Global broadband cost disparity must be addressed

Broadband connections may be growing, but governments still need to give more backing to this ‘transformational technology,’ according to the ITU.

The International Telecommunication Union has released figues showing some countries are forced to pay over the odds for a broadband connection, affecting the number of subscriptions.

UK: Scotland: Google Custom Search Edinburgh City Council to Launch New Web Site

The City of Edinburgh Council will launch a long-awaited new web site this month (15 September) which will allow it to increase the level of online transactions and reduce running costs. The new web site is being developed on the Jadu content management system (CMS), and will also provide a platform for around 200 other websites that the council provides support for.

Jadu have developed CMS's for over 30 local authorities including East Lothian, Manchester, and Derby.

USA: California, Boston and Chesterfield County Lead 2010 Best of the Web Winners

California, Boston and Chesterfield County, Va. took top honors from the Center for Digital Government's Best of the Web awards program, in an announcement Wednesday, Sept. 1.

Best of the Web highlights the top 10 state, county and city portals in the nation that show the highest levels of innovation, functionality and efficiency.

The top state honor went to California's government portal, CA.gov. Among the site's numerous new features was mobile.ca.gov, specifically designed for mobile devices.

USA: Study Clarifies Government's Social Media Record Requirements

The National Archives and Records Administration is looking to remove hurdles that have held up adoption of Web 2.0 in government by clarifying its policies.

In an attempt to clear up confusion over record-keeping requirements for government use of social media, the National Archives and Records Administration has released a new report detailing the intersection of records and social media and recommending new policies to address federal record keeping in the Web 2.0 era.

The study, "A Report on Federal Web 2.0 Use and Record Value", comes as more and more agencies embrace social media for official communications, and drew on interviews and focus groups with representatives from 25 federal agencies to determine how social media is being used in government today.

Kenya: Time to automate business registration processes

Many entrepreneurs have shared stories of the frustration they encountered in registering their businesses in Kenya.

While this is partly due to their own ignorance of the steps required, it is also due to the numerous processes that one has to go through.

In Doing Business in Kenya 2009 report, the World Bank and the International Finance Corporation says it requires 12 procedures, 34 days, and costs 36.48 per cent gross national income per capita to register a company in Kenya.

USA: Gov. Culver: Iowa utilities board unveil detailed assessment of broadband market in Iowa

Governor Culver and the Iowa Utilities Board (IUB) are announcing a major step forward in increasing high-speed Internet access and adoption across the state. A new, detailed report titled Iowa Broadband: Current Market Analysis & Initial Recommendations for Acceleration of Iowa’s Broadband Market, www.connectiowa.org/_documents/ConnectIowaBroadbandAnalysis082010FINAL.pdf, offers the state’s first look at key broadband market data that will be used to form a clear, strategic plan for broadband expansion in Iowa.

“Broadband service is now available to about 95 percent of Iowa households, which is fabulous, yet only about 66 percent of those households are subscribing to the service,” Culver said. “Further expansion and adoption of quality broadband service in Iowa will ensure the future of quality jobs in our state as well as continued economic competitiveness. High-speed Internet also offers citizens access to vital services like telemedicine, distance learning, and e-government that can improve all Iowans’ quality of life.”

Behördenrufnummer 115 jetzt auch in Rheinland-Pfalz erreichbar

Ab dem 1. September 2010 kann die einheitliche Behördenrufnummer 115 erstmals auch in Rheinland-Pfalz gewählt werden: Heute schalten die Stadt Trier und der Kreis Trier-Saarburg die 115 für ihre Bürgerinnen und Bürger frei. Schon bald sollen weitere rheinland-pfälzische Kommunen folgen. Insbesondere Koblenz und Mainz interessieren sich für eine Teilnahme an dem Projekt.

Auch in Nordrhein-Westfalen wird der Kreis der D115-Modellregionen heute erweitert: Nach Remscheid schließt sich nun auch die Stadt Solingen an das D115-Servicecenter in Wuppertal an.

Canada: British Columbia: Telehealth next best thing

For the past six months, the Bulkley Valley District Hospital has been using new Telehealth technology to perform echo-cardiograms (ECG), examine X-rays and conduct follow up appointments and cancer treatment assessments.

Telehealth allows a patient to visit with a physician through live video to receive a medical diagnosis when they are separated by distance. This means that people in Smithers can “visit” specialists in places like Prince George and Vancouver without actually making the trip.
