Each year, the IMD (International Institute for Management Development), an independent academic institution for business leaders, produces the IMD Smart City Index, the world’s leading ranking of the cities that are adopting a sustainable, efficient and inter-connected model of the future for the benefit of their inhabitants.

US: With smart cities, technology is not the problem

It was true when the Smart Cities Connect conference began back in 2016, and it is still true today, technological solutions to many of the issues that plague cities — information access, air quality, traffic, energy management, to name a few — already exist. The real challenge that stops putting those fixes in place? The humans.

That’s the message that Chelsea Collier, Editor at Large of Smart Cities Connect, said in an interview at the spring conference in Denver, Colorado. “Smart City technology is ready and available — that isn’t the issue. It is important smart city tech be designed and deployed thoughtfully, equitably, and in alignment with the community. That brings in challenges with people and processes,” said Collier. “It can be challenging to get people to embrace new ways of thinking and new ways of doing things.”

There aren't many news stories about Estonia, a tiny country in northern Europe. The Baltic Sea nation, which is only home to about 1.2 million people, is occasionally eclipsed by its larger eastern neighbour, Russia, despite having a smaller population.

In 1991, when Estonia declared its independence from the Soviet Union, Ukraine was one of the first nations to do so. Since then, Estonia has been a steadfast ally of Ukraine.

    Responsive cities

As continuing urbanization places further pressure on infrastructure, space and the environment, the successful cities of tomorrow are likely to harness smart technology to become intuitive entities, able to respond quickly to the evolving behavioral patterns and needs of citizens.

Cities are hubs of innovation and economic growth, but many are beset by strained infrastructure, polluted environments and growing social division. Pre-pandemic, research from the UN indicated that 68 percent of the world’s population were expected to live in urban areas by 2050, but changing attitudes to work and life are powering the big remote – urging individuals to reconsider their kinship with larger cities (1).

Beyond Tech: Prioritising water and food security in smart City Development

Smart city projects dominate the development vision of economies across the world. In the Middle East, such developments are gaining momentum by the day. Therefore, a future where the word "smart" prefixes every city in the developing world is not too far away. However, at this juncture, the question remains: What are smart cities beyond their obvious technological underpinnings?

By definition, smart cities are urban centres where infrastructure, such as power grids, water utilities, and traffic control, is connected via different information and communication technologies (ICT). In the Middle East, smart city developments must prioritise food and water networks due to long-standing scarcities. Due to systemic challenges, including but not limited to an arid climate, high soil salinity, unreliable rainfall, and desert conditions, the region has not made progress toward sustainable water and food security.

IN: Meghalaya: Shillong: Unplanned Smart City

Shillong is supposed to be a smart city but the smart infrastructure is woefully missing. One of the first things visible in a planned city are recreation spaces. In Shillong the only recreation space for children is Lady Hydari Park. The Wards Lake has no space for kids to scamper around and tire themselves out. Kids and young adolescents should be physically active to expend their energies instead of being glued to their smart phones which is the case today and this has serious consequences. In most cities every locality has a public garden and recreation park where even the elderly can meet with their peers as they take their grandkids out to play. The elderly cannot be cooped up in their homes the whole day. They need to meet and interact with others on a range of issues. It helps them to trigger their thought processes and perhaps keep Alzheimer’s at bay.

The global broadband subscription market alone was worth over $356bn by the end of 2021 and supports a wider ICT industry that typically accounts for between two per cent and seven per cent of a country’s overall GDP. The benefits of broadband, however, spread far beyond those that can be directly monetised.

Improving the competitiveness of U.S. smart cities and counties

In my last article in this journal, “Building smart cities and counties with the Infrastructure Act,” I recommended that the funding available from the Infrastructure Act presented an opportunity for U.S. city and county jurisdictions to ramp up their smart city/smart county programs. At that time I noted that historically the U.S. lags far behind the rest of the world in the rankings and the infusion of federal funding could help the U.S. to catch up with jurisdictions internationally. Sadly, a recent analysis of smart city rankings from a variety of sources shows that the U.S. is lagging even further behind than we were a year ago. The most recent rankings released—the International Institute for Management Development (IMD) rankings for 2023—proves the point.

TH: Smart cities listen to their citizens

Thailand has embraced the agenda of smart cities, with promises of hope for better urban futures. It is not always clear what is meant by a "smart city" but the agenda in Thailand is presented as being founded on seven core pillars -- Environment, Economy, Mobility, Governance, Living, People and Energy, with promises to improve people's quality of life, reduce inequality, and create prosperity, security, and sustainability.

Importantly, the Smart Governance pillar offers "to make governance fair and transparent, and also encouraging people's participation". These are commitments that are much needed in Thailand, but the planning process of smart cities appears to exclude the majority of urban citizens and is a long way from being transparent or accountable, and with no meaningful participation in how cities are shaped or for whose benefit.

In a major upgrade to advice previously directed at the deployment of 5G networks, the Five Eyes agencies are now telling everyone from major carriers to town mayors and wastewater operators to take a serious second look at the heavily-pumped notion of connecting everything from rubbish bins to traffic lights to the net.

CN: ‘Smart’ Hong Kong: Robot mapping dog, traffic apps among new urban integrations

Traffic systems, waste and water management, and other critical areas have fully been integrated with smart technological solutions in a region in Asia.

Hong Kong, a special administrative city-state of China, showcased these advancements at its inaugural trade show called the InnoEx 2023 at the Hong Kong Convention and Exhibition Center (HKCEC) on April 12.

Malaysia's e-Government Service provider, MyEG Services Bhd, has expanded its list of e-government services with the launch of its Voluntary Vehicle Ownership Transfer System.

It aims to achieve 20 per cent of the total vehicle ownership transfer transactions by 2013.

Executive chairman Datuk Dr Norraesah Mohamad said the group had invested several million ringgit on the service, which will allow vehicle owners and eventual buyers the convenient option of transferring vehicle ownership online.

"We hope by next year, the service will be able to achieve about 20 per cent of the total transaction of ownership transfers," she told reporters after the launch of the service by Transport Minister Datuk Seri Kong Cho Ha today.

She said currently, 35 per cent of the Road Transport Department transactions were through the company.

"We are diligently seeking new areas and developing innovative ideas to enhance our suite of services with the principal goal of providing services that enhance convenience to the public when transacting with the government."

She also said that the group was currently looking for opportunity to extend the coverage of e-government road tax renewal to Sabah and Sarawak.

Meanwhile, Kong said the launch of the service was in line with the government's initiative to achieve the target of 85 per cent of government's services to go online by 2015.

He said over the last three years, the number of registered vehicles in Malaysia has increased steadily and statistics showed that about 1.2 million vehicle ownership were transferred manually last year.

MyEG, a MSC-status company listed on the Main Market of Bursa Malaysia, was established in 2000 with principal activities comprising the development and implementation of E-Government services.

Among the services offered by the group are online vehicle road tax renewal, auto insurance renewal and online traffic summons checking and payments delivery.
