Public-private partnerships pose opportunity for DPI and national digital ID initiatives

Public-private partnerships (PPPs) may play a critical role in the development of a national digital identity infrastructure around the world. Digital transformation initiatives and the rollout of digital public infrastructure (DPI) in Africa, Europe, and Southeast Asia show a government-led push for a shift to digital services, but involving the private sector might be key to accessing the resources needed to establish a comprehensive DPI.

The UN’s Sustainable Development Goals (SDG) are a set of aims for 2030 designed for developing nations to achieve equitable economic, social, and environmental sustainability. While DPI is tied to many of these goals, and SDG 16.9 explicitly sets out to provide a legal digital identity for all, public finance is stretched thin between these objectives, climate change obligations and other serious humanitarian concerns across the Global South and other regions. Public finance alone will likely not be able to fund a robust DPI for the nations that could benefit most from it.

Smart City Trends to Watch for in 2024 and Beyond

Back when we first wrote this collection of smart city trends, it was amid the COVID-19 pandemic. The general sentiment at the time was that shut-down had put many smart city plans on hold. We all recall hearing about the inevitable rise in self-driving cars. Some experts were even predicting, as outlandishly futuristic as it might sound, flying cars. But our dreams of living in Back to the Future II were put on hold when the health crisis caused cities to re-evaluate their infrastructure plans.

However, despite our general lack of hover-crafts, the pandemic did not kill the smart city dream. On the contrary, many cities pursued other less overtly dramatic smart city initiatives in part because of the pandemic. After all, the smartest cities know that a digitally connected community is just as much about promoting public health and safety, improving emergency response, and effective analytics as it is about transportation and sustainability. They also know that in the long run a smart city saves more than it costs.

Virgin Media O2 successfully trials smart poles to boost UK coverage

Virgin Media O2 has successfully trialled an innovative new way of improving and expanding mobile services by bringing together its fixed network infrastructure with new smart poles, which could help to boost mobile coverage in local areas across the UK.The innovation trial, delivered in collaboration with shareholder Liberty Global, has seen smart poles installed beside the operator’s existing national fibre network cabinets. The poles, which are much smaller than traditional mobile phone masts and do not require planning permission, can be safely installed in less than a day and house small cell technology which can boost mobile coverage in busy areas.

In a UK first, the electricity is supplied by Virgin Media’s fibre network rather than a traditional power supply through innovative ‘digital electricity’ technology, which transmits power from on-street cabinets in the local area along fibre optic cables. The same fixed fibre network is also used to carry data to and from the mobile cells and the internet.

Breaking down the silos to create efficient smart cities

The number of people expected to be living in cities is set to double by 2050 to some 6.4 billion urban dwellers. To cope with this population increase, and to adjust to the new needs of larger cosmopolitan environments, cities will require new and innovative ways of managing their assets and resources.

This is addressed by various smart city initiatives, where clever ways of connecting technologies, data and stakeholders, result in completely new fashions to manage e.g. traffic, street lighting, parking, waste collection or public safety. But for a city to become truly smart, it also needs to break the often-existing silos between different city departments, as well as the silos between public and private entities.

What is a smart city? How many such cities have been built in India so far?

Even the government does not have the answer to the question of: what is a smart city. In June 2015, a ‘Mission Statement and Guidelines’ were issued for this mission. In this document, it is said that there is no universal definition of ‘smart city’. According to the document, “The definition of a smart city is different for every person. So its meaning changes from city to city.”

However, the very next paragraph talks about building ‘developmental’ infrastructure for cities and providing excellent services. According to the document, the entire urban eco-system should be developed in such a way that it is in line with parameters of institutional, physical, social and economic infrastructure. In a sense, push for holistic development.

How Will AI Shape Our Future Cities?

From Zurich to Boston and Shanghai, more and more places are using “digital twins” to create a virtual version of the city to plan the urban experiences of tomorrow. But a lack of data means there’s still a gap between our visions and reality, which Swiss researchers are working on closing.

For city planners, a bird’s-eye view of a map showing buildings and streets is no longer enough. They need to simulate changes to bus routes or traffic light timings before implementation to know how they might affect the population. Now, they can do so with digital twins – often referred to as a “mirror world” – which allows them to simulate scenarios more safely and cost-effectively through a three-dimensional virtual replica.

A Vision for Livable and Sustainable Cities Using Video Technology

Urban populations are growing rapidly. Today, over half the world lives in cities, and by 2050, over two-thirds of people will live in urban areas. With this growth comes challenges like traffic, energy use, and strained services. However, new technologies offer opportunities to meet sustainability goals while improving safety and quality of life. Video-based systems are one solution helping smart cities worldwide become greener.

Cities today face pressing problems, including worsening congestion, high energy consumption, pollution, public health threats, and limited police resources. The smart city movement uses connected, data-driven technologies to enhance city operations. A.1 Potsdam, Forschungsprojekt "Zukunft der Verwaltung - Stein-Hardenberg 2.0"

Für alle Fragen zum Projekt steht Heidrun Müller (This email address is being protected from spambots. You need JavaScript enabled to view it.), wissenschaftliche Mitarbeiterin am IfG.CC, gern zur Verfügung.

A.3 EU-Projekt "Egoprise": Modellierung von Prozessketten

Für alle Fragen zum Projekt steht Friederike Thessel (This email address is being protected from spambots. You need JavaScript enabled to view it.), wissenschaftliche Mitarbeiterin am IfG.CC, gern zur Verfügung.

Euro hebt - In: government2020-Blog

1.3 Veranstaltungen/Vorträge des IfG.CC / IfG.CC events and lectures
=========================================================================

Oktober 2011 statt.

E.1 10 Jahre IFG.CC - 10 Jahre eGoverment-Forschung aus Deutschland / 10 years IfG.CC – 10 years eGovernment research from Germany

2. Schwerpunktthema des Monats/Key Issue of the Month:
Daten der öffentlichen Verwaltung / Data of the public administration

=========================================================================

„Shared Services Canada“.

2.4 Government-as-a-Service: Can it become a reality with cloud computing?

The cloud, whether through a public cloud or private one, has enabled private businesses to gain incredible efficiencies, share data better, and promote easier and more widespread access throughout a widely dispersed organisation. The term "data silo" has become a bad word in business, and efforts are underway in just about every large organisation to overcome their limitations. Yet, in the UK, over 130 data centres exist to support multiple discrete processes. Governments throughout the EU and the world are only just now starting to see the potential benefits and public good of e-government.

4.2 Denmark: Digital signature system NemID completes successful first year of operation

1 July 2011 marked the first anniversary of the launch of Denmark's digital signature system NemID. During that year, it was used 310 million times by 79 % of the adult population to access services in both the public and private sectors, and notably for Internet banking.

NemID provides the means for secure digital communication. More than 3.2 million Danes now use it, with over 2.9 million using it for both banking and the public sector. In the future, NemID is expected to facilitate much greater use of self-service in citizens' contacts with the municipalities, regions and State authorities.

Charlotte Sahl-Madsen, Minister for Science, Technology and Innovation, said: "NemID has given Danes a digital key to both the public and private sectors, as it is easier to remember and thus use. Meanwhile, security has increased markedly. It's no secret that there were some initial difficulties. Nevertheless NemID has achieved a widespread and frequent use by citizens even in its first year. I am very satisfied with it."

5.2 Internet barriers put older Australians at risk

More than 40 per cent of older Australians say the internet is too expensive, putting them at risk of being excluded from important online health and financial services, new research shows.

Dr Sandra Haukka, from the ARC Centre of Excellence for Creative Industries and Innovation (CCI) at Queensland University of Technology (QUT), said seniors, particularly pensioners, risked being left behind as businesses and governments shifted more services to the web.

"With the government and private sector spending billions on the National Broadband Network, we have to make sure that the internet can be used by all those who need it the most," she said.

5.7 Stimulating innovation: An untapped resource for Egypt's economy

Currently, the Middle East and North Africa (MENA) region is a net importer of information and communications technology (ICT). Companies in the region purchase ICT products and services that enhance efficiency, but due to heavy outsourcing, national economies - such as Egypt - are not maximizing the gains that lie in the domestic workforce.

As the Egyptian government undergoes a series of transformations, upcoming policy measures applied to the ICT sector will be paramount in spurring innovation and securing consistent growth for the future.

For more than 15 years, elected bodies, professionals from all fields: social action, education, culture, life-long learning, territorial development, facilitators (digital), live and experience the increasing and far reaching impact of digital uses in the life of people, in their respective professional fields as much as in the dynamic of the geographical territories they work on. They are confronted to the persistent inequalities of access and uses and, at the same time face the necessity to develop adapted accompaniments to fit the needs of all targeted individuals. They have to facilitate, encourage, support the cultural, social, educational, political and economic changes brought by the digital tools and networks in a perspective of open access to information, collaborative practices and networking approaches.

The conference is open to a wide range of stake-holder's, concerned by the proposed themes and aims at facilitating a movement of mutualisation, questioning and definition of new directions for action.
