    JP: Toyota’s experimental smart city Woven City nearly ready to roll

    Toyota Motor Corp. has announced plans to open a prototype smart city at the foot of Mount Fuji as early as this fall.

    The city will feature hydrogen power, autonomous mobility, artificial intelligence and other advanced technologies.

    Toyota Chairman Akio Toyoda revealed the plans on Jan. 6 at CES in Las Vegas. This marks the auto giant’s return to the annual technology trade show after a five-year hiatus since Toyoda first unveiled the concept of Woven City in 2020.

    PH: The green leap of Quezon City – Transitioning to electric buses

    Quezon City has once again taken a significant step for the environment and its residents by recently rolling out six brand-new electric buses as part of its Libreng Sakay program. These electric buses complement the 90 existing buses currently servicing various routes in Quezon City, providing free and sustainable transportation for QCitizens.

    In addition to being eco-friendly, the electric buses have a seating capacity of 41 passengers and additional standing room for commuters. To ensure passenger safety, they feature air-conditioning, Wi-Fi, CCTV cameras, handrails, and fire suppression systems. The buses are also persons with disabilities or PWD-friendly, featuring wheelchair ramps for accessibility.

    IN: Centre apprises Parliament status of 12 industrial smart city projects

    MY: 995 smart CCTV units in Greater Johor Baru

    Number part of 1,500 AI-enabled cameras under Johor Safe initiative, says exco member

    Installation of closed-circuit television (CCTV) cameras that utilise artificial intelligence (AI) are part of efforts to bring a unified smart infrastructure across Greater Johor Baru, says a state exco member.

    Johor housing and local government committee chairman Datuk Mohd Jafni Md Shukor said 995 of 1,500 such CCTV cameras are already in operation in key areas around Greater Johor Baru, with the rest to be installed within the next two years as part of the Johor Safe initiative.

    US: California: San Diego adds ‘smart city’ interactive kiosks to downtown

    The city of San Diego unveiled the first of more than 50 brand new kiosks scattered through downtown on Friday, aiming to help people better navigate the area and interact with local businesses.

    Known as the Interactive Kiosk Experience, these wayfinding touchscreens have myriad features, encompassing transit, dining, entertainment, safety resources and city services.

    The dual-sided kiosks, which are operated by IKE Smart City, can be found in 15 other cities across the country, including Houston, Miami, Atlanta and Baltimore.

A.1 Potsdam, Deutschland, 10.03.: Projekt "PROKETTA" – Prozessketten zwischen Wirtschaft und Verwaltung, Zweites Status-Treffen mit dem Projektträger

Am 10.03. fand in Potsdam ein Treffen mit einem Mitarbeiter des Projektträgers im Deutschen Zentrum für Luft- und Raumfahrt (PT-DLR) statt, der Projekte verschiedener Ministerien fachlich und organisatorisch betreut. Bei diesem Treffen wurde der bisherige Projektverlauf reflektiert sowie die Aktivitäten vorgestellt, die für das letzte Projektjahr geplant sind. Lag in der ersten Projekthälfte der Schwerpunkt auf der Erhebung und Modellierung von Prozessen, wird der Fokus in den kommenden Monaten auf der Prozessoptimierung, der Fertigstellung des Prototypen des Geschäftsprozessmanagers sowie dem Transfer der Projektergebnisse liegen.

Grundlage für die Prozessoptimierung sind Ist-Prozesse, die in Interviews und Workshops mit Mitarbeitern von Behörden auf kommunaler, Landes- und Bundesebene sowie von Unternehmen zu priorisierten Informations- und Meldepflichten (z.B. Baugenehmigung für gewerbliche Sonderbauten, Antrag zur Errichtung einer Anlage nach dem Bundesimmissionsschutzgesetz) erhoben wurden. Ziel der Prozessoptimierung ist es, jeweils ein Modell einer optimierten Prozesskette zu den Informations- und Meldepflichten zu entwickeln. Dieses Modell kann von Behörden und/oder Unternehmen genutzt werden, um die eigenen Prozesse unter E-Government-Perspektive zu verbessern. Bei der Optimierung von Prozessketten geht es nicht in erster Linie darum, Verfahrensschritte 1:1 in eine (neue) Software zu übertragen. Im Fokus steht die Ausführung von Prozessen/Prozessschritten auf der Arbeitsebene. Durch IT-Unterstützung und die Umgestaltung von Arbeitsabläufen ist es möglich, Durchlauf- und Wartezeiten z.B. bei Genehmigungsverfahren zu reduzieren. Werden Prozessteile standardisiert, ggf. automatisiert und durch die Nutzung von elektronischen Dokumenten Medienbrüche minimiert, können weitere Verbesserungspotenziale erreicht werden.

Eines der wesentlichen Ergebnisse des Projekts PROKETTA ist der Geschäftsprozessmanager. Dieser ist als Wissensmanagementtool konzipiert, mit dem in anschaulicher Form Informationen zu den erhobenen Prozessketten zwischen Behörden und Unternehmen bereitgestellt werden. Alle Prozessschritte sind mit erläuternden Informationen hinterlegt, z.B. zu erforderlichen Dokumenten, Gesetzesgrundlagen und Prüfschritten. Mitarbeiter in Unternehmen und Behörden können den Geschäftsprozessmanager nutzen, um sich schnell einen Überblick über die gesamte Prozesskette zu verschaffen, oder je nach Bedarf (z.B. bei der Einarbeitung in ein neues Aufgabenfeld) auch Detailinformationen zu Teilprozessen abrufen. Das Ziel der prototypischen Entwicklung des Geschäftsprozessmanagers ist es in erster Linie, alle im Projektverlauf erhobenen Informationen zu modellierten und optimierten Prozessketten anschaulich und übersichtlich darzustellen.

Ein weiterer Schwerpunkt in den kommenden Monaten wird es sein, Referenzprozessmodelle für die priorisierten Informations- und Meldepflichten zu entwickeln. Referenzprozessmodelle können in Organisationen als „Schablone“ für eigene Prozesserhebungen genutzt werden. Dadurch ist es möglich, Zeit und Ressourcen bei der Erhebung von Arbeitsabläufen zu sparen.

In der zweiten Jahreshälfte werden Ergebnisse des PROKETTA-Projektes in verschiedenen Städten in Deutschland im Rahmen einer Roadshow vorgestellt. So haben die Teilnehmer die Möglichkeit, sich nicht nur über Projektergebnisse zu informieren, sondern sich organisationsübergreifend zu den verschiedenen Schwerpunkten mit anderen Gästen der Roadshow auszutauschen. Für einige Standorte ist geplant, eine gemeinsame Veranstaltung für Behörden und Unternehmen anzubieten. Dadurch soll erreicht werden, dass sich möglichst viele Akteure in einer Region/an einem Ort zu einem Schwerpunktthema austauschen. Das trägt dazu bei, dass die Bedarfe der „Gegenseite“ (z.B. in Genehmigungsverfahren) wahrgenommen, bestehende Probleme kommuniziert und Lösungsansätze diskutiert werden.

Im vom Bundesministerium für Wirtschaft und Technologie (BMWi) geförderten dreijährigen Projekt „PROKETTA – Prozessketten zwischen Wirtschaft und Verwaltung“  (proketta.ifg.cc) werden Prozessketten zwischen Wirtschaft und Verwaltung visualisiert und standardisiert. Übergeordnetes Ziel ist es, den Aufwand für Unternehmen und öffentliche Verwaltungen bei der Erfüllung bzw. Bearbeitung von Informations- und Meldepflichten zu reduzieren. Kooperationspartner sind u.a. Verwaltungen der kommunalen und Landesebene, kommunale Spitzenverbände, öffentliche IT-Dienstleister, Unternehmen und Kammern.

Am 27.03. fand in Köln der Praxisbeirat-Workshop des Projektes „eAusbildung“ mit Fachexperten aus Bund, Ländern und Kommunen statt. Dabei wurden Zwischenergebnisse des Projektes vorgesellt und mit den Teilnehmern diskutiert.

Prof. Dr. Tino Schuppan, wissenschaftlicher Direktor des IfG.CC, sowie Sirko Hunnius und Benedikt Paulowitsch, wissenschaftliche Mitarbeiter am IfG.CC, stellten im Workshop Kompetenzprofile für wichtige Rollen im E-Government vor und präsentierten die Analyse der deutschen Bildungslandschaft im Hinblick auf E-Government-relevante Lehrinhalte. Hierbei wurden mehr als 100 Studiengänge und Weiterbildungsangebote mit Public-Sector-Bezug untersucht. Dabei zeigte sich, dass es an Hochschulen zwar durchaus zahlreiche Bildungsangebote für E-Government gibt, allerdings findet sich darunter kein konzentriertes, durchstrukturiertes Curriculum mit angeschlossener Forschungseinrichtung. Bildungsangebote, in deren Mittelpunkt E-Government steht, sind stark technisch ausgerichtet und im Kern informatische Studiengänge. Im Bereich der Fort- und Weiterbildung hingegen gibt es bis auf wenige Ausnahmen kaum nennenswerte Angebote. Die Projektergebnisse werden im Mai 2014 vorgelegt. Neben der umfangreichen Analyse aktueller wissenschaftlicher Literatur, Veranstaltungscurricula und Trendstudien sind auch qualitative Experteninterviews sowie Workshops mit einem eigens geschaffenen Projektbeirat Teil des Forschungsdesigns.

Das Projekt wird vom IfG.CC zusammen mit Prof. Dr. Christian Stracke, Lehrstuhl für Wirtschaftsinformatik der Produktionsunternehmen der Universität Duisburg-Essen, und dem Fraunhofer-Institut für Offene Kommunikationssysteme (FOKUS) bearbeitet, wobei das IfG.CC die Federführung übernimmt. A.3 Potsdam, Deutschland: EU-Forschungsprojekt: OpenDataMonitor

Im Rahmen des OpenDataMonitor (ODM)-Projektes führten Mitarbeiter des IfG.CC in den vergangenen Wochen über 30 Interviews mit Anwendern und Nutzern von Open Data in Deutschland, Spanien und Griechenland. Ziel dieser semi-strukturierten Interviews war es, ein vertieftes Verständnis davon zu erlangen, wie offene Daten im öffentlichen Sektor erzeugt, bearbeitet und veröffentlicht werden sowie welche Anforderungen Nutzer an offene Daten haben. Die Interviews werden derzeit transkribiert, kodiert und anschließend ausgewertet. Auf dieser Basis wird eine Stakeholder-Analyse im Kontext von Open Data erarbeitet, die im Sommer dieses Jahres als Projekt-Paper veröffentlicht wird. Die Stakeholder-Analyse dient im ODM-Projekt als Basis für die technische Entwicklung des OpenDataMonitor.

Ziel des OpenDataMonitor (ODM)-Projektes ist es, größere Transparenz über in Europa verfügbare offene Daten herzustellen. Im Rahmen des ODM-Projektes wird dafür eine Plattform entwickelt, die Nutzern eine Übersicht an Open Data Ressourcen in Europa liefert und darüber hinaus Daten aus existierenden Katalogen analysiert und visualisiert. Damit soll ein größeres Verständnis von verfügbaren offenen Daten und bestehenden Datenlücken erreicht werden. Dadurch wird es einer Vielzahl möglicher Nutzer erleichtert, Daten wiederzuverwenden. Die Rolle des IfG.CC umfasst vorrangig die sozialwissenschaftliche Forschung über Open Data. Neben dem IfG.CC sind das Open Data Institute (ODI) in London, die University of Southampton und das Athena Research Institute aus Griechenland weitere Projektpartner. Praxispartner sind die Landeshauptstadt München und das spanische nationale Open Data-Portal red.es. Koordiniert wird das zweijährige Forschungsprojekt von dem österreichischen Technologieforschungs- und -beratungsunternehmen SYNYO. Das ODM-Projekt wird bis Oktober 2015 aus Mitteln des 7. Forschungsrahmenprogramms der Europäischen Union gefördert.

V.1 Potsdam, Brandenburg, Deutschland, 12.03.: Delegation hochrangiger Verwaltungsbeamter aus Russland zu Besuch beim IfG.CC

Am 12.03. war eine Delegation hochrangiger russischer Verwaltungsbeamter zu Gast am IfG.CC, um das Institut kennenzulernen und sich über E-Government-Lösungen auf nationaler und v.a. kommunaler Ebene zu informieren. Stefanie Köhl und Friederike Thessel, wissenschaftliche Mitarbeiterinnen am IfG.CC, stellten in einem Vortrag wichtige Projekte des IfG.CC, u.a. auch verschiedene E-Government-Projekte im Land Brandenburg, vor. Die Gäste interessierten sich vor allem dafür, welche E-Services für Bürger und Unternehmen in ländlichen Regionen bereits angeboten und genutzt werden und welche Möglichkeiten es gibt, dass Bürger und Unternehmen verschiedene Behörden oder Institutionen nicht mehr persönlich aufsuchen müssen.

Von besonderem Interesse für die Teilnehmer war der MoBüD-Koffer, der seit 2009 in der Stadtverwaltung Potsdam eingesetzt wird und dessen Einführung vom IfG.CC wissenschaftlich begleitet wurde. Mit dem Koffer ist es möglich, Verwaltungsleistungen standortunabhängig für Bürger anzubieten. Für die öffentliche Verwaltung in Russland ist diese Lösung deswegen interessant, weil in vielen Regionen die Bürger große Entfernungen zurücklegen müssen, um zur nächstgelegenen Verwaltung zu gelangen. Hier bietet es sich an, ähnlich wie in der Stadt Wittstock/Dosse, einen „rollenden Bürgerservice“ anzubieten. Verwaltungsmitarbeiter sind in einem Kleinbus im Landkreis unterwegs und bieten Verwaltungsleistungen an wechselnden Standorten an. Mit den russischen Gästen wurden sowohl die Potenziale solcher Lösungen aber auch die Umsetzungsschwierigkeiten und notwendigen Rahmenbedingungen diskutiert.

Die Studienfahrt war Teil eines russischen staatlichen Programms zur Förderung der Entwicklung von E-Government in den Regionen der Russischen Föderation. Dadurch sollen der Zugang für Bürger zu öffentlichen Dienstleistungen verbessert, die Transparenz von Verwaltungshandeln gesteigert und die Zusammenarbeit innerhalb der Behörden sowie mit EU-Staaten in E-Government-Fragen optimiert werden.

Das IfG.CC bietet bereits seit einigen Jahren unterschiedliche Seminare und Masterkurse auf hohem Niveau an, in denen Forschungsergebnisse und Wissen für Führungskräfte in der gebotenen reflektiv-kritischen Form vermittelt werden.



V.2 Dresden, Sachsen, Deutschland: 17.03.: Vortrag auf dem ITOF – Kongress Staatsmodernisierung 2014

Im Rahmen des IT- und Organisationsforums Sachsen hielt Stefanie Köhl, wissenschaftliche Mitarbeiterin am IfG.CC, am 17.03. einen Vortrag zum Thema „Kirchturmdenken adé?! – Territorialität mit E-Government neu denken“. Das Forum 1 „Staatsmodernisierung“ wurde von Peter Sondermann, Leiter der Abteilung V des Sächsischen Staatsministeriums der Justiz und für Europa moderiert. Weitere Referenten waren Prof. Dr. Konrad Walser, Professor für IT-Governance, IT-Servicemanagement, E-Government der Berner Fachhochschule und Marco Brunzel, init AG.

Im Vortrag verdeutlichte Frau Köhl, dass Territorialität ein staats- und verwaltungsorganisatorisches Basisprinzip ist, das sich als ein fester Bestandteil der Kultur und Struktur von Verwaltung über Jahrhunderte entwickelt hat. Mit IT wird jedoch das bisherige Verständnis von Örtlichkeit in Frage gestellt, weil sich räumliche und institutionelle Grenzen überbrücken lassen. Insofern standen im Mittelpunkt des Vortrags Überlegungen, inwieweit das Territorialitätsprinzip in Zeiten von E-Government als Organisationsprinzip für die öffentliche Verwaltung noch relevant ist. Diese Überlegungen sind nicht nur theoretischer Art, weil eine ganze Reihe von Veränderungen heute schon – vielfach schleichend – stattfinden. Zunehmend stellt sich die Frage nach dem künftigen Aufgabenbestand und der Rolle der kommunalen Selbstverwaltung. Die Veränderungen sind insofern bedeutsam, da das gesamte Organisationsverständnis vom Territorialitätsdenken geprägt ist. Um zu überprüfen, wie IT-basierte Organisationsformen Territorialität bereits verändern oder verändern können, unterteilte Frau Köhl das Basisprinzip in fünf analytische Dimensionen und erläuterte dies anhand des Beispiels Kfz-Zulassungswesen näher. Im Ergebnis zeigte sich, dass mit E-Government sowohl eine Entörtlichung als auch eine neue Art des Raumbezugs möglich ist. Abschließend wurden einige strukturelle Implikationen abgeleitet – insbesondere in Bezug auf das Verständnis kommunaler Selbstverwaltung.

Das IT- und Organisationsforum ist der sächsische Kongress zur Staatsmodernisierung, welcher vom Land Sachsen und der Sächsischen Anstalt für kommunale Datenverarbeitung (SAKD) veranstaltet wird. In Fachvorträgen und Podiumsdiskussionen wird Einblick in aktuelle wirtschaftliche und politisch relevante Themen für die Verwaltungsarbeit in Sachsen, Deutschland und darüber hinaus gegeben. Neben zahlreichen inhaltlichen Foren stellen führende Unternehmen der IT-Branche ihre Lösungsansätze vor und bieten Gelegenheit zum persönlichen, informativen Dialog vor Ort

V.3 Potsdam, Berlin, Deutschland, 26.03.: Kooperationsvertrag: IfG.CC und Fraunhofer FOKUS gründen interdisziplinäre Plattform für eGovernment

Das IfG.CC und das Fraunhofer-Institut für Offene Kommunikationssysteme (FOKUS) bringen eine interdisziplinäre eGovernment-Plattform für IT, Governance und Recht auf den Weg, um die diversen Digitalisierungsthemen zentral zu bündeln. Hierzu unterzeichneten Prof. Dr. Tino Schuppan, wissenschaftlicher Direktor des IfG.CC, und Prof. Dr. Radu Popescu-Zeletin, FOKUS Institutsleiter und Universitätsprofessor an der Technischen Universität Berlin, am 26.03. einen Kooperationsvertrag in Berlin.

Mit der Kooperation werden beide Vertragspartner zum führenden Think Tank für eGovernment-Strategien in Deutschland, der die technische wie auch die verwaltungspolitische Seite gleichermaßen berücksichtigt.

Politik, Verwaltung, Forschung und Zivilgesellschaft haben in der Vergangenheit oft aneinander vorbeigeredet, wenn es darum ging, eine moderne digitale Gesellschaft aufzubauen. Die Große Koalition hat eGovernment zwar zum Schwerpunkt ihrer Legislaturperiode erklärt, die IT-Kompetenzen allerdings auf mehrere Ministerien verteilt. Das erschwert eine einheitliche Koordination für die Modernisierung der Verwaltung.

IfG.CC und Fraunhofer FOKUS bündeln jetzt ihre Kompetenzen in IT, Recht, Verwaltungswissenschaften und Governance, um auf einer neutralen Plattform Strategien für eine praktikable Verwaltungsmodernisierung zu initiieren. Die eGovernment-Plattform fokussiert sich auf die Entwicklung von Innovationsstrategien, Roadmaps und konkreten Gestaltungskonzepten für eine moderne digitale Verwaltung, die zukünftigen IT-, Rechts- und Verwaltungsanforderungen standhalten können. Für praktikable und vor allem nachhaltige Modernisierungskonzepte auf Bundesebene wird das unersetzlich sein

Für einen gegenseitigen Austausch und intensiven Wissenstransfer im kleinen Kreis, sollen außerdem regelmäßig politische Hintergrundgespräche nach amerikanischem Vorbild etabliert werden. Politik, Verwaltung und Wissenschaft bekommen dort die Gelegenheit, sich ausgiebig zu Problemen und Fragestellungen austauschen und interdisziplinär beraten zu können. Die erste Veranstaltung dieser Art ist für Sommer 2014 geplant.

Fraunhofer FOKUS engagiert sich schon seit Jahren in vielen Projekten an der Schnittstelle von IT und Verwaltung – angefangen von Open Data und dem Informationsfreiheitsgesetz über Bürgerbeteiligung durch Anliegenmanagement bis zur Erforschung sicherer elektronischer Identitäten (z. B. neuer Personalausweis, Trusted Safe). Durch die Kooperation mit dem IfG.CC in Potsdam entstehen wertvolle Synergien, um eGovernment-Technologien anwendungsorientiert entwickeln und prozessbegleitend integrieren zu können. Das IfG.CC erforscht und entwickelt seit fast 15 Jahren zukunftsfähige Lösungen für modernes Regieren und Verwalten auf IT-Basis und bearbeitet eGovernment-Themen wie Bürokratieabbau mit IT, Prozessmodellierung, Change- und Akzeptanzmanagement bis hin zur veränderten Staatlichkeit oder neue institutionelle Arrangements.



V.4 Ankündigung: Potsdam, Deutschland, 28.04.: Seminar „Krisenmanagement“ für Führungskräfte der Verwaltung in Kooperation mit dem Behörden Spiegel

Ziel des Seminars ist es, herauszuarbeiten, wie effektives Krisenmanagement in der Verwaltung aussehen und die Robustheit von öffentlichen Organisationen erhöht werden kann. Im Vordergrund des Seminars steht das Management von und in Ausnahmesituationen sowie situatives Management, welches sich fundamental vom “Management im Normalzustand” unterscheidet. Mittels einer anwendungsorientierten theoretischen Reflexion, Praxis- und Fallbeispielen sowie konkreten Übungen werden diese Themen mit den Teilnehmern diskutiert.

Das IfG.CC bietet bereits seit einigen Jahren unterschiedliche Master- und Praxiskurse auf hohem Niveau an, in denen Forschungsergebnisse und Wissen für Führungskräfte in der gebotenen reflektiv-kritischen Form vermittelt werden. Panel Session: e-Government and its Role in Administrative Reform: Towards New Forms of Governance, Democracy, and Accountability?

In the last decades, governments around the world started to use Information and Communication Technologies (ICTs) to improve various forms and aspects of government and governance. For instance, e-Government solutions have been introduced as a critical enabler for administrative reform in order to achieve better governance, more transparency, better quality services, and greater citizen involvement in the decision-making process.

Various ambitious demands placed on the design and delivery of 21st century government not only raise questions around how governments manage and implement seemingly competing interests in ICT-enabled administrative reform initiatives, but also if, and if so how and to what extent, the administrative reform objectives have been achieved through e-Government. Moreover, high expectations around ICT-enabled 'transformational' changes within the public sector and in its external relationships also leads to the question to what extent new forms of governance, democracy and accountability are emerging from the application and use of e-Government, and what the implications are for public management.  

This panel intends to further explore these important issues around the role and actual outcomes of e-Government in administrative reform initiatives, and the implications for public management. It invites both theoretical and empirical papers that contribute to the existing body of knowledge around the role of ICTs in improving governance, accountability and democratic institutions in the public sector. Papers abstracts should include a short description of the topic, the research question(s) and method, and an indication of the research findings.

Der Prozesspriorisierungs-Workshop richtet sich an Teilnehmer, die sich mit Themen wie Kostensenkung, Standardisierung und Beschleunigung von Arbeitsabläufen, mehr Service und Transparenz sowie Sicherung von Produkt- und Leistungsqualität beschäftigen.

Anhand einer Prozesspriorisierung werden im Hinblick auf die Zielsetzung bzw. den Problemdruck der Kommune Prozesse ausgewählt, die vorrangig reorganisiert und optimiert werden sollten. Die Teilnehmer des Prozesspriorisierungs-Workshops werden unter dem Motto „Prozess-Potenzial-Screening“ aktiv in die strategische Prozesspriorisierung und -auswahl anhand von Beispielen aus der öffentlichen Verwaltung eingebunden. Ziel ist es, im Vorfeld von Optimierungs- und Reorganisationsvorhaben Prozesse nach ihrer strategischen Bedeutung sowie dem Dringlichkeitsgrad ihrer Optimierung zu priorisieren. So entsteht eine Auswahl an Prozessen, deren Optimierung für die jeweilige Behörde möglich ist und deren Umsetzung Erfolg verspricht.

Den Teilnehmern wird ein Einblick in die Vorgehensweise des IfG.CC bei der Prozesspriorisierung gegeben. Diese wurde in vielen Projekten bereits erfolgreich angewendet und weiterentwickelt. Die Vorgehensweise ist besonders gut geeignet, um Schritt für Schritt zusammen Prozesse in der öffentlichen Verwaltung hinsichtlich ihres Optimierungspotenzials zu bewerten und auszuwählen.

Der Prozessmodellierungs-Workshop richtet sich an Teilnehmer, die Prozesse modellieren, Veränderungsprozesse moderieren oder das in der Zukunft vorhaben.

Die Teilnehmer des Prozessmodellierungs-Workshops werden unter dem Motto „Prozesse greifbar machen“ aktiv in die Identifizierung, Erhebung, Modellierung und Optimierung von Beispielprozessen (z.B. Baugenehmigung, Gewerbeanmeldung, Kfz-Zulassung) aus der öffentlichen Verwaltung eingebunden. Ziel ist es, den Teilnehmern einen Einblick in die Vorgehensweise des IfG.CC bei der Prozessmodellierung zu geben., die besonders gut geeignet ist, um intuitiv und Schritt für Schritt zusammen mit den Mitarbeitern Prozesse in der öffentlichen Verwaltung zu erheben und zu modellieren.

Der Mobile-Services-Workshop richtet sich an Teilnehmer, die sich über Einsatzmöglichkeiten und Anwendungsperspektiven von mobilen Dienstleistungen informieren möchten.

Die Erbringung von Verwaltungsleistungen unabhängig von Verwaltungsstandorten ist vor allem in ländlichen Regionen und in Kommunen mit vielen Ortsteilen von Interesse. Verwaltungsmitarbeiter werden dazu mit einem Koffer ausgestattet und erbringen Leistungen an wechselnden Standorten außerhalb der Verwaltung, z.B. in Außenstellen von Kommunalverwaltungen, an Hochschulen oder in Senioreneinrichtungen.

Die Workshop-Teilnehmer erfahren, welche Kofferkomponenten erforderlich und welche Leistungen für einen mobilen Service geeignet sind und bekommen Hinweise für die Umsetzung (z.B. technische und organisatorische Anforderungen) und Bereitstellung von Leistungen über das mobile „Bürgerbüro“.

Welche Bereiche können organisationsintern gebündelt werden? Welche praktischen Ansätze und Beispiele gibt es aktuell in der öffentlichen Verwaltung?  

Inzwischen gehört es zur Verwaltungspraxis, in kommunalen Netzwerken zusammenzuarbeiten. Heterogene Strukturen können zusammengeführt, Leistungen standardisiert und kostengünstiger angeboten werden. Auch die unterschiedlichen Ressourcen der Kooperationspartner können gemeinsam genutzt werden. Bisher fand interkommunale Zusammenarbeit überwiegend im Bereich der Daseinsvorsorge oder Wirtschaftsförderung statt. Neuerdings wird jedoch bei Unterstützungsprozessen in den Bereichen Personal, Finanzen und Beschaffung verwaltungsübergreifend zusammengearbeitet; Shared Service Center/Dienstleistungszentren werden aufgebaut.

Immer mehr Kommunen, Landkreise und Landesverwaltungen melden sich, um als Kooperationspartner an dem am 01.04.2012 gestarteten Projekt zur Entwicklung eines Registers mit standardisierten Prozessketten für staatliche Informationspflichten teilzunehmen, das vom Bundesministerium für Wirtschaft und Technologie gefördert wird.

Kooperationspartner in diesem dreijährigen Projekt sind u.a. Verwaltungen der kommunalen und Landesebene, kommunale Spitzenverbände, öffentliche IT-Dienstleister, Unternehmen und Kammern. Zusätzlich zu den schon im Projekt engagierten Fachleuten ermöglicht das IfG.CC nach wie vor weiteren Kooperationspartnern die Teilnahme an diesem Projekt.

Einsatzmöglichkeiten von biometrischen Verfahren/Applications for biometrics

=========================================================================
Die Grundlage biometrischer Verfahren zur Identifizierung von Menschen bilden biologische Merkmale, z.B. Finger- und Handabdruck, Gesicht oder Auge (Iris und Netzhaut). Als Messgeräte dienen Sensoren oder Scanner, wie z.B. Fingerabdruckleser oder Iris-Scanner. In dieser Ausgabe des Infobriefs möchten wir Ihnen weltweit aktuelle Entwicklungen, beispielsweise aus Indien, den USA und Ghana, vorstellen.

Seit 2006 wird in Indien das größte Biometrieprojekt der Welt durchgeführt (wir berichteten in den letzten Infobriefen schon mehrmals). Ziel des Projektes „Aadhaar“ ist es, alle 1,2 Milliarden Einwohner Indiens mit einer 12-stelligen persönlichen Identifikationsnummer auszustatten. Das Projekt ist eine Basiskomponente für viele E-Government-Vorhaben. Doch der Zeitplan für die landesweite Umsetzung verzögert sich, da derzeit erst von ca. 540 Millionen der ca. 1,2 Milliarden Einwohner Indiens die biometrischen Daten in der Datenbank erfasst sind. Weiterhin gibt es momentan kontroverse Diskussionen, ob die biometrischen Informationen für strafrechtliche Ermittlungen verwendet werden dürfen, um Täter von Gewaltverbrechen zu überführen. Die für das „Aadhaar“-Projekt zuständige Agentur (UIDAI) spricht sich gegen die Nutzung der Datenbank für solche Zwecke aus und begründet dies mit dem Recht einer Person auf Privatsphäre.

Im Verteidigungsministerium der USA wird derzeit das automatische Biometrie-Identifikationssystem (ABIS) für militärische Einsätze getestet. Seit 1999 werden in diesem System biometrische Daten erfasst. Das System wurde sukzessive weiterentwickelt und im Januar 2009 bei zwei US-Militäreinsätzen (u.a. im Irak) getestet. Aufgrund unzufriedener Testergebnisse bleibt unklar, ob die Weiterentwicklung des Identifikationssystems vorangetrieben oder eingestellt wird.

Weitere Einsatzgebiete biometrischer Daten sind der Gesundheitsbereich und Wahlen. So werden bspw. in Ghana Ausweise mit biometrischen Daten der Kunden der nationalen Gesundheitsversicherung ausgegeben. Patienten können sich so in den Gesundheitseinrichtungen eindeutig authentifizieren. Auf den Philippinen und Salomonen werden biometrische Daten der Wähler genutzt, um diese bei künftigen Wahlen schneller zu identifizieren und Wahlbetrug zu reduzieren.



2.1 United States: DOD mulls future of troubled automated biometric ID system

Customer testing of the Defense Department’s Automated Biometric Identification System (ABIS) will decide the future development of what has become a crucial element of the military’s global identity management and battlefield support systems. However, past tests of an upgraded version ABIS, which is also a mainstay of biometrics data sharing partnerships with the departments of Justice, State and Homeland Security, have not fared well, and the course of development of the system remains unclear, according to the Army’s Biometrics Identity Management Agency. ABIS allows biometric data gathered by U.S. military forces in theater to be searched for matches in DOD’s ABIS database and across the FBI’s Integrated Automated Fingerprint ID System (IAFIS).

2.2 Ghana: NHIS begins instant issuance of biometric ID

The National Health Insurance Authority (NHIA) has begun issuing instant identity cards based on biometric data. The Chief Executive of the NHIA, Sylvester Mensah announced this at the 2014 NHIA stakeholders’ forum in Accra. The forum examined measures and strategies to improve transparency and accountability in the running of the scheme. The Authority in 2013 commenced a pilot project to register new subscribers onto the NHIS biometrically in two districts, Ayawaso and La, in the Greater Accra region.

2.3 Tanzania: Modern equipment speeds up collection of biometrics in Isles

The ongoing collection of biometric information in Zanzibar is soon to be concluded thanks to the use of modernized equipment the National Identification Authority. NIDA Public Relations Officer Thomas William told The Guardian that the exercise is scheduled for six weeks and will be completed in time reaching both Zanzibar and Pemba Islands. He explained that the equipment being used in Zanzibar is modern and has helped speed up the registration process as well as taking of fingerprints and photographs. “These take us only a single day,” he said “…while in Dar es Salaam, people had to register first and wait for their names to be placed on notice boards for other procedures to follow.”

2.4 Philippines: No biometrics, no voting for 7M in 2016

More than 7 million registered voters who have not entered their biometrics data into the Commission of Elections voters’ list may not be able to vote in the 2016 elections. The purpose of filing the biometrics data – consisting of digital fingerprints, photo and signature – is to clean up the computerized voters’ list using unique multiple fingerprint voter data, generation of voters ID and setup of a database that will identify voters using any of their biometrics information in future elections.

2.5 Solomon Islands: Biometric voter registration system running smoothly in Solomon Islands

The chief electoral officer in Solomon Islands has defended the country's new biometric voter registration system. It is hoped that biometric identifiers will speed up the voter identification process and minimise electoral fraud. More than 800 registration centres have been established throughout Solomon Islands for the registration exercise.

2.6 India: Stop Aadhaar data use to probe crime: UIDAI to SC

UIDAI was asked to give details to solve gangrape case. Even as the Supreme Court is seized of a bunch of petitions challenging the validity of the Aadhaar card, the Unique Identification Authority of India (UIDAI) has rushed to the SC against an order of the Bombay High Court that seeks to examine if its biometric database can be used in criminal investigation. The latest controversy involving a flagship programme of the UPA government has its roots in the order of a Goa court asking the UIDAI to give the CBI biometrics of all residents enrolled with Aadhaar in the state to help solve the gangrape of a seven-year-old girl as the database – which includes recording of fingerprints, iris and facial images of applicants – is supposed to be devoid of duplication and tamper-proof. The girl was raped in a school in Goa’s Vasco city and the case is yet to be cracked. However, there were some chance fingerprints recovered from the scene of crime and the magistrate thought UIDAI could match these fingerprints with its database to help ascertain the identities of the assailants. The high court noted that the UIDAI has agreed to test the competence of its database in comparing the chance fingerprints with its biometric record. The high court also asked the director general of the Central Forensic Science Laboratory to examine the technological capabilities of the UIDAI database.

2.7 India: Maharashtra: Biometric survey of hawkers in Nashik from today

The private agency appointed by the Nashik Municipal Corporation (NMC) and members of the town vending committee will begin biometric survey of hawkers. But the members of the hawker's committee raised objection and met the civic body officials, who postponed the survey by a day. The survey will help identify hawkers in all six divisions of the city. The survey will include the number of street vendors and their locations.

At the Health and Care Innovation Expo NHS England's Dr Martin McShane said training, education and narrative are needed to deliver the potential for technology enabled care systems

Since 2010, UK has taken bold steps in modernising its public service and its successes are well known - it is now on track to becoming the “most digital government” in the G8 by 2015.

4.3 UK Government gets serious about cyber security education

The UK Government is stepping up plans for developing the cyber-security sector, with support for students and teachers.

Following the lead of Scandinavian schools over the last decade, the UK Government has extended the lower age at which school pupils can get cyber-security training from 14 down to just 11 years of age. The Government has also committed to a larger budget to train teachers in the best ways to educate their students, although precise figures have not been discussed at this stage.

4.5 Finland: First public version of the open data portal becomes available

The first public version of the government’s open data portal Avoindata.fi became available in March 2014. When completed, the service will provide a one-stop access to Finland’s open data, and will promote the interoperability of tools and guidelines, as well as public administration service information.

The Ministry of Finance's open data programme has ended the use of information barriers and has created incentives and conditions for the opening up of information and the development of content and services. The data portal constitutes part of the implementation of this programme, and facilitates the finding and exploitation of information resources.

5.2 United States: New App Calls 911 and Notifies Family in Two Taps

Mobile app developer Minh Tran launches an application to simultaneously call 911 and notify family members with GPS coordinates via SMS.

If Minh Tran was asked about the impetus behind his recent 911 emergency app, 2013 could be reason enough. The year brought his family a run in with two near-fatal heart attacks, one suffered by an uncle and the other by an aunt.

The two incidents prompted Tran, an independent mobile app developer based in Virginia, to launch an app in January that calls 911 while simultaneously notifying family members through text messages that include Google Maps GPS coordinates. The mobile app, 911 Help SMS, is aimed to be a free and simple solution to emergency situations and possibly lifesaving with its simple quick dial button.

5.3 Australia: Future of PCEHR review still unclear: Will it be released?

The Department of Health has confirmed that it now has a copy of the review of the Federal Government’s troubled Personally Controlled Electronic Health Records project, although it still cannot confirm whether the document, which will be key to the development of e-health systems in Australia, will be released publicly.

The PCEHR project was initially funded in the 2010 Federal Budget to the tune of $466.7 million after years of health industry and technology experts calling for development and national leadership in e-health and health identifier technology to better tie together patients’ records and achieve clinical outcomes. The project is overseen by the Department of Health in coalition with the National E-Health Transition Authority (NEHTA).

5.4 India: Canara Bank, Biocon sign up for Orissa e-healthcare programme

Canara Bank has lent support to Biocon Foundation and OTTET (Orissa Trust of Technical Education) for a unique public-private partnership (PPP) with the Odisha Government to deliver e-healthcare programme for the underprivileged and rural communities in the State.

Biocon Foundation has joined hands with OTTET to augment and implement a mega-ICT based e-Health project in the state. A MoU was signed between Biocon Foundation, Canara Bank and OTTET to take it forward.

5.5 Namibia’s first IXP a step forward

The Namibia Internet Exchange Point (IXP), which was officially launched in the capital, should result in more secure, affordable and faster internet services in the country.

The government received support for the launch of the country’s first IXP from the African Union Commission under the African Internet Exchange Point System Program.

The IXP connects internet service providers to enable them to exchange local internet traffic between local networks and to interconnect directly in order to offer network improvement and better quality of services.
