfähigkeit bedeutet im Kontext von eGovernment, die Fähigkeit zur Kooperation und zur schnellen Bildung und Ab- bzw. Weiterentwicklung von interorganisatorischen Prozessbeziehungen. Die Ergebnisse und Erfahrungen aus dem Projekt werden dem DOL-Projekt Kfz-Wesen zur Verfügung gestellt, bei dem Hamburg die Federführung hat.

1.2 Potsdam.23.06.: Workshop "Beschleunigung immissionsschutzrechtlicher Genehmigungsverfahren"
Im Rahmen der Diskussion um Bürokratieabbau und eGovernment fand am 23.06. ein Workshop verschiedener Brandenburger Ministerien unter Beteiligung der IHK und Unternehmensvertretern zum Thema "Beschleunigung immissionsschutzrechtlicher Genehmigungsverfahren" statt. Konkretes Ziel des Workshops war es, Möglichkeiten und Wege aufzuzeigen, um die Verpflichtungen von Unternehmen, die sie im Rahmen des Bundesimmissionsschutzgesetzes (BImschG) zu erfüllen haben, zu vereinfachen.
Hierfür hat das IfG.CC - vertreten durch die Wissenschaftliche Mitarbeiterin Frau Müller - im Rahmen eines Vortrag aufgezeigt, wie die Prozessketten im immissionsschutzrechtlichen Genehmigungsverfahren verbessert und neu gestaltet werden können. Anlass des Workshops waren gesetzliche Änderungen durch den Bund, die es nun landesseitig umzusetzen gilt. Als besonders weitreichend hat sich eine kollaborative Lösung herausgestellt, die zwischen Antragstellern und Verwaltungen in Betracht kommen. Hierdurch lassen sich der Antragsprozess sowie die spätere Bearbeitung völlig neu gestalten, so dass der Prozess nicht nur effizienter, sondern auch effektiver ablaufen kann.

1.3 Berlin, 24.06.: Telepräsenz-Systeme ändern Geschäftsprozesse für die Verwaltung
Am 24.06. nahmen Vertreter des IfG.CC an einer Demonstration eines Telekonferenz-Systems auf Einladung von Cisco Systems in Berlin teil. Hintergrund ist, dass mit Telepräsenz neue Formen der Kollaboration erreicht werden, die insbesondere für räumlich verteilte Verwaltungsarbeit geeignet sind. So ist es möglich, dass mehrere räumlich getrennte Personen bzw. Personengruppen gemeinsam zeitgleich in einer Konferenz teilnehmen. Die Gesprächsteilnehmer werden mit hoher Bildqualität auf mehreren lebensgroßen Bildschirmen dargestellt. Zusätzlich wird durch eine qualitativ hochwertige Bild- und Tonübertragung der Eindruck vermittelt, als würden sich die Teilnehmer in einem Raum befinden. Es wird deutlich, dass räumliche Entfernung zunehmend irrelevant wird, ohne einen Verlust an Qualität in der Bearbeitung hinnehmen zu müssen. Für Telepräsenz gibt es zahlreiche Einsatzfelder, wie z.B. im Bereich der Gesundheitsvorsorge im ländlichen Raum oder Telepräsenzlernen. Es kann davon ausgegangen werden, dass Telepräsenz zukünftig ein wesentliches Instrument sein wird, um Entscheidungen auch räumlich verteilt treffen zu können.

1.4 Bochum, 29.06.: Workshop zur Umsetzung der Vernetzten Verwaltung
Am 29.06. wurden in Bochum/NRW die ersten Ergebnisse zur Umsetzung der vernetzten Verwaltung präsentiert. Insbesondere wurde in so genannten Basiskonzepten dargestellt, wie neue Verwaltungsstrukturen unter intensiver IT-Nutzung aussehen sollen. Dargestellt wurden u.a. die Strukturen für Shared Services in den Bereichen Finanzen, Personal, Digitale Postbearbeitung, Immobilienmanagement sowie Steuerverwaltung. Ein weiterer Bereich bildet die Zusammenarbeit mehrerer Bürgerbüros in Nordlippe, die aufeinander abgestimmte Dienstleistungen unabhängig von örtlicher Zuständigkeit erbringen sollen.
In dem Projekt "vernetzte Verwaltung" übernimmt das IfG.CC die wissenschaftliche Begleitforschung. Insbesondere ist es geplant, die empirischen Ergebnisse und Projekterkenntnisse so aufzubereiten, dass ein Transfer auf andere Kommunen möglich ist.

1.5 Potsdam, 11.07.: IfG.CC präsentiert auf dem Potsdamer Wissenschaftsmarkt
Am 11.07.2009 wird das IfG.CC von 13.00 bis 18.00 Uhr auf dem Potsdamer Wissenschaftsmarkt im Rahmen des Stadtwerkefests vertreten sein, das im Neuen Lustgarten in Potsdam stattfindet. Besucher werden die Gelegenheit haben, sich mit Wissenschaftlern des IfG.CC über aktuellen eGovernment-Themen und weiteren "eThemen" auszutauschen und einen Einblick in die Arbeit des Instituts zu bekommen. Der Potsdamer Wissenschaftsmarkt ist eine Initiative der Landeshauptstadt Potsdam und ProWissen e.V. in Zusammenarbeit mit den Stadtwerken Potsdam.

1.6 Veröffentlichung: Kompetenzanforderungen für eGovernment
Im Rahmen der Forschungsarbeit am IfG.CC hat Prof. Dr. Tino Schuppan einen Artikel zu neuen Kompetenzanforderungen im Kontext von eGovernment in der Zeitschrift Verwaltung und Management veröffentlicht. In diesem Artikel werden Kompetenzanforderungen (im Sinne von Fähigkeiten, Fertigkeiten und Wissen) für eGovernment herausgearbeitet. Ziel des Artikels ist es herauszufinden, welche neuen Kompetenzanforderungen in Bezug auf E-Government in der öffentlichen Verwaltung erforderlich sind, die jenseits von IT-Spezialisten-Wissen und der Bedienfähigkeit von IT-Systemen liegen. Dazu wird auf konzeptionell-analytische Überlegungen, auf Ergebnisse qualitativer Interviews sowie auf Beobachtungen und Erhebung bei konkreten Projekten zurückgegriffen. Im Ergebnis sind nicht nur neue fachliche Kompetenzen gefragt, sondern auch soziale, wie neuartiges Abstraktionsvermögen, da eGovernment zunehmend zu vernetzten Leistungsstrukturen führt.

2. Schwerpunktthema des Monats: IKT für ländliche Gebiete

Die Förderung der Entwicklung in ländlichen und abgelegenen Gebieten und deren Versorgung mit staatlichen, privaten und medizinischen Leistungen stellen eine Herausforderung für viele Länder der Welt dar - für Entwicklungsländer und Industriestaaten gleichermaßen. Informations- und Kommunikationstechniken bieten viele Potenziale zur Bewältigung dieser Herausforderung an.
So können Telemedizin-Anwendungen Kliniken und Krankenschwestern in entlegenen Regionen mit Krankenhäusern und Spezialisten in den urbanen Zentren verbinden. In mit IT-unterstützten Bürgerbüros, mit eKiosken und mobilen Lösungen können Leistungen verschiedener Verwaltungen in räumlicher Entfernung von den Verwaltungsstandorten angeboten werden. Telezentren können von kleinen Unternehmern und Bauern für den Verkauf ihrer Produkte genutzt werden und um sich Informationen und Leistungen zu beschaffen.

2.1 Connecting the countryside
Since the launch of e-Seva in the Indian State of Andhra Pradesh in 2001, governments and charity organisations have been building telecentres the world over. Rural communities, for which access to government services had been out of reach for so long, finally joined the information age. Now new technologies are emerging and the landscape is changing.
One of them is the self-service kiosk, commonly available in urban areas in advanced countries. However, Bruno Vun, Director of IT Advancement Unit of the Malaysian state of Sabah, does not believe in self-service kiosks for rural service provision. "Although they save costs, are always available and easy to standardise, the lack of reliability and flexibility often causes frustration and anxiety among users, who might eventually abandon the service altogether," he says.
Telecentres, on the other hand, are able to customise the services handled by humans, and many of them can be turned into fully-fledged service centres for the particular village. Vun says mobile phones also provide an interesting alternative. Radios, deployed in the 1980s and 1990s, are still common in many parts of Asia where farmers are more concerned about information on the price of their agricultural produce rather than sophisticated interactive services.
The effectiveness of rural service provision is difficult to measure. However Vun points out that the number of users using the service is a good effectiveness indicator. To ensure effectiveness, a service must be delivered according to what the people want rather than what the department is providing, he says.

2.2 India: Cost-effective telemedicine tool for villages
As part of its national e-governance project, the government has decided to integrate all upcoming Common Service Centres (CSCs) across rural India with 'e-Sanjeevani', a software package for remote diagnostics and telecounselling.
The web-based software - e-Sanjeevani - that facilitates creation of an electronic medical record (EMR) for a variety of diagnostic reports is being deployed as a cost-effective telemedicine tool for rural areas at over one lakh CSCs being set up as part of the National e-Governance Plan. Union Minister of State for Communications and Information Technology Sachin Pilot said the combination of CSCs along with the potential offered by e-Sanjeevani is expected to significantly enhance the outreach of health care.

2.3 India: West Bengal: IT minister stresses on computer literacy in rural areas
Like urban areas, computer literacy programmes in rural areas of the state are equally important for proper implementation of e-governance projects, said the state IT minister, Mr Debesh Das. He was speaking at a seminar on "e-governance and digital West Bengal", organised by InfoSecurity, a magazine on IT security in collaboration with InfoStore, another IT magazine and the state IT department this morning.
Mr Das said many projects including State Wide Area Network (Swan) had been undertaken to connect the state headquarters with district headquarters, blocks and sub-divisions. Swan would help to exchange data among different government departments through Internet. "Now the IT department's main stress is to facilitate the service in rural areas as fast as possible and a pilot project, known as 'e-district' has already been implemented in Bankura and Jalpaiguri," Mr Das said.

2.4 India: Internet CSC Rollout Complete In Jharkhand, Haryana, Sikkim; Long Way To Go
The Indian government's initiative of providing e-governance to villages is gathering some momentum: as of June 2009, the rollout of Internet connected Common Service Centers has been completed in the states of Jharkhand (4562), Haryana(1159) and Sikkim(45), and almost complete in Gujarat. A CSC essentially is a kiosk in a rural district, which allows online bill payments, booking tickets, applying for jobs, searching for market information and selling of local produce. CSCs are going to be managed by a Village Level Entrepreneur (VLE), which serves as the nodal point for services and government schemes. The CSC rollout is a part of the National E-Governance Plan (NeGP).
In the states where the rollouts have begun, a total of 104,881 are expected to be installed. Of these, 40,750 CSCs are operational, according to India's Department of Telecom. The rollout, however, has not yet begun in the states of Punjab, Karnataka, Arunachal Pradesh and Kerala, and the union territory of Pondicherry. The Request For Proposal (RFP/Tender) has not even been issued for Punjab.

2.5 Indonesia: Internet networks to cover all villages in late 2009
All villages in Indonesia are expected to be covered by telecommunications networks and have access to the Internet, a minister said. Information and Communication Ministers M Nuh said that the total number of villages in Indonesia which had not yet been covered by telecommunications networks reached 31 thousand and at the end of 2009 or early in 2010 at the latest, they all were expected to have been covered by the facilities.
Besides the connection facilities, the other important thing was that the content of the Internet, particularly those with regard to the e-education and e-health programs. He said that after telecommunications and the Internet had covered all villages in the country which totaled 72 thousands, the government targeted that each of them would also have a smart house which was equipped with the necessary facilities, including the Internet.

2.6 USA: FCC program could double California telehealth sites
The California Telehealth Network (CTN) could double the number of rural healthcare sites it links under a federal program to help fund a broadband telehealth network throughout the state. CTN is one of 67 projects approved for funding under the Federal Communication Commission's $417 million Rural Health Care Pilot Program for telehealth networks. Thomas Nesbitt, coordinator of the project, said planners started with a goal of connecting 319 sites, but they have now qualified nearly 860 sites, "The interest in being on this network was much bigger than we ever dreamed," he said at a workshop hosted by the National Institutes of Health.
The California network will differ from many earlier telemedicine networks in which outlying entities communicated with a central hub to create "captive audiences," said Nesbitt. Instead, it will be designed as "any-to-any network," he said. "It's like what you do on the Internet, although this a virtual private network." "Any of these clinics can get to any of the academic health centers in California," Nesbitt said. "They can talk to each other (and) create networks of networks for research projects within this network."

2.7 USA: Louisiana: 'Future of medicine' demonstrated at Bunkie General Hospital
On June 26, 2009, Dr. Don Hines, executive director of the Louisiana Rural Health Information Exchange (LARHIX), led a telemedicine demonstration at Bunkie General Hospital, showing off the equipment and techniques that he hopes will spread and move rural hospitals throughout the state toward the cutting edge of treatment. "I think it's real good," said Hines, the former longtime state senator. "It gives patients in this area access to specialist care without having to leave the community."
LARHIX is helping Louisiana's hospitals hook up to an electronic records network to assist doctors in accessing patient records and keep them from duplicating expensive tests and other services, and starting an internal medicine residency program with a focus on rural medicine to help attract doctors to rural areas. The third part of LARHIX's plan, the one that was demonstrated, is telemedicine, or treatment via videoconferencing.
Hines was able to share test results, give an overview of the patient's symptoms and perform an on-camera exam in a matter of minutes. The fictional patient was then scheduled for a test in Shreveport. "This means our patients will have access to specialists," Deville said. "It means less travel time, and some of our patients can't travel." "This is very impressive," said Dr. Robert Barish, chancellor at LSUHSC-Shreveport. "This is the future of medicine. This is how we need to deliver medicine going forward."

2.8 USA: Oregon Health Network boosts rural health care capacity
Residents of rural Oregon may have Portland and Eugene beat on scenery, but they are at a distinct disadvantage when it comes to accessibility and quality of health care. Care facilities are typically smaller, further apart, and not as well equipped as their urban counterparts. In 2007, the Oregon Health Network (OHN) set out to make the urban-rural gap a little smaller by creating a high speed telecommunications network linking hospitals and other care facilities across the state. Funded primarily by a $20 million grant from the Federal Communications Commission, the OHN partners with nonprofit hospitals and health systems, rural health clinics, federally qualified health centers, and community colleges to increase their telecommunications capacity, mainly by linking them to a subsidized high speed internet connection.
The "telehealth" network established by the OHN should help level the playing field for rural health providers and educators, allowing them to attract and retain qualified health professionals and provide access to top quality health care information and services.

3.2 Brandenburg: Die Linke blockiert den elektronischen Weg der Gesetze zum Bürger
Eigentlich wollte Justizministerin Beate Blechinger (CDU) das Gesetz als ihren Erfolg verbuchen. Es war schon in die für Ende Juni geplante Bilanz der Landesregierung über die zurückliegende Legislaturperiode eingestellt worden. Die oppositionelle Linksfraktion hat Blechinger um den Pluspunkt in der rot-schwarzen Kabinettsbilanz gebracht. 4.1 Deutschland: Anwendungstests für elektronischen Personalausweis laufen an
Die Einführung des elektronischen Personalausweises im Scheckkartenformat geht in die nächste Phase. Die 30 Teilnehmer für den zentral koordinierten Anwendungstest, der am 1. Oktober 2009 beginnt, stehen fest. Der elektronische Personalausweis kommt ab November 2010.
Der IT-Chef der Bundesregierung Hans Bernhard Beus hat die 30 Teilnehmer für den zentralen Anwendungstest für den elektronischen Personalausweis bekanntgegeben. Sie wollen Services in den Bereichen Bank- und Versicherung, für Anwendungen zur Altersverifikation an Automaten und für Onlineglücksspiele aufsetzen. Der elektronische Personalausweis im Scheckkartenformat soll auch beim Einchecken im Hotel, bei der Fluggastabfertigung und beim E-Ticketing im Personennahverkehr eingesetzt werden. Der elektronische Personalausweis kommt ab dem 1. November 2010 nach Deutschland.

4.2 Deutschland: Bundeskabinett beschließt KRITIS-Strategie
Das Bundeskabinett hat Mitte Juni die von Innenminister Wolfgang Schäuble vorgelegte "Nationale Strategie zum Schutz kritischer Infrastrukturen" verabschiedet. Die Strategie fußt auf dem "Nationalen Plan zum Schutz der Informationsinfrastrukturen" und erweitert diesen Plan im Wesentlichen um den Katastrophenschutz.
Die verabschiedete nationale Strategie nennt zwei wesentliche Momente, die die weit entwickelte, vernetzte Infrastruktur der Bundesrepublik Deutschland bedrohen. Da sei einmal die weiter wachsende Bedrohung durch den internationalen Terrorismus, zum anderen der "wissenschaftlich untermauerte und in seinen Auswirkungen immer stärker zu spürende Klimawandel", der in Deutschland zu "Extremereignissen" führen könne, in denen Strom- und Wasserversorgung gefährdet seien. Auch der internationale Terrorismus könne es auf diese Infrastrukturen abgesehen haben, stärker sei er aber auf die "symbolische Kritikalität" ausgerichtet, wie es im Strategieplan heißt. Hierunter fallen laut Plan Artefakte von kultureller und identitätsstiftender Bedeutung, deren Zerstörung die Gesellschaft emotional erschüttern und aus dem "psychologischen Gleichgewicht" bringen könne.

4.3 Deutschland: Zentrum für IT-gestützte Notfallmedizin wird eröffnet
Notärzte, die auf der Suche nach einem Krankenhausbett für Unfallpatienten sind, müssen heutzutage viel herumtelefonieren. Das und anderes soll sich in Zukunft ändern, und zwar mit Hilfe des Deutschen Zentrums für Notfallmedizin und IT (DENIT), das am 17. Juni 2009 offiziell seinen Betrieb aufnimmt. Noch sei man weit davon entfernt, dass Ärzte auf Notfallbetten direkt von einem mobilen Endgerät zugreifen können, erläutert Dr. Thomas Luiz, medizinischer Leiter des vom Fraunhofer-Institut für Experimentelles Software Engineering (IESE) konzipierten DENIT. 4.4 Deutschland: Bundesrat: Digitale Dividende für Breitband auf dem Lande
Der Bundesrat hat am Mitte Juni der Nutzung der sogenannten digitalen Dividende zur Realisierung von breitbandigen Internetanschlüssen zugestimmt. Durch die Nutzung freiwerdender Frequenzen soll der Internetausbau in ländlichen Gegenden verbessert werden. Mit der Zustimmung zur Frequenzbereichszuweisungsplanverordnung macht der Bundesrat den Weg zu Nutzung von nicht mehr benötigten analogen Fernsehfrequenzen für Internetanschlüsse frei. Die Bundesregierung will damit die Versorgung mit breitbandigen Internetanschlüssen auf dem Lande verbessern.

Der Ebenen-übergreifende Datenaustausch innerhalb und mit der Verwaltung wird einfacher. Im "Xrepository" können E-Government-Projekte ab sofort Datenmodelle, XML-Schemata und Dokumentationen an zentraler Stelle veröffentlichen. Diese können durch andere Behörden oder Hersteller von Fachverfahren wiederverwendet werden: Es besteht die Möglichkeit, passende Standards und Schnittstellen online zu recherchieren und kostenfrei herunterzuladen.
Das XRepository ist ein zentraler Baustein des Vorhabens "Deutschland-Online Standardisierung". Mit dieser Internetbibliothek wird ein wichtiges Ziel der Initiative "Deutschland-Online" unterstützt: die Umsetzung durchgängiger elektronisch unterstützter und medienbruchfreier Verwaltungsprozesse über die föderalen Ebenen hinweg.

Testgebiet auf Rheinisch-Bergischen Kreis erweitert
Nach zwei Monaten Pilotbetrieb haben 500.000 Anrufer die einheitliche Behördenrufnummer 115 genutzt. Nun wird das Testgebiet für das Projekt D115 erweitert. Beim Pilotbetrieb der einheitlichen Behördenrufnummer 115, mit dem bislang rund 10 Millionen Menschen versorgt werden, ging nach zwei Monaten Pilotbetrieb am 25. Mai 2009 der 500.000. Anruf ein. Das Testgebiet wird nun auf die Stadt Bergisch Gladbach und den Rheinisch-Bergischen Kreis in Nordrhein-Westfalen erweitert, sagte Bundesinnenminister Wolfgang Schäuble (CDU).
Um sich im bürokratischen Dickicht durchzufinden, seien von den Menschen besonders Informationen zu Ausweisen, Elterngeld, Umweltprämie, Abfallbeseitigung, Wohngeld, Führerschein, Urkunden, Lohnsteuer und Rente abgefragt worden. "Mehr Bürgernähe setzt voraus, dass die Verwaltungen von Bund, Ländern und Kommunen stärker zusammenarbeiten und sich vernetzen", so Schäuble.

4.7 Deutschland: Regierung zeigt Emissionen auf freien Landkarten
Schadstoffdatenbank des Umweltbundesamtes nutzt OpenStreetMap
Laut EU-Verordnung müssen die Mitgliedsländer offenlegen, welche Schadstoffe in die Luft, in Gewässer und in den Boden freigesetzt werde. Das Umweltbundesamt eröffnet ein Internetangebot, über das Bürger sich Belastungen in ihrer Umgebung abrufen können. Die Emissionen werden auf Karten, die von OpenStreetMap stammen, angezeigt.
Welche Schadstoffe oder wieviel Kohlendioxid pustet die Fabrik in der Nachbarschaft in die Luft? Wie hoch die Schwermetallbelastung im bevorzugten Angelsee? Solche Informationen können Bürger über das deutsche Schadstofffreisetzungs- und -verbringungsregister (Pollutant Release and Transfer Register, PRTR) abrufen, das das Umweltbundesamt (UBA) im Internet zugänglich macht.

4.8 Deutsche Post will konkurrierendes De-Mail-System entwickeln

Die Deutsche Post hat sich mit der Telekom und United Internet zerstritten und legt nun eine eigene Version für De-Mail vor, die rechtsverbindliche E-Mails, einen Identifizierungsdienst und eine gesicherte Onlinedokumentenablage ermöglichen soll.
Die Deutsche Post ist aus dem De-Mail-Konsortium mit der Telekom und United Internet ausgestiegen und will ein konkurrierendes System für die Behördenkommunikation an den Start bringen. Das sagte Briefspartenchef Jürgen Gerdes der Wirtschaftswoche. Der Logistikkonzern will die Systementwicklung "bis Ende dieses Jahres" abgeschlossen haben. Die Konkurrenten können frühestens Mitte 2010 ein marktfähiges Angebote vorlegen.

5.1 Sweden launches national electronic health record
Sweden rolled out the first stage of the Swedish National Patient Summary initiative last month, according to the project's partnering IT vendors, InterSystems and Tieto. The nationwide EHR is billed as one of the first of its kind in the world.
The aim of the project, known as NPÖ, is to improve patient security and quality of care by rolling out the national electronic health record in stages. The first of these stages saw the implementation of the records across the Örebro County Council and the municipality of Örebro. Only one year was spent developing the legal context, patient consent and IT infrastructure for the first stage of implementation, the vendors said.

5.2 UK: Umfrage: Breitband-Internet als Teil der Grundversorgung
Schnelle, günstige Internetverbindungen sind vielen Menschen in Großbritannien wichtig oder unentbehrlich. Das ergab eine Umfrage des Communications Consumer Panel (CCP), eines Gremiums der britischen Regulierungsbehörde Ofcom, unter 2000 Erwachsenen. Demnach waren 73 Prozent der Meinung, dass jedem Menschen in Großbritannien unabhängig von seinem Einkommen zuhause einen Breitband-Internetzugang bereitstehen sollte, 84 meinen, die Menschen sollten unabhängig von ihrem Wohnort über einen schnellen Zugang verfügen können.

5.3 Schweiz: Baubewilligungen im Internet bestellen
Für Unternehmen und Privatpersonen in fünf Schaffhauser Gemeinden werden die Behördengänge für Baubewilligungen vereinfacht. Seit Anfang Juni 2009 sind umfangreiche Informationen mit den erforderlichen, interaktiven Formularen zum Bewilligungsverfahren online auf den kommunalen Websites erhältlich. Die Behördengänge für Neu- oder Umbauten sind nun auch für Nicht-Fachleute übersichtlicher und verständlicher geworden. Die Gemeinden Neunkirch, Siblingen, Thayngen, Trasadingen und die Stadt Schaffhausen haben ihre Dienstleistungen gemeinsam analysiert, harmonisiert und kundenfreundlich aufbereitet. Die Informationen sind dynamisch in die jeweiligen Webauftritte eingebunden und müssen dadurch künftig nicht mehr individuell bewirtschaftet und aktualisiert werden. Möglich wurde dies durch die Zusammenarbeit mit dem Projektteam Reference eGov des Staatssekretariats für Wirtschaft SECO und der Bundeskanzlei.

5.4 Romania: Electronic Points of Single Contact to Become Operational by 28 November 2009
Pursuant to the "Emergency Ordinance on the service providers'' freedom to establish and provide services in Romania", the points of single contact called for by the EU "Services Directive" will be operational by 28 November 2009 in Romania.
Through the points of single contact (here-after "ePCU"), service providers from the EU Member States will be able to easily complete, from a distance and by electronic means, the necessary procedures and formalities for accessing and exercising service activities in Romania. The ePCU will form part of the National Electronic System (SEN), the infrastructure of the national eGovernment portal www.e-guvernare.ro.
Under the Ordinance, the Agency for Information Society Services (ASSI) will be the authority responsible for the ePCU''s development, operation and administration.

The e-Governance Department has launched 30 services of the Revenue Department from BangaloreOne, including issuing caste and income certificates. These services are available at six selected BangaloreOne centres under the pilot project. Each of the six BangaloreOne centres is attached to the nearest taluk office for acceptance of applications.
Citizens can approach the designated centre with necessary documents. BangaloreOne will electronically generate application for the service and forward the application and documents to the Nemmadi back office in the Revenue taluk office. The application will be processed and field verified by Nemmadi back office and taluk officials. This process is likely to take at least 10 days.

6.2 USA: Utah.gov: This is the Portal you've been waiting for
State portals have never looked, or acted, like this. The state of Utah launched a new Utah.gov.
After at least eleven months of development, with some elements in the works for as long as two years, Utah.gov has turned hard core on Flash. The portal developers had long wanted to exploit Flash functionality, an industry standard program for creating interactive features for websites, but didn't want to leave anybody out. They were surprised, pleasantly so, to learn from statewide surveys that fully 97 percent of their audience used Flash.

6.3 E-govt is low on UN Development Agenda
While countries such as Singapore and Canada are recognised leaders in e-government, other United Nations (UN) member countries are still backward in their embrace of e-government practices, a UN representative has told FutureGov. Information Communication and Technology (ICT) and e-government fail to make it on UN's development agenda year after year," Director, Division for Public Administration and Development Management, UN Department of Economic and Social Affairs has said.
She cited past and upcoming key events where e-government should have been a key topic but was not so, such as the World Summit on the Information Society, the UN Summit on Economic and Financial Crisis to be held next week, and the UN Framework Convention on Climate Change at the end of this year. Most governments today are facing two core challenges in e-government development - understanding and implementation, she said.

6.4 African Health Ministers asked to define e-health framework
Vice President John Dramani Mahama called on African Ministers of Health to define an e-health framework to review policies and strategies for the achievement of major health goals that will extend beyond the Millennium Development Goals. He said the framework should also take into consideration the needs and resources of Africa and ensure that the continent deployed e-health solutions for the sake of the people.
The Vice President made the call at the opening of a two-day United Nations (UN) Africa Regional Ministerial meeting on e-Health, in Accra. The meeting, with over 100 participants made up of government ministers, health experts, policy makers, non-governmental organisations (NGOs) and business representatives, is on the theme "e-Health, Use of Information and Communication Technology for Health". Participants will be discussing topics including the Challenge and Sustainability of e-Health in Africa, e-Health Governance, Policies, Strategies and Quality Measures, e-Health and People, Economics, Financing and Partnerships in e-Health and Mobile Communication for Health.

7.3 Sardinia, Italy, 10.-11.07.2009: IT: European Telematic Administrative Procedure
Final Conference on European Telematic Administrative Procedure: Defining the Final Text
Following the International Congress in Telematic Administrative Procedures in Europe, 14-15 November 2009, the project continues on with the "comparison of ideas and proposals", and the drafting of a possible text of law.
The final conference will start from a basis for further discussion of the above mentioned text. Its aim is to discuss the draft, modify it, if necessary, and declare it as a shared document among the community of academics who confront the issue of administrative telematic procedure within the European domain.
