IN: Kerala: Row over ‘hurried’ Smart City Phase-2 nod

The corporation council on Saturday witnessed sharp criticism over the ruling administration's move to fast-track approval of the second phase of the Smart City project. Opposition councillors alleged that the decision was taken in haste ahead of the mayor's scheduled visit to New Delhi to meet the Prime Minister.

Opposition members said the project was placed before the council and approved without adequate discussion. Several councillors claimed they were unaware of the details. They demanded that the views of elected representatives be sought before clearing a project of such scale and financial implications. Members also objected to the agenda being circulated entirely in English, calling it a violation of democratic practice in a state where Malayalam is the official administrative language.

Why futuristic, tech-centred ‘smart city’ projects are destined to fail

For residents of European cities – with their snarled traffic, draughty old buildings, creaking public services and grey winters – it’s easy to see the appeal of moving to a brand-new, high-tech metropolis.

Enter Dunia Cyber City, a new special economic zone in Zanzibar aimed at attracting tech workers (real and virtual) and companies with its low taxes. Backed by former Apple executive Florian Fournier and the Zanzibar government, the proposed development is inspired by so-called network states – autonomous, digitally crowdfunded micronations or city states – and is meant to bring together like-minded individuals to focus on technological experimentation and cryptocurrency.

What A Leading Smart City Blueprint Can Teach Urban Communities Everywhere

I was visiting a highly advanced urban community last year when something small but remarkable happened.

Walking through a modern public housing neighborhood, I noticed the street lights adjusting their brightness as people walked past. Not simple motion-sensor lights like we see in many places. These were part of a connected network that tracked foot traffic patterns, adjusted lighting for energy efficiency, and fed data into a centralized system monitoring the entire neighborhood.

The resident I was walking with barely noticed. “Oh yeah, they’ve been doing that for a while,” she said casually.

The power of putting AI governance into practice

For artificial intelligence in government to have positive impact, it must be trusted by the employees using it and the citizens whose lives may be affected by it. As Jennifer Robinson, global strategic advisor for SAS’ public sector practice makes clear, AI governance is imperative to ensuring responsible use. So what exactly does AI governance comprise, and how should it be approached and implemented?

There is a disconnect between embracing and governing AI within governments.

A recent IDC Data and AI Impact Report found that while 78% of public sector organisations globally say they fully trust AI, only 40% have invested in the governance and safeguards needed to make that trust well‑founded.

From digital services to anticipatory governance: Integrating institutions through data-driven intelligence

Over the past decade, governments around the world have invested heavily in digital transformation, focusing primarily on automating services, moving transactions online, and improving efficiency through technology. While these efforts have undoubtedly enhanced accessibility and reduced bureaucratic friction, they have also revealed the limitations of a purely reactive digital model. Digital services, in their conventional form, still depend largely on citizens initiating requests, submitting applications, or reporting needs. As societies become more complex and data-rich, a more advanced paradigm is emerging: Anticipatory governance, where public institutions act proactively by leveraging integrated data and predictive intelligence to address needs before they fully materialise.

Transforming Urban Ecosystem: AI-Powered Smart Cities Redefining Mobility

Thanks to rapid advancements in IoT, edge computing, and artificial intelligence, the global smart city market is entering a transformative era. No longer confined to pilot programs, smart cities are emerging as a large scale reality, reshaping how people live, work, and move through urban environments. Analysts project the market for AI in smart cities to reach approximately USD 50.6 billion by 2025, expanding at a remarkable CAGR of nearly 28 percent to reach USD 460 billion. At the same time, the broader smart cities market, valued at USD 624 billion today, is expected to surge to USD 4.65 trillion by 2032 underscoring both the urgency and magnitude of this global shift.

This accelerated growth is not merely a product of technological enthusiasm but a direct response to mounting urbanization challenges. Traffic congestion, crumbling infrastructure, rising crime, public safety concerns, and escalating environmental pressures are straining existing city frameworks. Against this backdrop, AI powered solutions are stepping in to fill critical gaps, helping cities anticipate problems, respond to crises faster, and create more sustainable ecosystems.

Saudi Arabia’s the Line is collapsing into a hyphen

Originally envisioned as an extravagant 105-mile-long smart city, the Line is reportedly shrinking into a pragmatic data center hub.

Saudi Arabia is officially gutting Neom and turning the Line into a server farm. After a year-long review triggered by financial reality, the Financial Times reports that Crown Prince Mohammed bin Salman’s flagship project is being “significantly downscaled.” The futuristic linear city known as the Line, originally designed to stretch 150 miles across the desert, is scrapping its sci-fi ambitions to become a far smaller project focused on industrial sectors, says the Financial Times. It’s a rumor that the Saudis originally dismissed when The Guardian first reported on it in 2024. The redesign confirms what skeptics have long suspected: The laws of physics and economics have finally breached the walls of the kingdom’s futuristic Saudi Vision 2030, a country reconversion program aimed at lowering Saudi Arabia’s dependency on oil and transforming the country into a more modern society.

How do we define a smart city in South Africa?

As South Africa’s smart city agenda gathers momentum, the focus is shifting from headline-grabbing technology projects to more inclusive, data-driven approaches that improve everyday urban life. Morag Evans, CEO of Databuild, tells us how smart cities should be defined less by gadgets and more by governance, integration and intelligent use of information to deliver sustainable, people-centred outcomes in the built environment.

In recent years, the term ‘smart city’ has become a buzzword attached to various developments across the country. But what does it really mean? Contrary to popular belief, a smart city is not defined by how much technology has been installed. It is defined by how well that city uses information, infrastructure and institutions to improve the lives of people who live and work there.

And few areas need modernisation as urgently as traffic management. Growing vehicle density, unpredictable congestion, road safety concerns, and rising pollution levels have pushed city administrations to look beyond manual monitoring and traditional CCTV-based systems.

This is where ANPR (Automatic Number Plate Recognition) is making a major impact. By automatically reading vehicle number plates through cameras and AI-powered software, ANPR turns everyday traffic into usable, real-time data. For smart cities, that data becomes the foundation for faster enforcement, smarter planning, smoother flow, and better citizen experience.

How smart cities evolve to meet 2030 goals for a sustainable future

The concept of a "smart city" has evolved significantly over the past two decades. What began around 2005 as a tech-focused display of digital infrastructure, IoT, and urban data has matured into a multidimensional, systemic vision. This early approach, while innovative, sparked criticism for its technocratic view, treating cities as collections of technical problems rather than living, complex systems. It also threatened to become invasive regarding mass surveillance and data privacy. Many pilot projects failed to scale, lacking context and integration with legacy systems, and often excluded citizens from planning.

As a result, emphasis has now shifted from technology as the driver to technology as an enabler of more livable, resilient and just urban environments. This reimagined "smart" approach necessitates system-thinking, moving beyond isolated technological fixes to integrated strategies that harness real-time data for adaptive governance, enhanced climate resilience in urban planning, inclusive growth, and collaborative policymaking. It also demands human-centered innovation, ensuring that technology serves human needs by designing systems that are inclusive, ethical and responsive to the complex realities of urban life, rather than imposing top-down solutions.

Cities are rapidly integrating artificial intelligence (AI) into sustainability and efficiency strategies, betting on data-driven systems to modernize urban infrastructure. The pressure now is to ensure those systems strengthen trust and equity rather than trade accountability for performance as cities pursue circular economy goals.

IN: “How smart is your city?” or “How is your city smart?”—The Paradox of Progress

Harshad Bhatia examines contrasting architectural desires—urban nostalgia for vernacular forms versus rural aspiration toward concrete modernity. He critiques sustainability rhetoric and Smart City initiatives as quantitative exercises divorced from qualitative human needs, advocating instead for indigenous wisdom and stakeholder engagement.

Human memory carries a strong impression of a vernacular tradition towards architecture. Take the case of most drawings titled ‘My House’ by children in an art class studying in an urban school. They portray a low-rise pitched roof structure with trees on its sides and a path leading to the front door. This is also what conventional imagination draws to mind for an adult who hears the term ‘vernacular architecture’. It’s both common and popular to fall into this representation for a first-time recollection to denote vernacular.

AL: Smart City or the Eye of the Cyclops?

Like many other modern innovations, it seems that Smart City is coming to Albania not to solve problems, but simply to make them more contemporary. The European world, of which we want to become a part, solves similar problems with work, while we want to manage them with terminology. This is also happening with Smart City, or in Albanian translation “smart city”, which the Prime Minister of the country is presenting as a vigilant city: always with eyes open, to monitor its citizens.

This is not the first time he has spoken about this. When a murder took place at the airport roundabout, he said that, if bureaucratic procedures had not hindered the installation of Smart City, the murderers would have been caught in record time. While yesterday, it seems that he had overcome bureaucratic obstacles, he came out and explained that the State Police was being equipped with a “magic eye”. He did not talk about laws, standards and institutional reforms, but about real-time surveillance cameras.

Edge AI redefines how cities run transportation, energy, and healthcare

Urban systems rely on continuous data streams from heterogeneous sensors embedded in roads, vehicles, buildings, medical devices, and environmental monitoring stations. Transmitting all of this data to centralized cloud servers introduces delays that can undermine safety-critical applications such as traffic control, emergency response, and healthcare monitoring.

Cities worldwide are under mounting pressure to manage transportation, healthcare, energy, and environmental systems in real time as urban populations grow and infrastructure becomes increasingly interconnected. Traditional cloud-based computing models, once key to smart city development, are struggling to keep pace with the latency, bandwidth, privacy, and reliability demands of modern urban services. As a result, edge artificial intelligence is emerging as a critical architectural shift rather than a marginal optimization.

IT: How Digital Twins and Big Data Are Transforming Smart Mobility in Modern Cities

The study shows that combining digital twins and big data can transform smart mobility from a purely technological upgrade into a collaborative urban ecosystem, where real-time data, simulation, and user feedback continuously improve transport efficiency, sustainability, and accessibility. Using Italy as a case, it highlights that effective governance, data sharing, and privacy safeguards are as critical as technology in delivering inclusive and resilient urban mobility systems.

Researchers from the Università degli Studi della Campania "Luigi Vanvitelli," the Università degli Studi di Teramo, and the Università di Bari examine how digital twin technology and big data together are reshaping urban mobility, arguing that this convergence marks a decisive shift in how cities plan, govern, and experience movement. Rather than treating smart mobility as a collection of isolated technologies, the study frames it as a living ecosystem in which public authorities, technology providers, transport operators, research institutions, and citizens continuously interact and co-create value. Grounded in the Italian urban context, the research highlights mobility as a strategic arena where digital transformation, sustainability goals, and governance challenges converge.

IT: Smart cities and digital services to citizens: PA travelling into the future

In recent years we have witnessed a progressive transformation of the urban face, driven by the adoption of 'smart city' logic in the agendas of many local administrations. According to the most recent report of the Smart City Observatory of the Politecnico di Milano, in 2024 the market for smart city solutions exceeded the fateful billion euro threshold, with a growth of +5% compared to the previous year. This result, important as it is, places Italy below the European average and finds comfort in two indicators among many: around 42% of the Belpaese municipalities have activated at least one 'smart' project in the last twelve months, while 91% declare their intention to undertake similar initiatives by the end of 2026.

A.2 EU-Projekt "Egoprise": Modellierung von Prozessketten

Für alle Fragen zum Projekt steht Friederike Thessel (This email address is being protected from spambots. You need JavaScript enabled to view it.), wissenschaftliche Mitarbeiterin am IfG.CC, gern zur Verfügung.

März 2011 in Berlin.

Für alle Fragen zum Projekt steht Sirko Schulz (This email address is being protected from spambots. You need JavaScript enabled to view it.), wissenschaftlicher Mitarbeiter am IfG.CC, gern zur Verfügung.

V.1 Belgien, Leuven, 09.03.2011: Vortrag „Umsetzung Einheitlicher Behördenrufnummern in EU-Staaten“

K.3 Yasmine Hammamet, Tunesia, 09.-11.06.2011: Worldwide Symposium on E-Government

The IfG.CC supports the Worldwide Symposium on E-Government in Yasmine Hammamet, Tunesia.

The rationale behind this Symposium is the follow up on the 2005 Tunis WSIS agenda and road map. One of the Symposium's main objectives is to deal with the essential and indispensable role played by governments aiming at further developing electronic exchange between the administration, the private sector and civil society, with the framework of common professional goals. At this stage, the action of governments consists not only in setting up the legal framework and the adequate technical environment but also in being very attentive to the needs expressed by the various economic agents insofar as electronic administration is concerned.

Based on a practice of economic intelligence and e-government practices and observations, the aim is to achieve e-Government by developing peer collaborations and solidarities at the international level. For a number of years, an e-customs service with a universal vocation (Asycuda) has been designed and set up in many countries, however this initiative has remained an isolated one. Other initiatives could stem from the Symposium. They would provide an important help to countries whose size and budget cannot allow to cover all of the e-government development axes evolving with the pace of technological progress while maintain clear goals and objectives dictated by good government practices.

For this reason, the Symposium will envisage, following its works the conditions of its periodical holding on the different continents of the globe, as well as those propitious for the development of an authentic peer based e-collaboration , thus breaking away with the isolation of highly qualified cadres, whose services cannot easily because of budgetary reasons- reach a critical mass..

E.1 10 Jahre IFG.CC - 10 Jahre eGoverment-Forschung aus Deutschland / 10 years IfG.CC – 10 years eGovernment research from Germany

2. Schwerpunktthema des Monats/Key Issue of the Month:
eGovernment in den Vereinigten Arabischen Emiraten / eGovernment in the United Arab Emirates

=========================================================================

2.1 Dubai’s Government Getting Its e-groove On

The Dubai government was definitely thinking, “Lets make this easier” when they created eGovernment ePay, an electronic payment system that enables payment of public utility fees and fines, using credit cards. As simple as this may seem, this effort will streamline the process. Already, it has generated Dhs 2.5 billion. In general, it’s usually an unpleasant experience taking time to go to a government facility to pay bills or fines and this clearly is a tool that people will regularly use.

2.2 Dubai eGovernment organizes workshop for government departments on asset management

As part of a series of workshops for key users of its Government Resource Planning (GRP) systems in government departments, Dubai eGovernment successfully concluded a workshop on automated tracking of government owed assets. The GRP system contains comprehensive functions to track the life cycle of an asset, starting from the day it is purchased to the day it expires or is sold.

Bin Humaidan added: "We are connecting government departments within a structure governed by a common GRP system that provides a comprehensive network for communication and exchange of information while maintaining the privacy of each department. Most entities are using this system in place of their earlier systems which were working in isolation resulting in lack of coordination among government entities."

“This mode of exercise [telemedicine] is a response to the medical demography inequalities: where health care resources may be more rare, mainly in isolated areas (islands, rural areas, mountain areas, suburbs, prisons),” a spokesperson from France’s Direction générale de l’offre de soins (DGOS), writes in an email, while insisting on anonymity.

6.1 Tanzanians challenged to be ready for e-services soon

Tanzanians should be ready to utilise the National Broadband Backbone network to improve their lives and change the way they do business, the minister for Communications, Science and Technology Prof Makame Mbarawa Mnyaa, said here.

Inspecting the progress of the construction of phase II of the National Information Communications Technology Broadband Backbone infrastructure (NICTBB) in Lind and Mtwara, Prof Mbarawa said that fast, efficient and cheap data traffic through the broadband will facilitate the delivery of diverse services, such as e-education, telemedicine, e-agriculture, e-commerce, and e-governance to the remotest areas in the country.

“This will be quite a revolution because it was hitherto impossible to deliver such ultra-modern services to rural Tanzania. The shortage of, say, teachers will now be the thing of the past since a single teacher would be able to teach more than one school at the same time through the Internet,” he told reporters.

6.3 Australia: Governance paper sets course for the future

The Institute of Public Administration Australia has produced a new policy paper addressing some of the fundamental questions about issues and challenges facing governments around Australia and proposing a number of principles and recommendations to guide their responses.

Prepared by the IPAA's Submissions Standing Committee under the leadership of Martin Stewart-Weeks, the paper "The Future Course of Modern Government" recognises the need for some fundamental rethinking but not at the expense of replacing existing systems and proven practices.

According to the paper, some of these systems and practices would disappear over time, but there were certain underlying issues of public administration that were perennial challenges which any new public governance and management frameworks had to accommodate.

6.4 US: New Jersey: Lincoln Park looking to finalize shared services for the Health Department

The municipality is looking at its options to expand upon its shared-service agreements, and it is coming closer to an option to take care of its Health Department needs for the near future while saving the borough money.

The borough administration briefly mentioned at a work meeting in March that Lincoln Park has been considering several shared service options due to Health Officer Pat Pignatelli's announcement that he would be retiring.

Although nothing has been etched in stone, Borough Administrator Sean Canning mentioned to the Borough Council that there is a possibility of sharing health services with neighboring Montville, which has expressed interest in working with the borough.

If the agreement were finalized, the borough could potentially save up to $63,000 a year starting in 2012, Canning said.

6.6 India: Single portal to streamline procurement on cards

In the coming days, all government procurements would be streamlined and every vital information related to such procurements may be posted on a ‘single procurement portal’.

Also, aggrieved parties may get to file a complaint and ask for a review if procedures are breached.

A committee formed for looking into issues involving public procurement policy, standards and procedures, is likely to propose that a single procurement portal should be developed on the lines of e-governance programme MCA 21, and all the procurement-related details should be posted on the portal for all the suppliers to see.

On the policy front, the committee thinks that while there should be legislation based on the world’s best practices of procurement, the government should issue ‘a public statement of intention’ in respect of such procurements, sources said.

“We are discussing if there should be something called a “procurement portal, a single procurement platform, so that if the supplier wants to see who has won the bid, on what grounds etc, he should be able to. This will maximise the competition,” the sources said.

7.5 19.-21.04., Yaounde, Cameroon: 5th Annual e-Gov Africa Forum 2011

Effective Public Service Delivery through ICTs

At a time when ICTs are defining the way the world lives and conducts business, it is important for governments to evolve themselves to meet the demands of changing trends in order to deliver effective services and to improve their citizenry. This also requires the formation of Public Private Peoples Partnerships to be geared towards achieving developmental goals through the application of ICTs to governance (e-governance/e-government), electoral processes (e-democracy), food and nutrition (e-agriculture), health delivery (e-health/telemedicine), learning and capacity development (e-education) and trade (e-commerce), among others.

The CTO has been organising the e-Gov forum with the objective of disseminating knowledge and creating peer networks to promote e-Governance in Africa and Asia by bringing together stakeholders with global knowledge leaders, showcasing ICT applications and raising awareness of the potentials of e-Governance.
