India: Kerala: NeGP to replicate ICT success stories

The National e-Governance Programme is looking for successful ICT programmes from various states for replication across the country. This was stated by Anurag Goyal, Director, National e-Governance Programme, during a chat with Kerala IT News. Anurag was on a two day visit to Kerala coinciding with the stop of the Commonwealth Express at the Thiruvananthapuram Central Station.

Talking to Kerala IT News, Anurag said, “There are several good e-Governance projects which have been implemented by State Governments but unfortunately we have not been able to replicate their success on a national level. We are now on the lookout for good projects that will bring the G2C services to the people at the grassroots level. Irrespective of whether it’s done by a Government agency or Private, on Proprietary or Free software, we would like to replicate ICT success stories”.

UK: Local government web sites are more accessible than those of central government

But report suggests they leave their users less satisfied

When compared with central government web sites, those provided by local government are better equipped to give users what they are looking for, but leave them less satisfied, according to a report from local government IT body Socitm.

The report, Use of the Web – Local Government Compared with Central Government, incorporates data from its Website Take Up Service which measures use of local authority web sites and compares it with data from the Central Office of Information (COI), which looks at central government web site use.

USA: Veterans Affairs and Indiana exchange to share e-health records

In a pilot test of health record sharing based on the nationwide health information network (NHIN), the Veterans Affairs Department said it will begin to exchange clinical data with Indiana private healthcare providers who are treating military veterans and their families.

The Richard L. Roudebush VA Medical Center in Indianapolis will share veterans’ health records (EHRs) electronically with private clinics who are members of the Indiana Health Information Exchange (IHIE), the large Indiana e-health hub, according to an Aug. 24 VA announcement.

India: Kerala: ‘Re-engineering government process a challenge’

The building of ownership, changing of management and the re-engineering of government processes would be the major challenges in the future for the government in the implementation of e-governance plan, Anurag Goyal, director, Department of Information Technology, Ministry of Communications and Information Technology, has said.

“When we switch to electronic mode from manual mode with the implementation of e-governance programme, certain jobs would become redundant. But it is not desirable to reduce the number of employees. So, we have to make some alterations in recruitment rules and giving training to existing employees,’’ said Goyal, who was in the city on Wednesday in connection with the arrival of ‘Commomwealth Express’, a special exhibition train showcasing the ICT revolution in the country and the glory of Commonweatlh Games.

India: Andhra Pradesh: Cyber threats now more organised

Cybersecurity threats today are more organised, targeted and have financial motives, experts concurred at a CII conference on Cyber Security here on Wednesday, and called for new organisational structures, greater awareness and coordination between agencies.

Renu Challu, managing director, State Bank of Hyderabad, said cyber crimes were now occurring more during online transactions rather than at the systems end. With 16 million online banking customers in the country, most risk arises from people — both employees and customers, she said. Her prescription for cyber security was educating staff and customers.

Ecowas Commission Steers Towards Common E-Health Program

The ECOWAS Commission has kicked-off a plan to develop an institutional framework that will drive the ECOWAS health care policy towards the establishment of a robust ICT-based Health Information System for the region.

The system will drive the implementation of programmes for the sector at the regional level, the Director of the ECOWAS Community Computer Centre, Dr Monisoye Afolabi explained during a three-day meeting which ended in Ouagadougou on Friday 13th August, 2010.

Uganda: Government to Link Optic Cable to SEACOM

The national data transmission backbone and e-governance infrastructure cable will be connected to SEACOM, the East African Marine System (TEAMS) and the East African sub-marine cable system (EAASy) cables, the ICT minister has said.

Aggrey Awori said this would ease work in projects like the business process outsourcing enterprise that would support outsourcing centres to be set up by the government. Awori was speaking at the swearing-in of the new National Information Technology Authority Uganda executive director, James Saaka, at the ICT ministry boardroom.

EU: Guideline for public administrations on procurement revised

In June 2010, the study Guideline on public procurement of Open Source Software, which contains information to explain the usefulness for public agencies in adopting open source, was updated based on recent procurement policies in Spain, Malta and Italy.

In addition to the guidelines for procurement of open source software, the study provides practical information on how to accomplish this within the existing legal framework of procurement regulations, as well as including ready-to-use templates for legal texts.

EU: SEMIC.EU exceeds 500 interoperability assets available for download and reuse

In August 2010, the number of interoperability assets in the personal data exchange repository of the Semantic Interoperability Centre Europe (SEMIC.EU) surpassed 500.

With 1 090 registered users and 11 related repositories, SEMIC.EU as a service and its network for pan-European cooperation continues to be a cornerstone of the European Commission's efforts to increase semantic interoperability and reuse in pan-European data exchange. The total for this pan-European exchange model for data on persons currently stands at 502.
