Egoprise steht für "E-Government solutions as instruments to qualify the public sector for the specific needs of small and medium sized enterprises (SMEs) in the rural Baltic Sea Regions" und wird aus dem Baltic Sea Region Programme 2007-2013 finanziert.

- In: government2020-Blog

- In: government2020-Blog

1.3 Veranstaltungen/Vorträge des IfG.CC / IfG.CC events and lectures
=========================================================================
V.1 Genf, Schweiz, 13-14.05., World Summit of the Information Society Forum 2010: Vortrag zum Thema "eGovernment – Does it Work in Developing Countries"

Vom 13. bis zum 14.05.2010 fand in Genf im Rahmen des 2010 World Summit of the Information Society Forum (WSIS Forum) ein Expert Group Meeting (EGM) zum Thema "Citizen and Ministry Capacity Building for E-government in Developing Countries - An Economic Imperative" statt, das vom IfG.CC mit organisiert wurde. In Zusammenarbeit mit der United Nations Division for Public Administration and Development Management hielt Prof. Dr. Tino Schuppan, wissenschaftlicher Direktor des IfG.CC, einen Auftraktvortrag zum Thema "eGovernment – Does it Work in Developing Countries?".

=========================================================================
2. Schwerpunktthema des Monats: eGovernment in Brunei Darussalam
=========================================================================

2.1 Brunei: e-Government Survey
The response received in the e-Government Citizen Survey shows an average of 64 percent of the Brunei Darussalam citizens spend more than 5 hours 'online' a week. Aside from that, 85 percent of the respondents can access the internet from home, mobile phones and workplace. The survey is an initiative of the Prime Minister's Office through the e-Government National Centre, to involve the public in carrying out the e-government programme in the country.

The prizes and certificates were presented by the Acting Director of the e-Government National Centre, Hajah Mariah binti Haji Mohamad Taha. A total of 1 thousand 456 participants were eligible for the lucky draw.

2.2 Brunei: Focus On Improving E-Govt Efficiency

E-Government is more about improving the efficiencies, rather than the computerisation of government, the chief executive officer of India's National Institute for Smart Government (NSIG) said during an e-government conference.

Sanjiv Mind, who delivered the keynote speech during the opening of the International Conference on e-Government and Administrative Simplification, said governments had tendencies to focus more on introducing ICT infrastructure in all aspects of government.

2.3 Brunei climbs 19 places in UN e-govt rankings
Brunei has moved up 19 places in the United Nations’ global e-government development rankings over the past two years.

Haiyan Qian, director of UN’s Division for Public Administration and Development Management under the Department of Economic and Social Affairs, said that this year Brunei has been ranked 68th out 192 UN member states surveyed for the development of their respective e-governments. In 2008, Brunei ranked 87th.

2.4 Brunei: E-business opportunities abound with e-govt system

An efficient and comprehensive e-government system will enable the business sector to experience quality online services, which will in turn, enhance the development of Small and Medium Enterprises (SMEs) through e-business and the building of human capacity in ICT (Information and Communications Technology), said an official from the Prime Minister’s Office (PMO).

In one of the sessions held during the International Conference on e-Government and Administrative Simplification organised by the PMO and OECD/Korea Policy Centre, Hj Mohidin Hj Mus with Dr Hazri Hj Kifle from University Brunei Darussalam (UBD) and Hjh Mariah Hj Taha from Brunei’s E-Government National Centre (EGNC) discuss the current and future situation of e-government in the Sultanate.

2.5 Brunei Urged To Focus On ICT Service Sector

Foreign e-government experts called on Brunei to explore developing Islamic ICT services, a market segment where it could become a leader.

Likewise, Brunei was urged to develop its ICT service sector to be globally competitive rather than expanding ICT manufacturing as an industry due to the country's small size and limited manpower. The issue was raised during the final day of the International Conference on e-Government and Administrative Simplification, when the participants discussed ICT as the new engine of growth for the next generation.

2.6 Brunei: Performance Management Key To E-Govt Projects Success

Performance management could mean the difference to the success of an e-government project, as it assesses a project from start to finish on its effectiveness and its relevancy to the nature of the organisation implementing the project, a senior official from Korea's National Information Society Agency (NIA) said.

Dr Cheung-Moon Cho, executive principal of NIA's Global Planning and Consulting Department said that e-governance needed more than just evaluation of the outcomes of a project.  He said that performance management had to be carried out, from even before a project is introduced.

2.7 Brunei: Play Active Role In The Modernization Of Public Service, Senior Officers Told

Senior government officers participating in the 14th Executive Development Programme were urged to keep an open mind and take an active role in the modernisation of the public service.

Speaking to the participants at the dosing ceremony of the programme, Deputy Minister at the Prime Minister's Office (PMO), Dato Seri Paduka Hj Eusoff Agaki Hj Ismail called on the senior officials to always be prepared to adapt. "As leaders in your respective organisations, be prepared and keep an open mind in the face of fast expanding information, communication and technology," said the deputy minister.

2.8 Brunei: Building Of E-Govt Portal In Pipeline

Expect Brunei's national online portal to be up and running soon. The portal will enable anyone to search and access the e-government service they need by visiting a single website.

"Its in the pipeline and we are hoping to achieve something within this year," said the acting director of the e-Government National Centre (EGNC). Hjh Mariah Hj Mohd Taha disclosed this to The Brunei Times during the three-day International Conference on e-Government and Administrative Simplification, co. organised by the Prime Minister's Office and OECD Korea Policy Centre.

2.9 Brunei: BSP's New Online Registration Process To Enhance Local Business Development

As part of its continuous efforts to support local business development, Brunei Shell Petroleum (BSP) recently launched the Vendor Online Registration System (VORS), according to a press release.

The new system aims to improve speed and transparency of the vendor registration process while complementing the Brunei government's overall e-government initiatives. The phased implementation will start with a rollout to selected vendors to obtain user-feedback followed by availability to the whole vendor community by July 1, 2010.

5.4 Ireland: Smart electricity grid will need next-gen broadband – Ryan

Communications Minister Eamon Ryan TD said that without the right internet infrastructure, Ireland would struggle to achieve its target of zero carbon emissions by 2050 when it would rely on a smart grid that would trade renewable energy created here with the rest of the world. “When we talk about the smart grid, we’re not just talking about a transmission system but also actually about a smart grid that integrates internet with electricity use. That way you achieve double efficiency gains because of the huge efficiencies you can get,” Ryan said at the Business & Leadership Green Economy conference in Dublin.

5.5 Russia going into e-government

May 17th is Information Society Day. It was declared by the UN in 2006 to popularize the Internet and IT resources and to track IT progress on different continents. The day is thus a professional holiday for computer programmers, IT analysts, Web-providers and designers and e-media editors.

Russia has made a remarkable breakthrough in IT in the past few years. The “Electronic Government” Program is an ambitious project to improve paperwork and do away with queues in government offices. A portal of state services which was launched at the end of last year makes it possible to apply for a foreign passport, get a new driver’s license and obtain information from the real estate registry.

7.1 03.06.2010: San Julians, Malta: International Conference and online discussions on e-Diplomacy

An increasing number of diplomatic services use Web 2.0 tools. Some have established virtual embassies. Significantly, the Internet has opened up two-way channels of communication, providing a tool for individuals and organisations worldwide to influence global policy.

Through the Internet, the voice of individuals, marginalised groups and countries can bypass the maze of political representation and be heard globally. For example, the blogs maintained by some non-governmental organisations are more influential than official diplomatic démarches. These processes and developments, which can be referred to collectively as 'e-Diplomacy', substantially influence and will certainly continue to influence the way international relations are conducted.
