Vietnam: Government to go online

The Vietnamese government has approved a plan to transfer elements of its administration online from 2011 to 2015 to better inform residents of government operations.

The plan to develop an e-government was proposed by the Ministry of Information and Communications.

It aims to increase the efficiency of government agencies while reducing operation costs and making government actions more transparent, according to the proposal signed Friday last week by Prime Minister Nguyen Tan Dung.

USA:Boston Launches a Mobile Version of its Website to Align With Various Ways People Access the Web

Consider briefly the number of devices that can access the Web -- cell phones, smartphones, computers, laptops, tablets, game consoles. Now imagine trying to build a website that functions well across all these platforms. The city of Boston did in recently launching a mobile version of www.cityofboston.gov to try to bridge the digital device divide.

As mobile devices evolve, some might wonder whether building a mobile version of a website still makes sense. Boston CIO Bill Oates and Raj Pareek, the city's manager of e-government initiatives, believe it does. They built an inexpensive mobile site they believe will put the city in a better position to communicate with citizens now and in the future.

USA: Virginia Web Widgets Bring Government Information to Users -- on the Website of Their Choice

Ask people what they think of their state's official website and chances are, most won't have much to say -- government sites just aren't that popular. According to data from Alexa, a company that tracks Internet traffic, not one of the top 100 most visited sites in the United States was a state or local government portal as of July.

This could mean that many citizens are missing out on important information their state and local leaders want them to see online -- information that could impact their lives and relationship with the government.

USA: Nebraska: Kearney, Gibbon libraries may get computers, more through broadband project

The Nebraska Library Commission announced that the Kearney and Gibbon public libraries will participate in Library Broadband Builds Nebraska Communities, Nebraska’s public computer center project funded by the U.S. Department of Commerce.

Though it isn’t known what Kearney Public Library will receive, it anticipates more computers, scanners, software and training, according to Library Director Matthew Williams.

“What we asked for were some replacement computers and new computers, but we don’t know if that is what we’ll receive at this time,” Williams said.

USA: Missouri: St. Louis: More city records now available online

In an attempt to make it easier to find city records, St. Louis is making many of them available online. See the website here: stlcin.missouri.org/citydata/newdesign/index.cfm

Initially, the Geo St. Louis site was intended for government use, but over the last 18 months the city has made the site public and more recently, expanded it to include images, maps, and information about neighborhood demographics.

"People looking at putting in a business, they want to know some demographic information. What's the makeup of the people living in this area? What kind of buying power do they have? How close is this to other things?" said Mayor Slay.

Internet as a human right in developing countries

No net, no money, mo' problems

Internet rights groups and lawyers have warned that high internet prices in developing countries could push them further behind in the fight against poverty. They have also said access to the internet should be a basic human right.

The comments by the Open Rights Group and Dr. Yaman Akdeniz, a professor of law, and director of Cyber-Rights.Org, follow figures released by the UN looking at the global disparity in fixed broadband access and cost in different countries.

USA: Pay Arkansas Driver License Reinstatement Fees Online

A new online service introduced by the Arkansas Department of Finance and Administration Office of Driver Control allows motorists to pay reinstatement fees for a suspended or revoked driver license with a credit card. Previously, reinstatement fee payments could be made only by mail or in-person at a revenue office.

The Department of Finance and Administration anticipates that the service, accessible from Arkansas’ official Web site, www.arkansas.gov, will assist drivers with reinstating their license more quickly and conveniently than traditional methods. Partial payments are also accepted.

ITU urges governments to help broadband development

According to Hamadoun Touré, the secretary general of the International Telecommunication Union (ITU), for the development of broadband networks worldwide, a clear and stable regulatory framework should be provided by the governments.

Touré, who will present to the UN a report on the broadband market from the Broadband Commission for Digital Development on 19 September, said in London on Thursday that governments around the world should push investment in broadband, so as to help the UN meet its Millennium Development Goals by 2015.

UK: Wales spends £825,000 on telehealth

Wales has announced plans to spend £825,000 on projects to harness new technology and local innovation to improve access to health and social care in rural areas.

A total of 13 local projects will receive a share of £525,000 from the Welsh Assembly Government.

A further £200,000 will be allocated to Hywel Dda and Powys health boards to pilot integrated models of care, and £100,000 will be spent on national coordination and evaluation of the projects.

India: M-phone technology for tele-health solutions in rural India

Oxford Institute of Biomedical engineering is exploring possibilities of introducing its newly developed mobile-phone based tele-health solutions (mHealth)especially for the management of chronic diseases for rural Indian population, Professor Lionel Tarassenko said today.

The visiting professor Tarassenko said at IIT Mumbai that the mPhone has been validated for early detection and early warning and validated in more than 20 clinical trials.
