SDAIA Supports Saudi Arabia's Smart Cities Transformation, Contributing to the Rise of 5 Saudi Cities in 2024 IMD Smart Cities Index

PK: Punjab: Lahore: Safe City cameras identify 79 stolen vehicles
Under the Punjab Safe City Project, executed by the Punjab Information Technology Board (PITB), in collaboration with the Punjab Police Department, the Artificial Intelligence (AI) based Automated Number Plate Recognition (ANPR) System captured data from 74,949 vehicles and identified 79 as stolen ones, and 52,125 vehicles with non-standard number plates.
This was highlighted during a progress review meeting, presided over by PITB Chairman Faisal Yousaf here on Friday. PITB Additional Director General (ADG) Qasim Ifzal, Chief Technology Officer (CTO) Adil Iqbal Khan, and other senior officials were also present.

Cebu retained its status as the country’s richest province for the 9th consecutive year in 2023. The Commission on Audit (COA) places its assets at P235.73 billion in 2022, with an increase of P20.43 billion from P215 billion in 2021.
This is largely through the growth of various industries including Tourism, Transportation, IT-BPM, Agricultural Sectors and Processing, Mining, Water, and Telecommunications that are supported by a skilled workforce, along with government infrastructure projects such as the Mactan-Cebu International Airport, the Metro Cebu Expressway, and the Cebu-Cordova Link Expressway that will bring additional growth in the years to come.

Hierarchical Federated Learning for Smart City AIoT Systems
In an article published in the journal Future Internet, the researchers introduced multi-level split federated learning (SFL) as a solution for collaborative training of deep learning models in artificial intelligence of things (AIoT) systems in smart cities.

A.1 Potsdam, Forschungsprojekt "Zukunft der Verwaltung - Stein-Hardenberg 2.0"
Am 12.08. fand die erste Arbeitsbesprechung des Forschungsprojektes „Zukunft der Verwaltung - Stein-Hardenberg 2.0“ im Ministerium des Innern des Landes Brandenburg zusammen mit den beteiligten Konsortialpartnern statt. Ziel war es, ein einheitliches Projektverständnis herzustellen sowie einige Meilensteine und Arbeitspakete im Projekt zu konkretisieren.
Prof. Dr. Tino Schuppan, wissenschaftlicher Direktor des IfG.CC, stellte hierzu u.a die Problemstellung, den grundlegenden Ansatz des Projektes und erste Zwischenergebnisse vor. Hintergrund ist, dass E-Government vielfach (zu) technisch geprägt ist. Allerdings können die Potenziale von IT nur gehoben werden, wenn auch Gestaltungsarbeit organisatorischer Art geleistet wird. Insbesondere stellt sich die Frage, inwieweit klassische Verwaltungsprinzipien vor dem E-Government-Hintergrund noch gültig sind. Denn schon heute zeigt sich, dass organisatorische Grundmuster der Verwaltung wie Ressortprinzip, Territorialität oder Selbstverwaltung durch die Vernetzungspotenziale von E-Government verändert werden, was im Projekt weitergehend untersucht wird.
Das Projektteam entwickelt derzeit gesamtstaatliche Szenarien, die als Rahmen bzw. Hintergrundfolie für den weiteren Forschungsverlauf dienen. Globale Trends wie bspw. Europäisierung, demografischer Wandel, Individualisierung und nicht zuletzt auch ein zunehmender Grad an Vernetzung (technisch und institutionell) haben Einfluss auf die Ausgestaltung von Staat und führen zu einem Wandel der Staatlichkeit. Die Wirkungen dieser Trends müssen berücksichtigt werden, um konsistente zukünftige Bilder von Staat zu konstruieren. Die in weiteren Arbeitsschritten entwickelten konkreten „Produktionsmodelle“ werden in die gesamtstaatlichen Rahmenbedingungen eingebettet.
Ziel des Forschungsprojektes "Zukunft der Verwaltung" (Stein-Hardenberg 2.0) ist es, vor dem Hintergrund der informationstechnischen Möglichkeiten, zukunftsorientierte Verwaltungsmodelle in Form von Szenarien zu entwickeln. Das IfG.CC wurde mit dem Projekt vom Innenministerium des Landes Brandenburg beauftragt, das wiederum als Konsortialführer für folgende weitere Auftraggeber handelt: das Bundesministerium des Innern, die Senatsverwaltung für Inneres und Sport des Landes Berlin, die Freie und Hansestadt Hamburg - vertreten durch die Finanzbehörde, die AöR Dataport der Länder Schleswig-Holstein, Mecklenburg-Vorpommern und der Freien und Hansestadt Hamburg. Das Projekt endet am 31.12.2013.

A.2 DOL-Vorhaben „Kfz-Wesen“: Wissenschaftliche Begleitung der Umsetzung – Vorstellung der Evaluierungsergebnisse
Auf der 6. Projektgruppensitzung des DOL-Projekts "Kfz-Wesen" am 30.08. hat das IfG.CC die Evaluierungsergebnisse der Abläufe im Kfz-Zulassungswesen, die im Rahmen der so genannten Stufe 1 der Gesamtumsetzung des DOL-Vorhabens neu gestaltet wurden, sowie die daraus abgeleiteten Handlungsempfehlungen vorgestellt. Für die Stufe 1 sollten gemäß des DOL-Aktionsplans von 2010 ausgewählte Zulassungsprozesse bzw. -prozessteile so neu gestaltet werden, dass es für Bürger möglich ist, ein Fahrzeug online – ohne die Zulassungsstelle aufzusuchen – an-, um- oder abzumelden. Die bisherige Form der Kfz-Zulassung bleibt weiterhin erhalten.
Analysiert wurden Pilot-Projekte in Hessen, Nordrhein-Westfalen, Berlin, Hamburg, Baden-Württemberg und Bayern im Hinblick auf die Ziele des Aktionsplans Deutschland-Online. Dort stand neben der Sicherheit und Rechtmäßigkeit der neuen Prozesse vor allem im Vordergrund, die Lösungen effizient und effektiv zu gestalten. Pilotiert wurden u.a. die internetbasierte Beantragung einer Umschreibung, der Einsatz des neuen Personalausweises bei der Neuzulassung und eine neue Logistikkette für die Lieferung von Fahrzeugdokumenten und Kennzeichen zum Bürger.
Aus den Ergebnissen der Evaluation wurden Handlungsempfehlungen für die Weiterentwicklung des DOL-Vorhabens (Stufe 2) abgeleitet. Im Ergebnis hat sich gezeigt, dass die neu gestalteten Prozesse zumindest den Aufwand für Bürger und gewerbliche Kunden reduzieren, es in den meisten Fällen aber immer noch nötig ist, für die Übergabe von Kennzeichen und Dokumenten eine Verwaltung – nicht unbedingt die zuständige Zulassungsbehörde – aufzusuchen. Einige der Pilotländer nutzen bestehende Infrastrukturen, wie Portale und Register z.B. des Kraftfahrt-Bundesamtes, um Online-Prozesse umzusetzen. Die Erfahrungen mit insbesondere diesen Lösungsansätzen geben Hinweise für die geplante Umsetzung einer durchgängigen Online-Zulassung in Stufe 2, wobei noch unklar ist, was in Stufe 2 ab 2014 genau umgesetzt werden soll. Bislang ist in Stufe 2 vorgesehen, dass die Kfz-Zulassung vollständig elektronisch abgewickelt werden kann. Bei der Evaluierung hat das IfG.CC mit dem Statistischen Bundesamt zusammengearbeitet, das die Prozesse im Hinblick auf entstehende Bürokratiekosten untersucht hat.

A.3 EU-Projekt "Egoprise": Modellierung von Prozessketten
Die Phase der Prozesserhebung konnte nun mit der Modellierung des Baugenehmigungsprozesses und des Prozesses der Beantragung von Pensionen in der Projektpartnerkommune in Dänemark abgeschlossen werden. In den kommenden Wochen werden alle Prozessmodellierungen mit den Projekt- und Interviewpartnern in Estland, Finnland, Lettland, Deutschland und Dänemark abgestimmt und Handlungsvorschläge für die Optimierung von (Teil)Prozessen erarbeitet.
Der modellierte Baugenehmigungsprozess in Dänemark ist bereits weitestgehend als elektronische Lösung umgesetzt. Anträge können elektronisch oder in Papierform eingereicht und dann (ggf. nach dem Scannen der Papierunterlagen) medienbruchfrei elektronisch weiterverarbeitet werden. Das elektronische Antragsverfahren wird von Bürgern und Unternehmern gleichermaßen genutzt. Die Handlungsempfehlungen zielen darauf ab, Prozessabläufe transparenter und für den Bürger/Unternehmer nachvollziehbarer zu machen.
Eine vorläufige Analyse des Baugenehmigungsprozesses in Estland hat hingegen gezeigt, dass im Vergleich zu Dänemark hier Optimierungen bereits bei der Vorbereitung einer Antragstellung ansetzen sollten. So würde es sich anbieten, dass Bürger/Unternehmen, die ein Bauprojekt vorbereiten, sich an einer Stelle, z.B. einem Baubürgerservice, zu allen fachspezifischen Fragen beraten lassen können, Antragsformulare ausgehändigt bekommen oder auch Bebauungspläne einsehen können. Dadurch würden die Sachbearbeiter, die mit der eigentlichen Bearbeitung der Anträge befasst sind, von „Routinearbeiten“ bzw. -anfragen entlastet werden. Bei den Interviews in Estland wurde deutlich, dass die potentiellen Nutzer elektronischen Services z.T. sehr skeptisch gegenüber stehen und den direkten und persönlichen Kontakt zu den Verwaltungsmitarbeitern bevorzugen. Vorstellbar ist demnach, speziell für Unternehmen Workshops anzubieten, um sie an bereits angebotene E-Government-Services heranzuführen und entsprechendes Vertrauen aufzubauen.
Bei allen untersuchten Prozessen in Estland, Lettland, Finnland, Deutschland und Dänemark wurde deutlich, dass der Frage der Aufbereitung von Informationen für die Bürger/Unternehmer (z.B. zu Voraussetzungen für eine Antragstellung, zum Ablauf der Bearbeitung von Anträgen und zum aktuellen Bearbeitungsstand von Anträgen) eine große Bedeutung zukommt.
Die Projektergebnisse werden beim nächsten Treffen der Projektpartner Anfang Oktober in Estland vorgestellt und diskutiert.

P.1 Veröffentlichung der Studie „Einheitliche Behördenrufnummern in der Europäischen Union“
Die vom IfG.CC erstellte Studie „Einheitliche Behördenrufnummern in der Europäischen Union“ wurde vom Bundesministerium des Innern veröffentlicht.
Die Studie zeigt auf, in welchen EU-Mitgliedstaaten Einheitliche Behördenrufnummern (EBN) bereits umgesetzt wurden bzw. in Planung sind. Analysiert wurde der Umsetzungsstand der EBN in den EU-Mitgliedstaaten in Bezug auf die Gestaltung des Vertriebs, der Produktion sowie der Umsetzungsorganisation. Darüber hinaus wurden in vertieften Fallstudienanalysen nationale Implementationswege nachgezeichnet. Anschließend wurden das Innovationspotenzial (Good Practices) bei der Umsetzung einer EBN in EU-Mitgliedstaaten sowie die Möglichkeiten für eine länderübergreifende Kooperation zwischen verschiedenen EBN im europäischen Kontext identifiziert und analysiert. Eine der Kernaussagen ist, dass Deutschland bei der Umsetzung der EBN in vergleichsweise kurzer Zeit einen beachtlichen Stand erreicht hat. Außerdem zeigt der Vergleich, dass föderale Strukturen nicht unbedingt die Umsetzung hemmen. Für Deutschland kommt es nun darauf an, die EBN flächendeckend umzusetzen und den Service weiter auszubauen.
Aus dem Ländervergleich sowie der Analyse der Umsetzungserfahrungen in anderen Ländern wurden Lernpotenziale für D115 in Deutschland ermittelt und aufgezeigt, in welchen Bereichen Deutschland bei der EBN Stärken vorzuweisen hat, die wiederum für andere europäische Länder von Bedeutung sind. Es hat sich gezeigt, dass der ebenenübergreifende Ansatz von D115 und die damit verbundene Bereitstellung von Leistungen verschiedener Ebenen enormes „Exportpotenzial“ bieten.

P.2 Kosteneinsparung durch Shared Service Center – Teil 2 oder: Wie man 1,4 Mrd. Euro hebt - In: government2020-Blog
Das IfG.CC beteiligt sich durch Prof. Dr. Tino Schuppan an dem vom Behördenspiegel initiierten Blog „government 2020“ (www.government2020.de), bei dem es um die Zukunft der Verwaltung geht und neue Trends der Verwaltungsmodernisierung aufgegriffen und Reformvorhaben im Öffentlichen Dienst kritisch bewertet werden:
Im Teil 1 (http://www.government2020.de/blog/?p=151) des Blog-Beitrages zu Shared Service Centern wurde aufgezeigt, welche Einsparungspotenziale dieser Modernisierungsansatz bietet. Jetzt geht es darum, die Umsetzung stärker in den Blick zu nehmen.
Shared Service Center bieten erhebliche Kosteneinsparungspotenziale: Ein Rechenbeispiel zur Personalverwaltung zeigt die Dimensionen auf: Einsparungen von 1,4 Mrd. Euro wären jährlich möglich – und das konservativ gerechnet (vgl. Teil 1 zur Berechnung). Den Potenzialen stehen jedoch ernüchternde Umsetzungserfahrungen gegenüber, was empirisch arbeitende Wissenschaftler nicht verwundert.
In dem Beitrag wird auch deutlich, dass es allein mit einer Gründung eines SSC nicht getan ist, sondern es ausgeklügelter Strategien zur Inanspruchnahme bedarf, weil sonst die SSC nicht (ausreichend) genutzt werden. Dazu gehört sicherlich auch ein vernünftiges Marketing. Mit ausschließlichen Kosten- oder Qualitätsargumenten wird man jedenfalls Shared Service Center nicht zum Durchbruch verhelfen können und nicht unbedingt einen Behördenleiter überzeugen. Auch sind die Umsetzungszeiträume realistisch zu betrachten: Aus der Privatwirtschaft ist bekannt, dass es erhebliche Zeit erfordert, bis SSC in der Praxis funktionieren. Sechs bis zehn Jahre sind durchaus realistisch, so dass ein langer Atem erforderlich ist.

P.3 Neuerscheinung: Gerhard Schwabe (Hg.): „Bürgerservices: Grundlagen – Ausprägungen – Gestaltung – Potenziale“
Im April ist Band 11 „Bürgerservices: Grundlagen – Ausprägungen – Gestaltung – Potenziale“ der Buchreihe „E-Government und die Erneuerung des öffentlichen Sektor“ im Verlag edition sigma Berlin erschienen, die von Klaus Lenk, Martin Brüggemeier und Tino Schuppan, wissenschaftlicher Direktor des IfG.CC, herausgegeben wird.
Prof. Dr. Tino Schuppan hat dafür zwei Beiträge verfasst. Im ersten Beitrag „Einführung von Bürgerdiensten“ beschreibt er zusammen mit Klaus Lenk typische Schwierigkeiten in den einzelnen Phasen eines Innovationsprozesses. In den Phasen Zündung, Initiierung, Implementierung, Routinisierung und Erfolgskontrolle begünstigen oder hemmen unterschiedliche Faktoren die Innovation. Neue Akteure treten in die Arena und bringen ihre Interessen und Vorstellungen ein. An zwei empirischen Beispielen – Metropolregion Hamburg und EG-Dienstleistungsrichtlinie – wird dargestellt, dass weitreichende Verfahrens- und Organisationsänderungen notwendig sind, um die Innovationen bei den Bürger- und Unternehmensdiensten umzusetzen.
Im zweiten Beitrag „Organisationswandel durch vernetzte Erstellung von Bürgerdiensten“ befasst er sich mit neuen Formen der behördenübergreifenden vernetzten Zusammenarbeit, die auf IT-Netzwerken basiert, wie z.B. die Trennung in Front- und Back-Office oder Shared Services. Diese vernetzten Formen der Leistungserbringung stellen jedoch neue Anforderungen an Steuerung und Accountability. Es stellt sich stets die Frage, wer für was gegenüber wem in welchem Umfang verantwortlich ist und wie die verteilten Prozessteile sowie die Leistungserbringung bei Vernetzung gesteuert werden kann.

V.1 Berlin, Deutschland, 25.08.2011: Gespräche unter den Linden: Neue Ideen im Public Management
Im Rahmen einer neuen Veranstaltungsreihe „Gespräche unter den Linden: Neue Ideen im Public Management“ der CSC Deutschland Solutions GmbH, ein weltweit agierendes Beratungs- und Dienstleistungsunternehmen im Bereich der Informationstechnologie, hat die erste Diskussionsrunde mit einem Vortrag von Prof. Dr. Tino Schuppan, wissenschaftlicher Direktor des IfG.CC, am 25.08. zum Thema „Shared Services: Industrialisierung der öffentlichen Verwaltung?“ begonnen.
Weltweit versuchen Staaten die öffentliche Verwaltung zu modernisieren und Shared Service Center (SSC) zu etablieren. Man spricht von einer neuen Form der Industrialisierung, die nunmehr den Dienstleistungsbereich erreicht hat. Neben Qualitätssteigerungen bieten SSC erhebliche Kosteneinsparungspotenziale. Würde beispielsweise die gesamte Personalverwaltung in Deutschland unter Shared Service-Gesichtspunkten abgewickelt werden, ließen sich hypothetisch 1,4 Mrd. Euro jährlich sparen. Den Potenzialen stehen jedoch zum Teil ernüchternde Umsetzungserfahrungen gegenüber. Es stellt sich nicht nur die Frage, warum Verwaltungen Probleme haben, SSC zu gründen, sondern deren Leistungen auch nur mäßig nachgefragt werden. Nicht nur die vielfach verdienstvollen Ansätze in Deutschland, wie beim BVA, kommen nicht richtig in Schwung, sondern auch internationale Erfahrungen bestätigen die Herausforderungen in der Umsetzung. Einige Länder, wie z.B. in Australien im Bundesstaat Western Australia, wenden sich nach anfänglicher Euphorie wieder von diesem Modernisierungsweg ab, weil SSC im Ergebnis mehr gekostet und weit weniger eingespart haben als erwartet. Ähnliche Probleme gibt es in Großbritannien; hier allerdings wurde im Juli 2011 eine Shared Services-Strategie vom Cabinet Office erlassen, die verstärkt auf Wettbewerb zwischen mehreren SSC setzt und die Kooperation mit privaten Akteuren vorsieht.
Am Beispiel erster deutscher empirischer Erfahrungen zeigt sich, dass die politische Rationalität gerade bei so genannten Querschnittsaufgaben berücksichtigt werden muss. Wenn fast 50 Prozent der Aufgaben einiger Ministerien Querschnittsaufgaben sind, kann man sich leicht vorstellen, dass eine Aufgabenabgabe nicht leicht umzusetzen ist. Auch scheint es bei Querschnittsaufgaben eine hohe Identifikation durch die Beschäftigten zu geben, was die Bündelung erheblich erschwert. Sind die Shared Service Agenturen nicht in der Lage, eine Standardisierung von Prozessen durchzusetzen, bleiben „Heterogenität unter einem Dach“ und dysfunktionale Vielfalt erhalten, womit Einsparungspotenziale verpuffen. In jedem Fall wird deutlich, dass in Deutschland unter den gegebenen Bedingungen der nicht-hierarchischen Steuerung durchdachte Ansätze eines Umsetzungs- und Changemanagements und ausgeklügelter Anreizmechanismen notwendig sind. Ein Problem, das mit einfachen Rezepten nicht zu lösen ist.
Zu den grundlegenden Themen Verwaltung, Staatlichkeit und Politik bzw. Organisation, Strategie und Führung plant CSC in regelmäßig wiederkehrenden Veranstaltungen, mit Wissenschaftlern und Verwaltungspraktikern zu diskutieren. Inhaltlich wird die Veranstaltung von der Business School der Universität Salzburg organisiert. Die nächste Veranstaltung „Gespräche unter den Linden“ findet am 04. Oktober 2011 statt.

V.2 Ankündigung: Berlin, Deutschland, 09.09.: Preisverleihung 11. eGovernment-Wettbewerb von BearingPoint und Cisco
Auch in diesem Jahr ist Prof. Dr. Tino Schuppan, wissenschaftlicher Direktor des IfG.CC, wieder Jurymitglied beim 11. eGovernment-Wettbewerb, der jährlich von Bearing Point und Cisco unter der Schirmherrschaft des Bundesministeriums des Innern ausgerichtet wird. Ziel des Wettbewerbs ist es, die Modernisierung der öffentlichen Verwaltung sowie den Einsatz moderner Technologien zu stärken. In diesem Jahr orientiert sich der Wettbewerb noch stärker an den eGovernment-Zielen der Europäischen Union, wodurch insbesondere Nutzerfreundlichkeit und Nachhaltigkeit wichtige Kriterien bei der Beurteilung der teilnehmenden Projekte sind.
Ausgezeichnet werden Modernisierungsprojekte in fünf Kategorien, darunter bspw. Bestes Modernisierungsprogramm Deutschland, Innovativstes eGovernment-Projekt und Größter Beitrag zur Verbesserung im EU-eGovernment-Benchmarking. Prof. Dr. Tino Schuppan wird den Preis in der Kategorie „Bestes Modernisierungsprogramm Deutschland“ an den Gewinner übergeben. Die Preisverleihung findet am 09.09. im Rahmen des 16. Ministerialkongresses statt.
Die Gewinner des diesjährigen eGovernment-Wettbewerbs werden mit einer exklusiven Teilnahme an den eGovernment-Innovationstagen geehrt. In dieser zweitägigen Veranstaltung erhalten die Teilnehmer wesentliche Impulse, auch von internationalen Experten, zur Weiterentwicklung ihrer Projekte im Bereich eGovernment und Verwaltungstransformation.

V.3 Ankündigung: Rome, Italy: 11.-13.04.2012, 16th IRSPM Conference
Seit mehreren Jahren unterstützt und leitet das IfG.CC das eGovernment Panel der IRSPM.
Vom 13. bis 15.04.2012 findet in Rom/Italien das 16. Forschungssymposium der "International Research Society for Public Management" (IRSPM) zum Thema "Contradictions in Public Management. Managing in volatile times" statt. Wie bereits in den vergangenen Jahren wird Prof. Dr. Tino Schuppan zusammen mit Prof. Miriam Lips (Professor für eGovernment, Victoria University of Wellington, Neuseeland) den Panel Track zu eGovernment leiten, das in diesem Jahr unter der Überschrift "Public Management in volatile times: e-government as enabler of public sector reform" steht.
Panel-Beiträge können u.a. zu folgenden Themen und Fragestellungen eingereicht werden: nature and impact of ICT-enabled changes in the public sector and its external relationships, and the implications for public management. E.1 10 Jahre IFG.CC - 10 Jahre eGoverment-Forschung aus Deutschland / 10 years IfG.CC – 10 years eGovernment research from Germany
Vor mehr als 10 Jahren entstand an der WiSo-Fakultät der Universität Potsdam die Idee zur Gründung eines Instituts für eGovernment. Konkreter Anlass dafür war das vom Land Brandenburg geförderte Forschungsprojekt "Electronic Local Government" (eLoGo), das seinerzeit eines der größten eGovernment-Forschungsprojekte in Deutschland war. Im Rahmen des Projektes sollten neue Formen der Leistungserbringung im ländlichen Raum entwickelt und erprobt werden.
Parallel dazu war der Aufbau eines Wissenschafts- und Fachnetzwerkes für eGovernment vorgesehen. Das nahmen die damals Projektbeteiligten – unter anderem Professoren und Mitarbeiter der Universität Potsdam – zum Anlass nahmen, um ein Institut zu gründen, was die Geburtsstunde des "Institute for eGovernment" (IfG.CC) war. Es wurde als „Competence Center“ mit dem Ziel gegründet, an einer Stelle konzentriert neues eGovernment-Expertenwissen zu entwickeln, zu bündeln und weiterzugeben. Dabei stand das IfG.CC von Anfang an der Universität Potsdam für die Lehre und Forschung als Partner im Bereich eGovernment zur Seite.
Seit seinem Bestehen hat das IfG.CC mehr als 50 nationale und internationale Projekte ausgeführt, zahlreiche wissenschaftliche Veröffentlichungen und Studien für die Praxis erstellt sowie konkret die Verwaltung bei der Umsetzung unterstützt. Themen waren beispielsweise Prozessketten, E-Government in Afrika, Mobile Bürgerdienste, Prozessmodellierung, Shared Service Center, Einheitliche Behördenrufnummern, Fusion öffentlicher IT-Dienstleister, Kompetenzen für E-Government, EU-Dienstleistungsrichtlinie um nur einige Beispiele zu nennen.
Innerhalb von 10 Jahren hat sich das IfG.CC mit seiner interdisziplinären Ausrichtung, wobei der Schwerpunkt in der Kombination von Verwaltungswissenschaften und Informatik liegt, ein Alleinstellungsmerkmal nicht nur in Deutschland erarbeitet.
Ohne ausgeprägte wissenschaftliche Neugier, konsequentes Gestaltungsdenken, hohes fachliches Interesse an eGovernment und Verwaltungsmodernisierung und auch Leidenschaft für die Modernisierung der Verwaltung aller Beteiligten wäre der heutige Entwicklungsstand des Instituts nicht zu erreichen gewesen.

Daten der öffentlichen Verwaltung / Data of the public administration

Daten sind eine wesentliche Infrastrukturkomponente der öffentlichen Verwaltung, denn durch Daten werden Informationen vermittelt, die für das Verwaltungshandeln grundlegend sind. Durch Informationstechnik hat sich die Verarbeitung von und der Umgang mit Daten verändert. In dieser Ausgabe des E-Government-Infobriefs werden neueste Entwicklungen in den Bereichen Cloud Computing und Open Data, aber auch geografische Informationssysteme und Datenzentren (Rechenzentren) vorgestellt.
Geoinformationssysteme (GIS) erfassen, analysieren und präsentieren geografische Daten, wie z.B. Verwaltungsgrenzen. Immer mehr Fachgebiete, auch in der Verwaltung, bedienen sich der Geoinformationen: Krisen- und Katastrophenmanagement, Verkehr, Energie, Umweltschutz, Raumplanung, Gesundheit u.v.m. Bereits jetzt gibt es eine Fülle von Beispielen aus der täglichen Verwaltungspraxis, die den Nutzen von GIS verdeutlichen. So können sich bspw. Eltern über eine digitale Karte den nächsten Kindergarten oder Angehörige die nächste Seniorenpflegeeinrichtung ansehen, bequem per Mausklick die Verfügbarkeit freier Plätze prüfen und vielleicht sogar auf diesem Wege eine Anmeldung oder Reservierung in der Einrichtung vornehmen. In Jharkhand (Indien) wurde kürzlich eine GIS-Plattform eingerichtet, die die Wasserreserven bis zu einer Tiefe von 80 Metern kenntlich macht. Diese Informationen werden genutzt, um bspw. die Trinkwasserversorgung in diesen ländlichen Gebieten zu optimieren.
Open Government soll zu mehr Transparenz, mehr Partizipation und einer intensiveren Zusammenarbeit zwischen Verwaltung und Bevölkerung beitragen. Eine wichtige, aber auch stark diskutierte Zielsetzung ist das vermutete bzw. erwartete Potenzial für die Wirtschaft durch Open Data. Grundlage von Open Government sind jene Datenbestände des öffentlichen Sektors, die von Staat und Verwaltung ohne jegliche Einschränkung frei zugänglich gemacht werden (Open Data). Im Interesse der Allgemeinheit können sie verwendet und weiter verbreitet werden. Während einer der Vorreiter, die USA, das Budget für die Open-Government-Bewegung von jährlich über 30 Millionen US-Dollar auf zwei Millionen US-Dollar reduziert hat, schreibt sich u.a. Neuseeland weiterhin die Forderung nach offenen Daten „auf die Fahne“. Im Internet unter http://data.govt.nz sind bereits 1600 Datensätze der neuseeländischen Verwaltung für den Bürger verfügbar gemacht worden.
Die Idee von „Cloud Computing“ ist, dass Software und Daten zwar lokal bearbeitet und genutzt, aber über eine externe Infrastruktur bereitgestellt werden. In Echtzeit werden IT-Leistungen als Services über das Internet bereitgestellt; abgerechnet wird mit dem Anbieter nach Nutzung. Der Anwender greift zumeist über einen Webbrowser auf die Daten oder Anwendungen zu. Für Nutzer liegt der Vorteil von Cloud Computing darin, dass sie keine Server und Softwarelösungen anschaffen müssen, sondern die nötigen Kapazitäten für Daten und Anwendungen bei entsprechenden Anbietern mieten. Dadurch muss weniger Personal eingesetzt werden, das für die administrative Betreuung von Soft- und Hardware zuständig ist. Zudem entfallen kostenintensive Personal- und Test- sowie Implementationsphasen. Technische Infrastruktur-Expertise muss sich nicht mehr vor Ort vorgehalten werden. Inzwischen setzen auch öffentliche Verwaltungen – vor allem in den USA – auf die Datenverarbeitung „in der Wolke“.
Eng mit diesem Thema verbunden ist der derzeitige internationale Trend der Konsolidierung von Rechenzentren in der öffentlichen Verwaltung. Die Vielzahl der Rechenzentren, die in den 1990er Jahren entstanden sind, genügt kaum noch den Anforderungen an einen modernen Betrieb und rentieren sich nicht mehr. In den USA sollen in den kommenden vier Jahren 800 Behörden-Rechenzentren konsolidiert werden; davon sollen bis 2012 180 Rechenzentren komplett geschlossen werden. Stattdessen verfolgt die US-Regierung eine Cloud-Computing-Strategie, bei der jährliche Einsparungen von fünf Milliarden Dollar prognostiziert werden. In Kanada ist geplant, 90% der 300 Rechenzentren zu konsolidieren und die Dienste von Behördenabteilungen und Agencies, die vorher Rechenzentren wahrgenommen haben, in eine Einheit zu übertragen, sog. „Shared Services Canada“.

Adding another feather to its e-governance crown, Jharkhand became the first state to launch online geographic information system (GIS) on surface and underground water.
Satellite imagery, data compilation and projection of the findings as per geographical map of the state up to the level of blocks has been carried out by Jharkhand Space Application Centre that was formally unveiled by deputy chief minister Hemant Soren.

Das neuseeländische Kabinett hat im Rahmen des Programms Open Government Data and Information die Declaration on Open and Transparent Government verabschiedet. 2.7 Canada to Close Nearly All Government Data Centers
Canada’s government announced Thursday, Aug. 4, it will shut down more than 90 percent of its 300 data centers, leaving the nation with fewer than 20 when the plan is complete.
In addition, Canada’s government will make the move away from 100 different e-mail platforms to one all-encompassing system. Furthermore, all resources associated with the delivery of e-mail, data center and network services are being transferred from 44 departments and agencies to a new entity called Shared Services Canada.

3.1 Zustimmung zur elektronischen Gesundheitskarte wächst
Die Zustimmung zur elektronischen Gesundheitskarte wächst. Rund 70 Prozent der Bundesbürger sind für die Karte, wie eine aktuelle Umfrage im Auftrag des Hightech-Verbands BITKOM ergeben hat. Bei der letzten Erhebung 2009 waren es noch 59 Prozent. „Die Bürger sehen die Vorteile der elektronischen Gesundheitskarte offenbar sehr deutlich. Dies ist ein Auftrag an die Politik und alle Beteiligten, die Karte schnellstmöglich einzuführen und ihre Potentiale mit neuen Funktionen auch wirklich auszuschöpfen“, sagte Prof. Dieter Kempf, Präsident des BITKOM.
Je jünger die Befragten, desto deutlicher der Zuspruch. Mehr als vier Fünftel der unter 30-Jährigen wünschen sich die Einführung der Karte. Aber auch unter Senioren (65 Jahre und älter) befürwortet sie eine solide Mehrheit von 55 Prozent. Die Unterschiede zwischen den Geschlechtern sind nur gering.

3.2 All systems go for German eHealth
Germany is set to begin distributing its new eHealth cards country-wide from 1 October 2011.
Morpho (Safran group) says it is the first manufacturer to have received official approval to produce the card by Gesellschaft für Telematikanwendungen der Gesundheitskarte (gematik) – the German association for telematics applications for the eHealth card.
The new eHealth card, known as ‘Generation 1plus’, is already suited for future online use and has high-security encryption functions.
According to Morpho, by the end of 2011, 10% of all insured people will receive the new card.

3.3 1. September 2011: Einführung des elektronischen Aufenthaltstitels
Am 1. September 2011 wird in Deutschland der elektronische Aufenthaltstitel (eAufenthaltstitel) als eigenständiges Dokument im Scheckkartenformat für Drittstaatenangehörige (Staatsangehörige von Nicht-EU-Staaten) eingeführt. Er ersetzt damit den bisherigen Aufenthaltstitel als Klebeetikett im Pass bzw. Reisedokument.
Mit der Einführung des eAufenthaltstitels werden die europäischen Vorgaben zur einheitlichen Gestaltung des Aufenthaltstitels für Drittstaatenangehörige umgesetzt. Die einschlägigen EU-Verordnungen (EG Nr. 1030/2002 und 380/2008) verpflichten alle Mitgliedstaaten der Europäischen Union, einen einheitlichen Aufenthaltstitel mit biometrischen Merkmalen auszustellen.

4.1 Poland: Business activities can now be registered online
Since 1 July 2011, it has been possible to register business activities in Poland through the Internet, provided that the entrepreneur has a trusted profile or electronic signature.
The Central Register and Information on Business Activity (Centralna Ewidencja i Informacja o Działalności Gospodarczej - CEIDG, in Polish), which is run by the Ministry of Economy (Ministerstwo Gospodarki, in Polish), has introduced the CEIDG-1 form to replace the EDG-1 form. The new form is available from the ceidg.gov.pl and firma.gov.pl websites.

4.2 Denmark: Digital signature system NemID completes successful first year of operation
1 July 2011 marked the first anniversary of the launch of Denmark's digital signature system NemID. During that year, it was used 310 million times by 79 % of the adult population to access services in both the public and private sectors, and notably for Internet banking.
NemID provides the means for secure digital communication. More than 3.2 million Danes now use it, with over 2.9 million using it for both banking and the public sector. In the future, NemID is expected to facilitate much greater use of self-service in citizens' contacts with the municipalities, regions and State authorities.
Charlotte Sahl-Madsen, Minister for Science, Technology and Innovation, said: "NemID has given Danes a digital key to both the public and private sectors, as it is easier to remember and thus use. Meanwhile, security has increased markedly. It's no secret that there were some initial difficulties. Nevertheless NemID has achieved a widespread and frequent use by citizens even in its first year. I am very satisfied with it."

4.3 Croatia: World Bank Continues to Help Improve Land Administration Systems and Modernize the Port of Ploce
The World Bank Board of Executive Directors approved two loans to the Republic of Croatia, the Integrated Land Administration Project in the amount of EURO 16.5 and an additional financing loan for the Trade and Transport Integration Project in the amount of EURO 50 million. Both loans are building on previous successful projects.
The Integrated Land Administration Project (ILAS) is a follow on project to the successful Real Property Registration and Cadastre project which helped the Ministry of Justice, the State Geodetic Administration and Land Registry Offices to successfully complete the first phase of the reform of the land registry and cadastre. It simplified procedures, improved efficiency of services, reduced backlogs, increased transparency and access to information and developed joint procedures and a common land database under the Joint Information System (JIS). All of these reforms have been important in improving tenure security and strengthening the land administration system which are both crucial for speeding up the reform of the judiciary and public administration, the fight against corruption and doing business.

4.4 Portugal: ePrescriptions mandatory since 1 August 2011
On 1 August 2011, electronic prescriptions (ePrescriptions) became mandatory for medicines reimbursed by the State.
Exceptional situations where manual prescriptions can continue to be used are laid down in Article 9, Paragraph 2 of Ministerial Order no. 198/2011 of 18 May 2011.
Manual prescriptions can be performed in four exceptional cases:
- home prescriptions;
- electronic system failure;
- professionals with a monthly volume of 50 prescriptions or less;
- other exceptions of proven unsuitability, after professionals have been registered and confirmed by their respective orders.

4.5 Hungary: Development of public health information system to be concluded in August
The development of the information system for the National Public Health and Medical Officer Service (Állami Népegészségügyi és Tisztiorvosi Szolgálat - ÁNTSZ, in Hungarian) is expected to be completed by the end of August 2011.
An accurate and up-to-date database will be created to accelerate the process of organising public healthcare. It will indicate, for instance, the number of available hospital beds and the nearest hospital in the case of a major accident.
According to deputy chief medical officer Attila Kovács, who spoke on public radio about the fundamental aspects of the EU-funded, multi-million euro information system, the objective is for "the ambulance to not turn back at the hospital gate."

5.1 Azerbaijan prepared rules, regulation, order and list of state electronic services
Communication and Information Techno0logies Ministry of Azerbaijan has hosted a collegiate meeting devoted to discussion of fulfillment of the country president’s decree "On organization measures for state bodies’ electronic services".
The Ministry has reported that at the meeting Communication and Information Technologies Minister of Azerbaijan Ali Abbasov told of organization of relations between officials and citizens in new form with the use of information technologies. The decree enabled increase of transparency and efficiency of state bodies’ activity, eradication of corruption cases and possible bureaucratic obstacles.
The ones speaking at the meeting told that Communication and Information Technologies Ministry and other central executive bodies have established efficient cooperation and took measures in e-services organization.

5.2 Internet barriers put older Australians at risk
More than 40 per cent of older Australians say the internet is too expensive, putting them at risk of being excluded from important online health and financial services, new research shows.
Dr Sandra Haukka, from the ARC Centre of Excellence for Creative Industries and Innovation (CCI) at Queensland University of Technology (QUT), said seniors, particularly pensioners, risked being left behind as businesses and governments shifted more services to the web.
"With the government and private sector spending billions on the National Broadband Network, we have to make sure that the internet can be used by all those who need it the most," she said.

5.4 Ghana: Businesses and Taxpayer Re-registration to commence in September
The Registrar-General’s Department (RGD) will embark on a new registration of all businesses and tax payers in September this year under the Government’s eRegistration (GeReg) system.
The registration, which is being done in collaboration with the Ghana Revenue Authority (GRA) and Ghana Community Network Services Ltd (GCNet) and its technical partners, is part of Ghana e-Government GeGOV project that aims to improve quality of customer records and facilitate improved service delivery.
The exercise a Public Private Partnership (PPP) between Government and GCNet also seeks to provide access to a variety of online Government services (i.e. filing of returns, payments, appointment, scheduling and GeGov portal) and to reduce tax compliance costs.

5.6 India: Maharashtra: Sassoon telemedicine centre tries to bridge rural-urban healthcare gap
A civil surgeon at the hospital in Satara will no longer have to send a snake-bite patient who fails to respond to routine treatment to a larger centre two hours away. A complicated case of pregnancy at Ahmednagar’s civil hospital can be resolved just by interacting with experts at Sassoon General Hospital’s telemedicine centre.
For the last two years, experts at Sassoon’s telemedicine centre has been offering advice during medical emergencies in peripheral areas. Not only are details like history of patients and reports of investigations regarding ailments sent by mail to the telemedicine centre at Sassoon but video-conference technique is routinely used to manage the complication, says Dr D J Kulkarni, medical superintendent at the hospital.

Currently, the Middle East and North Africa (MENA) region is a net importer of information and communications technology (ICT).
