1.1 Kooperationsvertrag mit der Hertie School of Governance (HSoG)
Anfang August hat das IfG.CC mit der HSoG zur Durchführung eines Forschungsauftrages einen Kooperationsvertrag geschlossen. Im Rahmen des Projektes soll herausgefunden werden, inwieweit durch eGovernment neue Formen der Bündelung von Verwaltungsleistungen möglich sind.
Gegenwärtig hält das Schlagwort Shared Services in der Verwaltung Einzug, an das nicht selten überhöhte Erwartungen geknüpft sind. In dem Projekt soll kritisch untersucht werden, inwieweit Shared Service Center für die Neuordnung der öffentlichen Verwaltung in Betracht kommen und welche Konsequenzen davon für die Governance-Struktur zu erwarten sind.
Das Projekt, das noch bis April nächsten Jahres läuft, wird finanziell unterstützt vom ISPRAT-Institut und den daran beteiligten Unternehmen.

1.2 Wissenschaftliche Begleitung von T-City
Das IfG.CC unterstützt die wissenschaftliche Begleitforschung von T-City. Durchgeführt wird die Gesamtbegleitung vom Geographischen Institut der Universität Bonn um Professor Dr. Claus-C. Wiegandt und Projektleiter Michael Lobeck.
Nachdem vor sechs Monate die Stadt Friedrichshafen den T-City-Wettbewerb der Deutschen Telekom gewonnen hatte, fand am 27.08. fand in Bonn der Auftakt zur wissenschaftlichen Begleitforschung statt. Im Rahmen von T-City ist vorgesehen ist, dass innerhalb der nächsten fünf Jahre zahlreiche Einzelprojekte in unterschiedlichen Politikfelder durchgeführt werden, die sich durch „e“ aufwerten lassen. Umgesetzt werden sollen Lösungen u.a. im Bereich eGovernment, eHealth oder eCommerce, mit der Zielsetzung, die Lebensqualität in der Stadt nachhaltig zu verbessern. Am Treffen in Bonn haben Wissenschaftler aus den unterschiedlichsten Fachdisziplinen (z.B. Geographen, Raumplaner, Verwaltungswissenschafter, Wirtschaftswissenschaftler, Soziologen) teilgenommen. Das IfG.CC zeichnet für den Bereich eGovernment verantwortlich. Aufgabe der wissenschaftlichen Begleitforschung ist es, die Veränderungen von Lebensqualität, Kommunikation und sozialen Beziehungen in den nächsten fünf Jahren umfassend zu untersuchen.

1.3 Neue VM-Ausgabe und Call for Paper
Im August ist eine neue Ausgabe der Zeitschrift „Verwaltung & Management“ erschienen mit einem Editorial des IfG.CC Vorstandsmitglieds Dr. Tino Schuppan zur Notwendigkeit der branchenspezifischen Anpassung des Neuen Steuerungsmodells. Die Zeitschrift "Verwaltung & Management" (www.verwaltung-management.de) wendet sich an Führungskräfte in Verwaltungen sowie an Verwaltungs- und Wirtschaftswissenschaftler, Unternehmensberater, IT- und Systemhäuser, Weiterbildungsinstitutionen und berichtet aus praktischer und wissenschaftlicher Sicht über: Führung und Management, öffentliche Aufgaben, Aufbau- und Ablauforganisation, Personalentwicklung, Verwaltungsinformatik, Informationstechnik, öffentliche Finanzen sowie Haushalts- und Rechnungswesen.
Die Redaktion freut sich auf die Zusendung innovativer Artikel. 2. Schwerpunktthema des Monats: Entwicklung von Telemedizin weltweit

Weltweit werden Konzepte und Strategien entwickelt, wie mit neuer Informations- und Kommunikationstechnologie die Versorgung der Patienten insbesondere in weniger dicht besiedelten Regionen verbessert werden kann. Während in Deutschland zurzeit die Gesundheitskarte in einigen Regionen testweise eingeführt wird, werden in anderen Ländern z.B. schon die elektronische Patientenakte eingeführt und Krankenhäuser miteinander versetzt. Ein besonderer Fokus der Telemedizin liegt in vielen Ländern auf der besseren Versorgung der ländlichen Gebiete mit Gesundheitsleistungen - sowohl in Entwicklungs- als auch in Industriestaaten. Von den Entwicklungsländern ist Indien - wie auch in anderen Bereichen - eines der fortgeschrittenen Länder. Zu den Vorreitern seitens der Industrieländer zählen in dieser Hinsicht u.a. Kanada, einige Bundesstaaten der USA, aber auch Australien.

2.1 India: Hospitals should reach patients: Sibal
There is a need for a dedicated satellite for providing health services to people in the remote and rural areas, science and technology minister Mr Kapil Sibal said. "The country with 17,000 hospitals and half a million doctors has the potential to give its people the best health care facilities," Mr Sibal said launching the telemedicine facility for rural areas at Sir Ganga Ram Hospital. The facility has been set up in public-private partnership by the Indian Space Research Organisation, Sir Ganga Ram Hospital, Union health ministry and Union science and technology ministry.
The centre is part of a project called "Village Resource Centre (VRC)", which aims at providing specialized (tertiary level) health services at the community health centre (CHC) level in rural areas. The project began at Ganga Ram Hospital in March, 2006. Three such centres have been set up in the first phase in Gohana (Haryana), Kaithun (Rajasthan) and Dasmal (Himachal Pradesh). Each centre is equipped with modern diagnostic facilities and is also attended by a qualified doctor. In addition, through a satellite link, each centre is connected to Gangaram Hospital for providing online consultation and medical diagnosis. In case, further consultation is needed, patients are referred to the hospital in Delhi where they do not have to pay any consultation fee. In the last six months, the Gohana Centre has examined 5,000 rural patients.
The VRCs will also provide services like rural medical insurance, farming advise, weather updates, water management and employment generation through vocational courses and educational facilities.

2.2 South Africa: E-health framework completed
The national health department says it has developed a framework electronic health record system for SA, and it is now up to the individual provinces to enter patient data into the medical database. The system is part of government's e-health strategy and seeks to capture citizens' medical information from birth to death. National Health Information System (NHIS) director Dr Shaheen Khotu says the framework is complete and ready for use. "There is no need for proof of concept of anything; we've demonstrated that it works."
The NHIS is intended to provide the country with an overall patient information system, linking the private and public sector at local, district, provincial and national level. The public sector alone includes 369 general and 54 specialised hospitals, as well as 3 143 clinics and a number of support institutions such as medical laboratories.
The NHIS was developed with a view to introducing technological innovations in various aspects of healthcare, including: a registration system for information on births, deaths and diseases; a telemedicine system for hospitals (involving the use of technology to give assistance to doctors and nurses in inaccessible areas); a system for recording regional variations in disease management and disease-occurrence.

2.3 Telemedizin in den USA
2.3.1 Kansas: Telemedicine to be developed for Cushing
Local residents will soon be able to access medical care through a telemedicine program being offered through St. Luke's Health System. While the program has yet to be implemented at Leavenworth's Cushing Hospital, officials hope that telemedicine will allow patients to consult with physicians and receive treatment without having to travel to receive care. "It provides services over a distance that patients might not receive in their hometown," said Steve Kropp, director of outreach services for St. Luke's. According to Kropp, telemedicine will provide access for specialty services such as cardiology, pulmonology, hematology, psychiatry and wound care.
In the program, a patient's telemedicine consultation will be facilitated locally by a registered nurse or nurse practitioner. A specialized exam room with a double flat-panel video conferencing system will allow the patient to interact with a physician. The nurse can administer a digital stethoscope or general exam camera to assist in the consultation.But the program could take some time for patients to get used to. "I think initially it will be a learning curve - patients are used to face-to-face interaction," Kropp said. "It provides specialty care in a more efficient timeline than they are experiencing now."

2.3.2 USA: Video conferencing center at KU Med is changing health care in Kansas
More patients throughout the state may become closer to the University of Kansas Medical Center in Kansas City, Kan., without leaving their hometowns. U.S. Rep. Jerry Moran (R-KS), representative from the First District in Kansas, announced an earmark of $300,000 for the medical center's telemedicine program. The measure has passed the House and approval remains for the Senate. Using a video conference center and other technology, doctors at the medical center can meet with patients as far away as Hays, Kan., preventing an over four-hour drive for both parties.

California Governor Arnold Schwarzenegger today announced $25 million in new grants for health care and technology projects, which could help expand access to specialty doctors in rural and other underserved parts of the state. Projects eligible for funding could include technology improvements for safety net providers such as rural health clinics, critical access hospitals and county health departments. Other projects could include preventive health care or medical education programs.

2.4 Telemedizin in Australien
2.4.1 Australia: Remote diagnosis ... good for the patient and the doctor
Now you can get a health check-up without setting foot inside the doctor's surgery. It's two in the morning and Eric Sclavos is in his home office, looking at a radiology request from the emergency department of Logan Hospital, south of Brisbane. The patient was involved in a car accident and hospital staff need an urgent assessment before deciding if surgery is needed. Dr Sclavos logs on to the hospital's secure server using his laptop and a mobile broadband connection, reads the patient's record, examines the computerised tomography (CT) images and follows the specialist software prompts to prepare and file a written report complete with audio comments. Within minutes, Logan Hospital medics have the diagnosis and can proceed with the case, one of several handled by the radiologist every week.
It's Surgery on a Bus: Stuart Garland is proud of his bus. Since 2001 it has enabled health-care providers in remote New Zealand locations to provide services that previously required a long flight or drive. The bus is a mobile operating theatre equipped with interactive video-conferencing equipment of broadcast quality. It was built to take specialist doctors to country towns to perform on-board day surgery. But it now carries a complete broadcast studio that enables country hospital doctors to care for patients in their own surroundings while under the watchful guidance of specialists in off-site locations. Dr Garland calls it "teleporting". It recently enabled keyhole surgery to take place in Christchurch with assistance from specialists in Brisbane's Prince Alexandra Hospital. Doctors could even watch a video recording of a consultation done three weeks before as a reference while performing the telesurgery. Country doctors use the teleporting facility to participate in overseas conferences as well.

2.4.2 Australia: Remote e-health plan unveiled
The federal Government says a new internet-based health system for remote areas will ensure health issues identified in Aboriginal children are properly followed up. At the Australian Health Summit in Sydney, Health Minister Tony Abbott announced an electronic health record initiative for remote indigenous towns. An investment of $25 million over the next three years would see the Medicare records and health concerns of more Australians dealt with online, Mr Abbott said. Better equipped GPs would be able to receive lab results and X-rays via the internet, as well as sending referrals and writing prescriptions online.

3.1 Brandenburg: Erstmals elektronische "Akteneinsicht" für geblitzte Temposünder
Seit Anfang August gibt es für Temposünder erstmals in Deutschland via Internet einen direkten Draht zur Bußgeldstelle der Polizei. Brandenburgs Polizei-Internetwache öffnete nach zweimonatiger erfolgreicher Testphase die Online-Tür für "owi interaktiv" (Ordnungswidrigkeiten interaktiv). Von nun an können bei erhobenen Buß- und Verwarnungsgeldern Betroffene Teile ihrer Vorgänge per Mausklick unter www.polizei.brandenburg.de im Internet einsehen und hier sofort beantworten. Innenminister Jörg Schönbohm bezeichnete den neuen elektronischen Service als Beispiel moderner Verwaltungsarbeit. "Bürger und Polizei sparen Zeit und Geld in einem sehr arbeitsintensiven Bereich. Das ist die entscheidende Messlatte einer modernen öffentlichen Verwaltung. Brandenburgs Polizei bleibt mit ihrer erfolgreichen Internetwache ein Online-Schrittmacher", betonte Schönbohm.

3.2 Brandenburg: Online-Antragstellung zur Agrarförderung wird einfacher
Seit 2002 können Brandenburgs Landwirte und landwirtschaftlichen Betriebe Ihren Agrarantrag online stellen. Diese Möglichkeit wird in den Landkreisen noch immer sehr unterschiedlich genutzt. Die Zahl der Antragsteller stieg 2007 auf rund 8 Prozent, 2006 waren es noch knapp 7 Prozent. Die Online-Antragstellung wird weiter vereinfacht, wie das Landesamt für Verbraucherschutz, Landwirtschaft und Flurneuordnung (LVLF) des Landes mitteilte. Neben der elektronischen Variante stellt Brandenburg wahlweise, auch für die Berliner Landwirte, weiterhin den Papierantrag zur Verfügung. Die meisten Online-Anträge werden in den Landkreisen Prignitz und Elbe-Elster gestellt. Neben diesen Spitzenreitern, mit jeweils 136 und 125 Online-Antragstellern, gibt es auch Landkreise mit nur einem Online-Nutzer.

3.3 Brandenburg: Wettbewerb eKommune2007
Auch in diesem Jahr sind Bürgerinnen und Bürger wieder zur Bewertung der Internetangebote der brandenburgischen Kommunen aufgerufen. Zum dritten Mal geht es bei diesem kommunalen Wettbewerb um den Titel ‚eKommune' des Jahres. Der Fragebogen wird pünktlich zum Start des Wettbewerbs am 12. September unter www.ekommune-bb.de abrufbar sein. Er kann dort online ausgefüllt und versandt werden. Mitmachen lohnt sich: Unter den Einsendern werden attraktive Sachpreise verlost. Den Kommunen, die in der Nutzergunst ganz vorn liegen, winkt ein Preisgeld. Die Preisträger werden in den Kategorien Ämter und amtsfreie Gemeinden bis 20.000 Einwohner sowie Ämter und amtsfreie Gemeinden einschließlich kreisfreier Städte mit mehr als 20.000 Einwohnern ermittelt.

3.4. Brandenburg: Start des Internetportals „Wohngeld-Online“ in der Landeshauptstadt Potsdam
Die Landeshauptstadt Potsdam und das Computer Zentrum Strausberg haben gemeinsam die Voraussetzungen geschaffen, ab 1. September 2007 eine Plattform zu starten, die es den Bürgern der Stadt ermöglicht, Wohngeldanträge direkt über das Internet zu stellen. Mit dem Start dieses gemeinsamen eGovernment-Projektes besteht in Potsdam erstmalig die Möglichkeit, eine Sozialleistung direkt über das Internet zu beantragen. Der Antragsteller spart dadurch nicht nur Zeit, sondern er kann auch seinen Wohngeldantrag völlig unabhängig von Öffnungs- oder Sprechzeiten der Verwaltung stellen.
Der Zugang zu diesem Dienstleistungsangebot erfolgt über die Internetseite der Landeshauptstadt Potsdam (www.potsdam.de). Von dort aus führt die Rubrik „Dienstleistungen" den Nutzer über den Aufruf „Online-Dienste" direkt zu dem Angebot Wohngeld-Online. Auf der Internetseite des Wohngeldportals werden dem Nutzer auch alle für das Antragsverfahren erforderlichen Informationen in übersichtlicher Form angeboten. Sollten dennoch Fragen entstehen, deren Beantwortung nicht gleich zu finden ist, werden auch die Mitarbeiter der Wohngeldstelle Potsdam gern mit Rat und Tat zur Seite stehen.

4.1 Deutschland: Bürgerfreundliche Verwaltung durch E-Government
Auf ihrer Klausurtagung am 23. und 24.08.2007 in Meseberg hat die Bundesregierung für die zweite Hälfte ihrer Amtszeit vereinbart, mit langfristig angelegten Vorhaben entscheidende Weichen, auch über die Legislaturperiode hinaus, zu stellen. Das Abschlusspapier der Kabinettsklausur hält explizit fest, dass Internet und elektronische Datenverarbeitung neue, noch ungenutzte Möglichkeiten bieten, die Verwaltung bürgerfreundlicher zu machen und Bürokratielasten zu vermeiden. Bund und Länder werden zu enger Zusammenarbeit aufgerufen.

Was auf den ersten Blick recht lapidar wirkt, könnte in den kommenden Jahren zu einem der größten IT-Projekte in Deutschland avancieren: Die Einführung einer bundesweit einheitlichen Behördenrufnummer. Geboren wurde die Idee im vergangenen Dezember auf dem "ersten nationalen IT-Gipfel". Ziel des Projekts D115 (PDF-Datei) ist der Aufbau einer komplexen, IP-basierten Call-Center- und Vernetzungsstruktur, die es Bürgern, Unternehmen und Institutionen künftig ermöglichen soll, alle Ämter des Landes unter einer zentralen Einwahlnummer zu erreichen. Einfache Anliegen sollen nach den Vorstellungen der IT-Strategen auf Bundes-, Länder- und Kommunalebene von den Call-Center-Mitarbeitern sofort im Erstkontakt erledigt, komplexere Fragen in einem Verbund aus Service-Centern der verschiedenen Verwaltungsebenen an die zuständigen Stellen elektronisch oder per Telefon zur Beantwortung weitergeleitet werden.

4.3 Hamburg: Kfz-Zulassung per Internet
Bis 2010 soll ein Behördengang überflüssig werden: In spätestens drei Jahren sollen Autofahrer ihr Vehikel via Internet an-, ab- oder ummelden können. Die Finanzbehörde Hamburg arbeitet an einem Konzept, Kfz-Zulassung per Internet zu realisieren. Über ein zentrales Verkehrsportal sollen die Autohalter am PC oder vom Handy aus die nötigen Formulare ausfüllen und neue Nummernschilder bestellen können. Wie sich das neue Verkehrsportal konkret gestaltet, soll Anfang 2008 bekannt gegeben werden.

4.4 Niedersachsen: Salzgitter: Online-Statusabfrage zu Pass und Personalausweis
Im Rahmen der eGovernment Initiative der Stadt Salzgitter steht für die Bürgerinnen und Bürger ein weiterer Service bereit. Ab sofort kann im Internet abgefragt werden, ob der beantragte Reisepass oder Personalausweis im BürgerCenter zur Abholung bereit liegt oder wie der Stand ihrer Bestellung bei der Bundesdruckerei in Berlin ist. Einfach hierfür den Internet-Auftritt der Stadt unter www.salzgitter.de aufrufen und links "Bürgerservice" anklicken. Dort findet man dann auf der rechten Seite den Artikel "Statusabfrage Pass". Der Link lautet: www.salzgitter.de/meso_pwa. Nach einem Klick darauf muss nur noch die Ausweisart gewählt, die Nummer des Ausweisdokumentes eingegeben und die "Suche starten"-Schaltfläche angeklickt werden.

4.5 Rheinland-Pfalz: Regionale Raumordnungspläne der Planungsgemeinschaften jetzt im Internet
"Mit der Anwendung ‚Gesamtschau der digitalen regionalen Raumordnungspläne im Internet' gehen wir einen weiteren Schritt zu eGovernment und zu mehr Transparenz im Planungsgeschehen. Alle am Planungsprozess des Landes Beteiligten sowie interessierte Bürgerinnen und Bürgern können jetzt regionenübergreifende Informationen aus den regionalen Raumordnungsplänen abrufen", teilte Innenminister Karl Peter Bruch mit. Die Anwendung ist auf der Internetseite des Innenministeriums unter www.ism.rlp.de - dort unter Landesplanung/ Programme, Pläne und Berichte/ Regionale Raumordnungspläne zu finden beziehungsweise kann direkt über die Adresse www.regionale-raumordnungsplaene.rlp.de aufgerufen werden.

5.1 Hightech-Paradies Estland lässt EU alt aussehen
Selbst im Plattenbau trifft man überall auf das @-Symbol: Seit der Wiedergewinnung der Unabhängigkeit im Jahr 1991 hat sich Estland zu den IT-Vorzeigestaaten der EU entwickelt. So verfügt das Land nicht nur über eine ausgezeichnete Internet-, WLAN- und Mobilfunkinfrastruktur, sondern dient auch als Entwicklerschmiede für ITK-Pioniere wie Skype. Im Februar 2007 machte Estland Schlagzeilen, als es als erstes Land der Welt die elektronische Stimmabgabe bei einer Parlamentswahl erlaubte. Legendär sind auch die Anordnungen, dass jeder Ort zumindest einen öffentlichen Internet-Hotspot haben muss sowie die Einführung eines eigenen Klammeraffen-Verkehrszeichen, das diese Zugangspunkte ausweist.

5.2 E-government to be launched in Russia
The RF Government has approved the project to form e-government by 2010, submitted by Leonid Reiman, the RF Minister of Information Technologies and Communication. The final version of the project and ways of its implementation are to be formulated within the coming three months. By 2010 ten most demanded public services are expected to be presented in the regime of "one window" in the electronic form.

5.3 EU: Breitband verbessert die Lebensqualität
EU-Kommissarin Reding sieht ITK-Branche als Wachstumsmotor für Europa: Die Informationstechnik und Telekommunikation (ITK) in Europa zeichnet nach Angaben der Europäischen Union (EU) für die Hälfte des europäischen Produktivitätszuwachses verantwortlich. In der Europäischen Union haben Unternehmen, Privatverbraucher und der öffentliche Sektor im Jahr 2006 insgesamt 649 Mrd. Euro für IT und Telekommunikation ausgegeben. Bis zum Jahr 2013 steckt die Europäische Union (EU) über neun Mrd. Euro in die Förderung und Forschung von ITK-Projekten, um den Sektor weiter zu stärken.

5.4 Britische Wahlkommission gegen weitere E-Voting-Versuche
Die Electoral Commission, die vom englischen Parlament eingesetzte Wahlaufsichtsbehörde, hat sich gegen weitere Pilotversuche mit Internet- und Telefonwahlen ausgesprochen. Sie verlangt stattdessen von der Regierung eine klare Strategie zur Modernisierung des Wahlsystems. "Wir haben in den letzten Jahren bei den Pilotversuchen viel gelernt", erklärte der Vorsitzende Peter Wardle jetzt bei der Vorlage der offiziellen Auswertung der jüngsten Tests bei den Kommunalwahlen Anfang Mai, "aber wir sehen keinen Sinn darin, scheibchenweise mit kleinen Feldversuchen weiterzumachen, in denen jedes Jahr mit unzureichenden Planungs- und Umsetzungszeiten und ohne klare Richtung oder Aussicht auf neue Erkenntnisse ähnliche Innovationen untersucht werden".

6.1 Egypt Approves Electronic Signature System
The government of Prime Minister Ahmed Nazif has approved an electronic signature system and plans an initial investment of approximately 7,8 Million EUR in the project. An e-Signature system is a matrix of operational units, mechanisms, procedures and laws that must interact and communicate together and with international bodies. In Egypt, the Information Technology Industry Development Agency (ITIDA) will act as the national coordinator for e-Signatures and has issued licenses to four certification service providers (CSP) and one government Certification Authority (CA) that represents e-government. ITIDA will audit and supervise all five, meaning that government employees will have two keys: one for usage in intergovernmental communication published from the government CA, the other when dealing with the public, published from one of the CSPs. Foits part, the Egyptian Ministry of Finance hopes that implementing the e-signature system will result in an annual revenue increase of 600-700 million EGP (78 - 90 Million EUR). ITIDA has contracted German specialist firm Giesecke & Devrient to establish the "rootCA" that will be responsible for creating the interoperable infrastructure for the e-Signature. It is hoped that the e-Signature project will help the Egyptian government stand head-to-head with first-world countries when it comes to communication between its agencies, banks, the private sector and citizens.

6.2 Kenya Developing Cyber Law
With the support of the United States Agency for International Development (USAID), Kenya has initiated a process to develop a law governing electronic transactions. The law, once enacted, could serve as a model for other countries within the East African Community (EAC) - Tanzania, Uganda, Rwanda and Burundi - which have yet to enact legislation giving regulatory directions for ICT-related transactions. The initiative, called e-Legislation policy development initiative for the East African Community (EAC) - Kenya Cyber Law model, is facilitated through the Digital Opportunity through Technology and Communications Partnerships (DOT-COM), policy component that is managed by the Academy for Educational Development (AED). The process is run in collaboration with Kenya's Directorate of e-Government and implemented by Afrika ICT Strategies Inc., a consulting and research firm with head offices in Washington and a subsidiary office in Kenya.

6.3 The Philippines Seek to Implement Local e-Governance Projects with Canadian Assistance
The Philippine National Computer Center and two other local organizations have signed an agreement with the Canadian Executive Service Organization (CESO) to implement the "E-Governance for Municipal Development," a project aiming to improve local governance, reduce the cost of operations and increase revenue generation. The project will also involve the League of Municipalities of the Philippines (LMP) and the Mayors' Development Center, Inc. (MDC). These bodies identified the over 40 municipalities in Luzon that will benefit from the E-Governance for Municipal Development project. Recipient municipalities will be given training on computer use to improve the operation of their administrations and assistance in implementing three local government unit system software applications - the Real Property Tax System (RPTS), Business Permit and License System (BPLS) and Treasury Operations Management System (TOMS). It is expected that improving the operations of local government units will speed up processing of business permits and attract more potential investors to these provinces, while ensuring transparency and efficiency.

6.4 Canadian Government to Fund Broadband Access to Northern Communities
Residents of 43 northern communities in Quebec, Ontario and Manitoba can soon expect wider access to broadband service and its benefits thanks to a commitment from Canada's new Government to provide up to $20.65 million to purchase new satellite infrastructure. "Broadband is a key piece of infrastructure for 21st Century communities to help support their economic growth and prosperity," said Lawrence Cannon, Minister of Transport, Infrastructure and Communities. The Canadian Government is contributing up to $20.65 million, or 75 per cent of the $27.5 million cost, for the procurement of two satellite transponders and the required earth station and local access network upgrades.

The Portuguese Government and the European Commission are jointly organising the fourth Ministerial eGovernment Conference entitled "Reaping the Benefits of eGovernment". The conference will take place during the Portuguese Presidency of the European Union. On the eve of the conference, 19 September, a Ministerial meeting will take place for EU Member States' Ministers to take stock of progress since the 2005 Manchester Ministerial Declaration and the i2010 eGovernment Action Plan. Ministers will also seek to reconfirm the Member States' commitment to the targets set and to identify/assess emerging policy priorities towards 2020, both at national and EU-level. While providing a platform for high-level political debate and the exchange of ideas, the conference will highlight the direct impact of eGovernment on economies and citizens as well as its contribution to achieving the goals set out in the Lisbon Strategy
