A.1 Berlin, 17.11.: Abschlusspräsentation der Studie „Einheitliche Behördenruf-nummern in der Europäischen Union“

Das IfG.CC hat am 17.11. im Bundesministerium des Innern zentrale Ergebnisse der Studie „Einheitliche Behördenrufnummern in der Europäischen Union“ präsentiert.

Die Studie zeigt u.a. auf, in welchen EU-Mitgliedstaaten Einheitliche Behördenrufnummern (EBN) bereits umgesetzt wurden bzw. in Planung sind. Im Rahmen der Analyse des Umsetzungsstandes der EBN in den EU-Mitgliedstaaten wurde die Gestaltung des Ver-triebs, der Produktion sowie der Umsetzungsorganisation erhoben und beurteilt. Darüber hinaus wurden nationale Implementationswege in vertieften Fallstudienanalysen nachgezeichnet und analysiert. Anschließend wurden das Innovationspotenzial (Good Practices) bei der Umsetzung einer EBN in EU-Mitgliedstaaten sowie die Möglichkeiten für eine länderübergreifende Kooperation zwischen verschiedenen EBN im europäischen Kontext identifiziert und analysiert.

Aus dem Ländervergleich sowie der Analyse der Umsetzungserfahrungen in anderen Ländern wurden Lernpotenziale für D115 in Deutschland ermittelt und aufgezeigt, in welchem Bereich Deutschland bei der EBN Stärken vorzuweisen hat, die wiederum für andere europäische Länder von Bedeutung sind.
Innovative Lösungen gibt es u.a. in Belgien (Flandern und Wallonien) und Irland, die umfassende Multikanal-Strategien für den Zugang zu Leistungen der öffentlichen Verwaltung anbieten. In Flandern erhalten Nutzer über Teletext und über digitales Fernsehen Zugang zu Informationen, die vorher nur über das Internet zugänglich waren. Die EU-Mitgliedstaaten Frankreich, Griechenland, Spanien und Ungarn stechen u.a. durch ausge-dehnte Servicezeiten der Call Center hervor. Aus Sicht von D115 bieten der ebenenübergreifende Ansatz und das damit verbundene Angebot von Leistungen von mehreren Ver-waltungsebenen enormes „Exportpotenzial“.

In der anschließenden Diskussion wurden einige Ergebnisse und Ansätze, wie z.B. die Kopplung der EBN mit dem Krisenmanagement, näher betrachtet und eine mögliche Umsetzung für D115 diskutiert. Abschließend verständigte man sich über die nächsten Schritte bei der Umsetzung der in der Studie aufgezeigten Handlungsoptionen.

A.2 Potsdam, 15.-17.11.: Kick-Off-Workshop des EU-Projektes “COMPAT.eGov.de”

Vom 15. bis 17.11. fand am IfG.CC in Potsdam der Kick-Off-Workshop für das EU-Forschungsprojekt "COMPAT.eGov.de – Competency Assessment and Training for the Uptake of eGovernment Services by Public Authorities" statt.

Teilnehmer des Workshops waren Vertreter aller Projektpartner aus den Ländern Bulgarien, Deutschland, Griechenland und Rumänien. Als Praxispartner auf deutscher Seite ist das IT-Kompetenzzentrum der Senatsverwaltung für Inneres und Sport Berlin, vertreten durch Herrn Löper (Leiter des IT-Kompetenzzentrums), beteiligt.

Im Mittelpunkt des dreitägigen Workshops standen inhaltliche und methodische Fragen, Diskussionen über ein gemeinsames Projektverständnis, Auffassungen von eGovernment sowie Kompetenzansätzen und die daraus folgenden Konsequenzen für die Vorgehensweise im Projekt. Nächster Projektschritt ist die Durchführung von quantitativen Befragungen bei den Praxispartnern. Im 1. Quartal 2011 werden die Ergebnisse im Rahmen von Fokusgruppen-Workshops in den Partnerländern validiert und vertieft.

Die Ergebnisse der Erhebungen bilden die Grundlage zur Entwicklung eines Kompetenzmodells für eGovernment. Im weiteren Projektverlauf werden anschlussfähige Weiterbildungsangebote konzipiert, pilotiert und als digitale Lerninhalte in einem Webportal zugänglich gemacht.

Das internationale Projekt steht unter gemeinsamer Leitung des Lehrstuhls von Prof. Dr. Wagner (Vorstandsmitglied des IfG.CC) der Universität Potsdam und dem IfG.CC. Die Projektfinanzierung erfolgt durch das Lifelong Learning Programm – Leonardo da Vinci – der Europäischen Union. Ziel des Forschungsprojektes ist es, Veränderungen der Kompetenzanforderungen an die Beschäftigten vor dem Hintergrund von eGovernment zu untersuchen. Ein besonderer Fokus liegt dabei auf den Akteuren, die an der Gestaltung und Umsetzung der neuen Strukturen mitwirken.

A.3 Leipzig, Sachsen: Projekt "Organisationsuntersuchung im Rahmen des Projektes „Bauen Online“ in der Stadtverwaltung

Das IfG.CC führt seit Oktober in der Stadtverwaltung Leipzig eine Organisationsuntersuchung zur Aufnahme von Prozessen und Prozessschnittstellen im Rahmen des Projektes „Bauen Online“ durch. Ziel des Projektes ist es, die Umstellung auf ein elektronisches Baugenehmigungsverfahren vorzubereiten. Die Grundlage bildet eine detaillierte Prozessanalyse, in der Verantwortung der Abteilung Organisation und Dienste der Stadtverwaltung Leipzig, im Rahmen des Teilprojektes „Prozesse“. Zunächst ist es erforderlich, die Ist-Prozesse in den hauptsächlich am Baugenehmigungsverfahren beteiligten Fachämtern zu erheben und zu modellieren sowie Schnittstellen zu weiteren Akteuren innerhalb der Stadtverwaltung Leipzig sowie zu externen Akteuren (z.B. Gutachter, Statistisches Landesamt) zu identifizieren. Ausgehend von der Analyse dieser Ist-Prozesse sollen Empfehlungen für die Umstellung auf ein medienbruchfreies Baugenehmigungsverfahren abgeleitet werden.

Das Projekt setzt auf die Ergebnisse einer Organisationsuntersuchung zur IT-Ausstattung und zum E-Government auf, die das IfG.CC im vergangenen Jahr vor Ort durchgeführt hatte. Dabei wurde das Baugenehmigungsverfahren als ein Prozess mit hohem E-Government-Potenzial identifiziert.

Für die Erarbeitung und Darstellung der Prozessabläufe wurde die Government Process Modeling Notation (GPMN®) verwendet, die vom IfG.CC entwickelt wurde. Sie besteht aus mehr als 70 vordefinierten und wieder verwendbaren Prozessbausteinen, die speziell auf die Belange öffentlicher Verwaltungsprozesse abgestimmt und für eine organisatorische Ersterhebung besonders gut geeignet sind.

P.1 Zeitschrift 360°: Idee mit Sprengkraft

In der aktuellen Ausgabe von 360° – Fachmagazin für das Management im öffentlichen Sektor ist ein Artikel von Prof. Tino Schuppan zu Shared Service Centern in der öffentlichen Verwaltung erschienen. Schwerpunkt des Heftes sind Kooperationen in der öffentlichen Verwaltung – zwischen den Verwaltungen, aber auch mit externen Dienstleistern (vgl. http://www.deutschepost.de//mlm.nf/dpag/images/0-9/360_grad/3055_360_18_14.pdf).

In seinem Artikel wird aufgezeigt, was an Shared Service Centern neu ist, wo ihre besonderen Vorteile liegen und – was viel wichtiger ist – inwieweit Shared Service Center in der bestehenden deutschen Verwaltungslandschaft umsetzbar sind. Denn Shared Service Center verändern nicht nur die Steuerungslogik, sondern auch die Leistungserstellung, um die die bisherigen Modernisierungsansätze eher einen Bogen gemacht haben. Bei der Umsetzung ist jedoch mit spezifischen Problemen zu rechnen: Hoher Abstimmungsaufwand; Gefahr von Doppelstrukturen; Fusionsprobleme sowie ungleiche Verteilung einer „Bündelungsrendite“.

V.1 Universität Potsdam, WS 2010/2011: Masterkurs „Public Management in an Information Age: An Introduction to eGovernment

In diesem Wintersemester bieten Mitarbeiter des IfG.CC wieder einen Masterkurs im Rahmen des englischsprachigen Programms "Master of Public Management" (MPM) an der Universität Potsdam an.

Insbesondere wird in dem Kurs eine organisationstheoretische wie auch modernisierungsbezogene Einbettung von eGovernment vorgenommen. Einen besonderen Schwerpunkt bilden die Themen IT-Einsatz in Entwicklungsländern (ICT4D), vernetzte Verwaltung sowie Skill- and Change Management. Das Wissen wird z.T. fallstudienorientiert vermittelt.

Bei der Organisation der Kurse arbeitet das IfG.CC eng mit dem Potsdam Center for Policy and Management (PCPM) zusammen, das an der Universität Potsdam verschiedene Masterprogramme durchführt. Das IfG.CC bietet bereits seit einigen Jahren in verschiedenen Master-Programmen Kurse und Seminare zu eGovernment- und verwandten Themen an. In den letzten Jahren haben Studierende aus mehr als 20 Ländern in Europa, Lateinamerika, Asien und Afrika an diesen Kursen teilgenommen.

V.2 University of Salzburg Business School, Österreich, 11.-12.11.: Masterkurs „Einführung Krisenmanagement“

Mitarbeiter des IfG.CC führten am 11. und am 12.11. im Rahmen des Executive Masterprogramms der University of Salzburg Business School (SMBS) in Berlin den Kurs „Einführung in das Krisenmanagement für Führungskräfte“ durch.

Hintergrund des Seminars war, dass „moderne Krisen“ durch ganz bestimmte Charakteristika gekennzeichnet sind und weiter zunehmen werden. Es sind nicht normale Unglücke oder Notfälle, die durch das übliche Katastrophenmanagement beseitigt werden. Vielmehr handelt es sich bei Krisen um fundamentale Einschnitte, die es abzuwenden gilt. Globalisierung, Klimawandel, Terrorismus oder Informationstechnik selbst sind zentrale Ursachen moderner Krisen, die nicht selten Kaskadeneffekte nach sich ziehen. Die jüngste Finanzkrise hat die Notwendigkeit, aber auch die Grenzen staatlichen Handelns gezeigt.

Ziel des Kurses war es, zu vermitteln, wie effektives Krisenmanagement in der Verwaltung aussehen und die Resilienz (Robustheit) von Staat und Organisation erhöht werden kann. In der Veranstaltung wurden Begriffe wie Risiken, Krisen und ausgewählte Aspekte des Krisenmanagements, wie Leadership, Management und Governance in vertiefenden Fallbeispielen in einen Anwendungskontext gesetzt. Insbesondere wurde aufgezeigt, welche Rolle Informationstechnik in Krisen (Kritische Informationsinfrastruktur) und als Instrument des Krisenmanagements spielt.

Das Salzburger Masterprogramm ist berufsbegleitend und vermittelt aktuelle Führungskompetenzen und Management-Tools zur Bewältigung gegenwärtiger Herausforderungen im öffentlichen Sektor. Die Teilnehmer des Masterkurses arbeiten v.a. in verschiedenen österreichischen Bundesministerien.
Das IfG.CC bietet bereits seit einigen Jahren unterschiedliche Masterkurse auf hohem Niveau an, in denen Forschungsergebnisse und eGovernment-Wissen für Führungskräfte in der gebotenen reflektiv-kritischen Form vermittelt werden.

K.1 Berlin, 19. 11.: IIAS-Dreiländertagung „Die Rolle des Staates in der Informationsgesellschaft“

Prof. Dr. Tino Schuppan, wissenschaftlicher Direktor des IfG.CC, hat auf der IIAS-Dreiländertagung „Die Rolle des Staates in der Informationsgesellschaft“ am 19.11. im Themenbereich „Internet als Reformmotor für die Verwaltungsorganisation“ einen Länderbericht zum Stand und zur Entwicklung von eGovernment in Deutschland gegeben.

In dem Vortrag stellte Prof. Schuppan zunächst die thematischen Bezüge von eGovernment und Public Management her und zeigte dann an Beispielen, wie Shared Service Centern und dem Einheitlichen Ansprechpartner, auf, wie Vernetzung die klassischen Verwaltungsprinzipien herausfordert. Im empirischen Teil des Vortrags stellte er kurz die Entwicklungsphasen des eGovernment in Deutschland mit ihren jeweiligen Charakteristika dar und zeigte u.a. an zwei konkreten Projekten, Deutschland Online-Kfz-Wesen und D115, auf, wo die Herausforderungen für die Umsetzung von eGovernment im Mehrebenensystem liegen. Insgesamt ergibt sich, dass einige Initiativen – wie das so genannte Web 2.0 oder open government – aktionismusgetrieben sind, Deutschland aber insgesamt im Vergleich mit anderen Staaten besser abschneidet als manche Rankings vermuten lassen. Im dritten Teil des Vortrags ging es um die eGovernment-Forschungslandschaft. Bis heute ist eGovernment kaum verwaltungswissenschaftlich universitär verankert und es werden hauptsächlich techniklastige und lösungsgetriebene Einzelprojekte gefördert mit wenig Grundlagenforschung.

In der Praxis stehen klassische Modernisierungsansätze und eGovernment vielfach unverbunden nebeneinander bzw. widersprechen sich sogar, wie z.B. das Verhältnis von eGovernment und Gebietsreform. Im Rahmen der Grundlagenforschung sollten traditionelle Verwaltungsprinzipien, wie das Ressortprinzip und die Territorialorganisation, vor dem Hintergrund der IT-Möglichkeiten untersucht werden. Andernfalls werden sich die Potenziale nicht ausschöpfen lassen.
Insgesamt sind Praxis und auch Forschung vielfach zu techniklastig und das Bewusstsein für organisatorische Veränderungen ist häufig nur rhetorisch vorhanden. Es sind aber Gestaltungs- und Adaptionsleistungen nicht-technischer Art erforderlich, damit die IT überhaupt wirken kann. Derzeit besteht in Deutschland das Paradox, dass zwar die praktische Relevanz und Dringlichkeit für verwaltungswissenschaftliche eGovernment-Forschung kontinuierlich steigt, gleichzeitig aber Forschungskapazitäten dafür abgebaut bzw. umgewidmet werden.

Die verwaltungswissenschaftlichen Sektionen aus Deutschland, Österreich und der Schweiz des International Institute for Administrative Sciences (IIAS) veranstalteten in Zusammenarbeit mit dem Bundesministerium des Innern diese Tagung. Vertreter aus Wissenschaft, Verwaltung und von IT-Unternehmen berichteten jeweils über die Entwicklungen in ihrem Land. Den Eröffnungsbeitrag hielt die Staatssekretärin im Bundesministerium des Innern und Beauftragte der Bundesregierung für die Informationstechnik Frau Cornelia Rogall-Grothe.

K.2 Ankündigung: St. Louis, Missouri, USA, 11.12.: Pre-ICIS Workshop: Taking Stock of eGovernment Research

Im Rahmen der ICIS-Konferenz in St. Louis treffen sich am 11.12. internationale eGovernment-Forscher, um über zukünftige Forschungsthemen für eGovernment zu diskutieren. Das IfG.CC ist durch Prof. Tino Schuppan vertreten, der mit folgendem Paper eingeladen wurde: "Informatisation of Public Administration: Between Impact Research and the Design Imperative". Thema der Workshops ist eine Bestandsaufnahme der weltweiten eGovernment-Forschung. In seinem Betrag werden Wechselwirkungen zwischen IT und organisatorischer Veränderung aus Sicht der Verwaltungsmodernisierung identifiziert und daraus Schlussfolgerungen für die eGovernment-Forschung aus Public-Management-Sicht abgeleitet. Dabei nimmt das Paper Bezug auf die Gestaltungsforschung der Wirtschaftsinformatik, die auch für public-management-orientierte Forschung fruchtbar gemacht werden kann. Im Beitrag wird zunächst mit Hilfe eines deskriptiv-explanatorischen Ansatzes die IT-Durchdringung der Öffentlichen Verwaltung nachgezeichnet und erklärt, um dann im zweiten Schritt zu zeigen, dass die Modernisierung einen Design-Ansatz erforderlich macht. Andernfalls können die IT-Potenziale nicht gehoben werden. Zusammenfassend werden aus beiden Perspektiven Anforderungen an eine Public Management bezogene Forschung abgeleitet.

Diskutiert werden soll im Workshop u.a. auch, welche Themen aus der Praxis in der Forschung (noch) nicht thematisiert wurden und welche Beziehungen zu anderen e-Themen (z.B. eHealth) bestehen. Der Workshop findet im Rahmen der International Conference on Information Systems (ICIS) 2010 statt, die jährlich von der Association for Information Systems (AIS) veranstaltet wird, in der sich Wissenschaftler aus der ganzen Welt zusammengeschlossen haben.

2. Schwerpunktthema des Monats: eGovernment-Projekte in Indien / Key Issue of the Month: eGovernment Projects in India

In den letzten Jahren hat sich Indien zu einem der führenden Länder im IT- und Outsourcing-Sektor entwickelt, obwohl die indische Gesellschaft als eher traditionell und konservativ gilt.

Im Jahr 2003 startete die indische Regierung eine Reihe von E-Government-Projekten und verabschiedete einen nationalen E-Government-Aktionsplan, der u.a. das Outsourcing von IT-Dienstleistungen vorsieht. Allerdings sind bei der Einführung und Umsetzung von E-Government in Indien – wie in anderen Entwicklungsländern auch – viele Herausforderungen zu bewältigen, wie zum Beispiel mangelnder Breitband-Internetzugang, große sprachliche Vielfalt, mangelnde finanzielle Ressourcen und eine hohe Analphabetenrate. Bei einer Bevölkerung von ca. 1,2 Milliarden Menschen können nur 68 Prozent der Erwachsenen lesen und schreiben. Landesweit lebt ein Viertel der Bevölkerung unter der Armutsgrenze. Ein Großteil der Bevölkerung in ländlichen Gebieten ist von öffentlichen Diensten und Informationen abgeschnitten. Auf der anderen Seite verlassen aber jedes Jahr drei Millionen Absolventen die Universitäten, die von Boom-Städten wie Bangalore, Hyderabad oder Jaipur angezogen werden. Große IT-Unternehmen bedienen von Bangalore aus Konzerne in aller Welt.

Indien hat seine einheimische IT-Expertise dazu genutzt, die oben genannten Hürden zu überwinden. So werden bspw. diverse Zugangskanäle zu öffentlichen Leistungen, wie Kioske und Bürgerbüros, fast flächendeckend eingeführt. Unter dem Namen "Saksham" startete Anfang Februar 2006 in Indien ein Projekt, mit dem Internetanbindungen über 50.000 Kioskterminals für mehr als 1,7 Millionen Dollar in die ländlichen Regionen gebracht wurde. Ziel dieses Vorhabens ist es, die Kluft zwischen Internetnutzern und Nicht-Nutzern zu verringern.

Die Verantwortlichen im Land haben erkannt, dass Informations- und Kommunikationstechnologien erheblich zur Verbesserung der wirtschaftlichen und sozialen Entwicklung beitragen können.

In dieser Ausgabe des Infobriefs stellen wir Ihnen aktuelle eGovernment-Projekte in Indien vor, wie z.B. den Beschluss einer Richtlinie der indischen Regierung zum Einsatz offener Normen und Standards beim E-Government. Ziel der Richtlinie ist es, den Bürgern des Subkontinents alle Leistungen der öffentlichen Verwaltung vor Ort anzubieten und dabei deren Effizienz, Transparenz und Zuverlässigkeit sicherzustellen. Dafür sei neben der behördlichen Zusammenarbeit die Integration von Informationen aus verschiedenen Abteilungen mit unterschiedlichen Computerplattformen nötig, was am besten mit offenen Standards zu verwirklichen sei.

Weitere Projekte sind ein elektronische Zahlverfahren (ePayment) für den Bereich der Kfz-Zulassung und des Führerscheinwesens mit dem Ziel, Mittelsmänner auszuschalten und Korruption zu verhindern sowie die Etablierung von eGovernment-Centern, die dem One-Stop-Government-Ansatz ähneln. Trotz des erheblichen IT-Potenzials weist Indien jedoch im Bereich der elektronischen und mobilen Gesundheitsversorgung (eHealth/mHealth) noch Defizite auf.

2.1 India: Tamil Nadu: Soon, e-payment facility at RTOs to erase middlemen

In a move aimed at eliminating middlemen and removing irregularities at regional transport offices (RTOs), the state government has decided to introduce e-payment facilities for vehicle registration and driving licences, vehicle permits and fitness certificates.

According to official sources, the facility will first be introduced for registration of vehicles by dealers and then extended to payments pertaining to licences, permits and fitness certificates by the public. Transport minister K N Nehru is likely to inaugurate the system in November.

"The department has tested the software and is now making certain modifications to make it more simplified. To start with, the payments can be made through the State Bank of India's net banking services and the bank has agreed to provide zero balance account facilities to vehicle dealers who don't have an account with it. Once the system is in place, we will gradually enable the driving schools and individual applicants to make use of it," a senior transport official told The Times of India at the Secretariat.

2.2 India: Kerala to expand e-governance

Kerala government plans to extend e-governance in all departments and State-run- agencies to make the administration more transparent and corruption free, Kerala Minister for Law M. Vijayakumar said. “The role of IT and e-governance in the administration affairs has increased many folds. To yield a better result, it will be implemented in all departments in a time bound,” he said here inaugurating the e-Governance Award ceremony 2010 organised by Kerala State IT Mission and Institute of Management in Government.

He said Kerala had launched various IT initiatives including the IT Park, for the first time in the country. But, it failed to follow the pace of other States in various aspects of information technology. The State was growing fast and the achievements of various departments in e-governance was a sign for that, Minister said.

2.3 Obama Gets Taste of Rural India Via Video Conferencing

US President Barack Obama's three-day India visit may be confined to Mumbai and Delhi, but he got a taste of the country's "rural flavour" during a video-conferencing session with villagers of a tiny hamlet in Rajasthan's Ajmer district.

"Through this initiative, our idea was to give the US President a flavour of rural India," Minister of State for Communications and Information and Technology Sachin Pilot told PTI after he moderated during a 10-minute interaction between Obama and villagers from Kanpura village, in Ajmer district. It (the video conference) was aimed to communicate to him how technology easily blends with the Panchayati Raj system and the concept of Sarpanch (village head) in India," he said.

The initiative was aimed at conveying the message that not only Mumbai and Delhi, but even rural India could benefit from the IT services and digital revolution, he added. Pilot, who is the Member of Parliament from Ajmer, said total digitisation of records for the village, which is about 25 kilometres away from district headquarters, is underway and a Fibre Optic Cable (FOC) was laid here earlier.

2.4 India: Punjab to provide e-convenience in all local bodies

Soon, people in all of the state's districts will be able to pay their house tax and water bills, claim arrears and submit various government forms all under one roof, a minister announced. The state plans to set up e-governance centres in all municipal towns and cities through the public-private partnership mode, minister for local bodies Manoranjan Kalia said.

'The project aims to bring high levels of citizen satisfaction through integrated service delivery on anytime, anywhere basis,' Kalia said after a pre-bid meeting. He said service delivery infrastructure would be set up in the form of urban 'Suvidha' (facilitation) centres located across the state.

'With the click of a button, all details of house tax dues, water supply bills and recoverable arrears etc. of all urban local bodies would be available at headquarter- level,' Kalia added. People without access to the internet can come to these centres and be assured of a hassle-free service, he said.

2.5 India to implement open standards

The Indian government has agreed a policy on the use of open standards for e-governance. The strategy aims to make all government services accessible to Indian citizens in their locality and ensure the "efficiency, transparency and reliability" of these services. The policy states that, in addition to interdepartmental cooperation and collaboration, this also requires the integration of information from various departments with different computer platforms, which is best achieved with open standards.

A standard qualifies as an "open standard" if its specification is available with or without a nominal fee. Furthermore, the usage rights for identified patented technologies need to be made available on a royalty-free basis. In an earlier draft of the policy, the same paragraph still said that technologies which are licensed on a "FRAND" basis ("Fair, Reasonable And Non-Discriminatory") may also be considered. Members of the Indian open source community have welcomed the clarified and "more balanced" final version of the policy.

2.6 India: mHealth: Untapped Potential & The Innovative Groups Paving the Way

Mobile health leverages mobile devices and information communication technology (ICT) to deliver health services and information exchange which can increase access, affordability, and quality of healthcare significantly.

Why has Indian mHealth not picked up steam like mEntertainment and mFinance? Do Indians value fun and money over health? Sounds provocative, but that would be brutally simplistic and is probably untrue. Is the technology not there yet? Maybe, though plenty can be done with existing technology as evidenced through telemedicine’s start with relatively simple audiovisual equipment and wireless networks.

Dr. Krishnan Ganapathy, one of the architects of Apollo Hospital’s telemedicine program, recently said at the mHealth Summit in Washington DC that mHealth in general has only scratched the surface in India because there is a lack of awareness among patients and doctors about what mHealth is and what benefit it can provide. In business terms, the demand for mHealth is not there yet.

3.1 Brandenburg: Amt Schenkenländchen eröffnet Bürgerbüro und bietet Einwohnern damit besseren Service

Immer wieder öffnen und schließen sich die Schiebetüren des Amtes Schenkenländchen. Eine Bürgerin möchte ihre Grundstückssteuer bezahlen. Ein Herr gibt einen Bauantrag ab. Nach einmonatiger Anlaufzeit wurde das neue Bürgerbüro in Betrieb genommen.

„Hier können sehr viele Angelegenheiten sofort erledigt werden“, so der Amtsdirektor. Dazu gehören Angelegenheiten im Einwohnermeldeamt, Bareinzahlungen in die Amtskasse, der Erwerb von Essenmarken für die Kindereinrichtungen im Amtsgebiet, der Erwerb von Hundesteuermarken. Im Bürgerbüro werden Anträge zum Beispiel für das Fällen von Bäumen, für die Aufnahme eines Kindes in die Kita oder für die Grundsicherung entgegengenommen. Geregelt werden auch Wildschadensmeldungen und Feuerwehrangelegenheiten. Touristen kommen ebenfalls in den Genuss der Vorzüge des Bürgerbüros, denn sie erhalten hier Auskünfte, Info-Material, Wanderkarten und Ortschroniken. Erhältlich sind im Bürgerbüro darüber hinaus die Satzungen der amtsangehörigen Kommunen.

3.2 Brandenburg: „Repos“ bald auch online unterwegs

Brandenburgs Polizei rüstet technisch auf: Jeder der rund 550 brandenburgischen Revierpolizisten wird mit einem mobilen Arbeitsplatzcomputer (mAPC) ausgestattet. Entsprechende Beschaffungsmaßnahmen wurden von Innenminister Dietmar Woidke veranlasst. Mit der Ausstattung wird zum Jahresende begonnen, im 1. Halbjahr 2011 soll sie abgeschlossen sein. Die Notebooks werden zusätzlich mit UMTS-Karten versehen, so dass die Polizisten während ihrer Arbeit außerhalb der Büroräume einen Zugriff auf alle relevanten Informationssysteme der Polizei haben.

4.1 Germany: Digitalization requires social change

Citizens must learn to manage digital media on the Internet in a safe open and obvious. This is the central claim of the forthcoming study whose findings were presented in Berlin.

“It’s important to be aware of security risks of Internet use and to take necessary precautions. However, providers must also ensure that security measures are easy to understand,” says Professor Arnold Picot, Chairman of the co Münchner Kreiseditor. This will benefit both the citizens, because they will realize the importance of their data online and thus their digital identity, in a single cell, as well as society, because electronic processing is carried out faster and easier for the benefit of all citizens. The government should also give a boost to knowledge has changed.

Experts believe that the government should do more to inform the public about the risks, rights and obligations regarding the handling of personal data. Scanning requires the promotion of additional powers. According to experts interviewed for the study, key skills more important when it comes to dealing with new media is the ability to find information and to evaluate results.

4.2 Bundeskabinett billigt "neue IKT-Strategie für Deutschland"

Das Bundeskabinett hat grünes Licht für die Endfassung einer unter Federführung des Wirtschaftsministeriums (BMWi) entwickelten "neuen IKT-Strategie" für Deutschland gegeben. In dem Papier "Deutschland Digital 2015" hält das BMWi auf 52 Seiten fest, welche Schwerpunkte die Bundesrepublik in den kommenden fünf Jahren im Bereich der Informations- und Kommunikationstechnologie setzen will. Die Bundesregierung bewirbt den neuen 5-Jahres-Plan mit dem Slogan "Klare Ziele – konkrete Maßnahmen" – zu finden sind in dem Strategiepapier aber vor allem Sätze wie dieser: "Die Bundesregierung wird dem IKT-Bereich im Rahmen der Entwicklung eines Arbeitskräftesicherungskonzepts und im Rahmen des IT-Gipfels in Zusammenarbeit mit der Wirtschaft große Aufmerksamkeit widmen."

Als eine der wenigen konkreten Zahlen werden hier jedoch 30.000 Arbeitsplätze genannt, die bis 2015 im IKT-Sektor und in den Anwenderbranchen der IKT "neu entstehen sollen". Außer dem Themenfeld "Neues Wachstum und Arbeitsplätze durch Digitalisierung" haben die Strategen im BMWi insgesamt fünf weitere Handlungsfelder im Bereich IKT ausgemacht, darunter die "Digitalen Netze der Zukunft". Hier halten die Verfasser weiterhin an der These fest, dass "möglichst bis Ende 2010 eine flächendeckende Versorgung mit Breitbandanschlüssen von mindestens einem MBit/s (downstream) erreicht werden soll". Bundeswirtschaftsminister Rainer Brüderle hatte unlängst aber erklärt, dass man dieses Ziel verfehlen werde.

4.3 Deutschland: Regierung zieht positive Zwischenbilanz der nationalen IT-Gipfel

Die Bundesregierung will das mit den nationalen IT-Gipfeln verknüpfte Koordinierungsverfahren zwischen Politik und Wirtschaft fortsetzen. Das federführende Bundeswirtschaftsministerium bezeichnete es vor dem fünften Kongress am 7. Dezember in Dresden als "Erfolgsstory" mit "internationalem Vorbildcharakter". Hans-Joachim Otto, parlamentarischer Staatssekretär im Wirtschaftsressort, sagte in Berlin, es sei einzigartig, dass "branchenübergreifend" alle Wettbewerber an einem Tisch säßen und übers Jahr hinweg mit Vertretern der Ministerien Lösungen erarbeiteten.

Ein "Monitoring-Report Deutschland Digital", in dem der hiesige Standort im Bereich Informations- und Kommunikationstechnik (IKT) international verglichen wird und der in Dresden diskutiert werden soll, sieht Deutschland unverändert gemeinsam mit den Niederlanden auf dem siebten Platz der 15 wichtigsten IKT-Nationen weltweit.

5.1 UK: The G-Cloud initiative could transform service delivery

Government strategy aims to harness the cloud for the benefit of the public. In the realm of information technology, all roads are leading to cloud computing even if the road maps are not yet complete. The government’s G-Cloud strategy is a prime example of where organisations are heading and what they hope to achieve.

Key benefits of cloud computing, whether evolutionary or revolutionary, are scalability and shared computing. Scalability is critical when organisations experience growing demand for data storage. For example, hospitals face skyrocketing storage demand due to advances in imaging technology. In a traditional set-up, electronic picture archiving and communication systems (PACS), storing ultrasounds and radiography, are housed on individual machines or external drives. Capacity needs to be managed to ensure sufficient space and personnel are at that particular location for retrieval.

A cloud environment can make the images available to anyone with the appropriate credentials and security clearance. Because storage space in a cloud is flexible, capacity can be added more quickly and easily than was possible traditionally.

5.2 EU keen to replicate Indian e-governance model

Europe is keen to learn e-governance success models in India to replicate some of them back home between its Parliament based in Brussels and 27-member countries, a key official said.

"We are very interested in issues about e-governance," Malcom Harbour, leading a nine-member delegation of European Parliament on a visit to India on a fact-finding mission, said as he saw lots of possibilities for collaboration in sharing ideas and concepts. Like India, investment into e-governance growth in Europe was growing, added Harbour, chairman of the Committee on Internal Market and Consumer Market, European Parliament.

Europe is keen to know how e-governance works between the Federal (Union) and provincial (state) governments in India, as it makes one such case between Brussels-based European Parliament and its 27-member EU states, Harbour said. "I think e-governance is potentially an exciting area," he said, adding, there ought to be more initiatives between Europe and India. Europe wants to learn on matters such as inter-operability and exchange of data vis-a-vis e-governance and public sector units in Europe need to develop solutions.

5.3 EU: Experten für Netzsicherheit erproben Abwehrfähigkeit bei erster gesamteuropäischer Simulation

Die europäischen Experten für Netzsicherheit testen ihre Abwehrmechanismen in der ersten gesamteuropäischen Simulation von Cyberangriffen. Bei „Cyber Europe 2010” werden die Experten versuchen, simulierte Angriffe von Hackern auf kritische Online-Dienste in mehreren EU-Mitgliedstaaten abzuwehren. Das Szenario der Simulation sieht vor, dass die Internetverbindungen zwischen den beteiligten europäischen Ländern schrittweise ausfallen oder erheblich eingeschränkt werden, so dass Bürger, Unternehmen und öffentliche Einrichtungen am Zugang zu wesentlichen Online-Diensten gehindert werden. Bei der Übung müssen die Mitgliedstaaten zusammenarbeiten, um einen simulierten Totalzusammenbruch des Netzes zu verhindern. Die Übung wird von EU-Mitgliedstaaten mit Unterstützung der Europäischen Agentur für Netz- und Informationssicherheit (ENISA) und der Gemeinsamen Forschungsstelle (JRC) veranstaltet. Nach der Übung sollen weitere und noch komplexere Szenarien folgen, die allmählich von der europäischen auf die globale Ebene übergehen. Die Unterstützung EU-weiter Einsatzübungen zur Cybersicherheit ist eine der Maßnahmen, die in der Digitalen Agenda für Europa zur Stärkung von Vertrauen und Sicherheit im Netz vorgesehen.

5.4 Estonia: New Estonian ID and Residence Permits Coming in January

From January 2011, non-EU citizens living in Estonia will receive a residence permit instead of an Estonian ID card. Even though the residence card will have the same uses of the national ID (digital signature, e-services), the biggest difference between both documents will be that the residence permit will carry fingerprints, so the applicants will have to go to the border guard board service personally.

More than 260.000 people are going to receive the residence permit, counting both people already living in Estonia and new applicants. Although the validity of the new document will be of 5 years, this period of time might change depending on the permit issued to a specific person. The Citizenship and Migration Board also announced that at the beginning of 2011, the national ID will come with a new look and new security features.

Estonian Identity Card has been issued since the beginning of 2002. As of October 1st 2010, there are 1.128.407 valid Identity Cards in Estonia. Identity Card issued by the state authority Police and Border Guard Board provides a means for convenient and safe authentication and digital signing in electronic environments.

5.5 Sweden to go-live with online records

Sweden will provide patients with online access to their electronic medical records before the end of the year, the deputy director of the healthcare division of Sweden’s Ministry of Health and Social Affairs has confirmed. Speaking at eHealth Insider Live 2010, Daniel Forslund said that the records would be accessed through a new website and technology platform based on the country's 1177 service, which already provides patients with health advice.

Forslund told E-Health Europe after his presentation: “It has taken a while to launch the service and to get the security right. But by the end of December, we will provide patients in two large municipalities with access to their records online.” The service has already been trialled in a much smaller pilot in both of the regions. It will now be scaled up to provide full text records to patients. These will still be held on a regional basis.

Patients will only be able to access their records when they sign a form giving explicit consent, and will need to use an additional ID solution of their choice, such as a smartcard or a bank card. 5.6 Switzerland: SuisseID on the right track

The Swiss State Secretariat for Economic Affairs (SECO) issued its first progress report on SuisseID – the first electronic proof of identity at national level – since its official launch on 3 May 2010 in the frame of the third phase of the short-term stabilisation measures.

The report reveals that businesses and institutions have passed an important volume of orders since then; in September 2010 the SECO had already received 110.000 requests for a SuisseID from several big buyers – mainly organisations specialised in electronic commerce, eGovernment and eHealth. Other large-scale projects are planned to be implemented in the next months. The SECO will release a second progress report at the end of the autumn of 2010.

6.1 USA: North Carolina Integrating Data on Criminal Offenders Into Single System

When hunting a fugitive, North Carolina Department of Insurance employees usually take a series of steps to track someone: One is to deploy several agents to search various records held by North Carolina’s 100 counties, with the hope of finding the offender’s location. In the past, the process could take months.
Now, agencies like the insurance department theoretically will be able to find their suspect in a matter of minutes — and at no extra cost — by using a new database that’s being implemented by the Office of the State Controller. The program, currently in the pilot phase, is called CJLEADS, which is short for North Carolina Criminal Justice Law Enforcement Automated Data Services. The system helps criminal justice professionals make quicker and more accurate decisions about offenders, its developers say.

6.2 Bangladesh: Digitalising land registration

Finance Minister Muhith said: "Our land registration system is at the core of corruption. Bribes are exchanged openly in the land registration offices. Digitalising such organisations is urgent because massive use of information technology can curb corruption and expedite development." He further said that the government had taken up the challenge to digitalise the land registration system, though the progress so far had not been remarkable. The finance minister came up with this observation while addressing as chief guest the inaugural ceremony of the four-day BCS-ICT World Fair-2010 at Bangabandhu International Conference Centre recently. Finance Minister in the same function said that Bangladesh is a land of impossible attainments.

6.3 Saudi Arabia: Saudi to unveil massive healthcare project

Saudi Arabia will unveil the largest healthcare technology project of its kind in the GCC at the Healthcare Information and Management Systems Society (HIMSS) conference.

The five year project is aimed at transforming the healthcare delivery in Saudi Arabia, said a top official ahead of the 'HIMSS Middle East 2010 Conference.' Dr. Mohammed R. Alyemeni, advisor to the Minister of Health & General Supervisor of ICT will elaborate on the Kingdom's plan to digitally integrate over 300 Saudi hospitals.

Saudi Arabia’s eHealth / ICT vision encompasses not only the interoperable electronic health records (EHR) which are the foundational systems that many nations are pursuing, but includes essential elements addressing quality of care, cost containment, and health system management and research needs, he said.

6.4 Australia: e-health Futures launch in Sydney

The Royal Australian College of General Practitioners (RACGP) has brought its innovative, interactive e-health display – e-health Futures – to Sydney.
The display will be officially opened at 7pm on Thursday 11 November at the RACGP NSW&ACT Faculty office (Level 7, 12 Mount St, North Sydney). The display will be on show from 11 November until early February 2011. The College has worked closely with the National E-Health Transition Authority (NEHTA) to incorporate their Model Healthcare Community into e-health Futures.

E-health Futures is a walkthrough experience with simulations and demonstrations of how e-health information will work among healthcare professionals and between healthcare settings. Visitors can complete either guided or self-guided tours at the exhibit.

6.5 China: Hong Kong: Second stage electronic health record engagement initiative launched

The Government invited the information technology (IT) sector to submit partnership proposals to develop healthcare IT solutions contributing to the development of electronic health records' (eHR) sharing in Hong Kong.

A Government spokesman said: "This marks the launch of the second stage of the eHR engagement initiative (EEI), a major government step to put in place an essential infrastructure for implementing healthcare reform."

The Government is committed to developing a territory-wide patient-oriented eHR sharing system for healthcare professionals in both public and private sectors to access, store and retrieve patients' health records, to realise the concept "records follow patients".

6.6 Philippines: 50% of Filipino govt IT to be outsourced

If agencies contributed what they should to the Philippines’ E-Government Fund, the sum available for e-government projects would be 12 times what it is now, Monchito Ibrahim, Commissioner, Commission on Information & Communications Technology, said at the FutureGov Forum Philippines in Manila.

Philippine government agencies are required to supply one per cent of their budgets to the E-Government Fund, which is worth around 1 PHP billion (US$22 million). “But this is not happening”, Ibrahim told a room of 130 delegates at the Pan Pacific Hotel. “Our budget should be more like PHP 12 billion (US$273 million),” he said.

The ICT Africa Summit is an Information and Communications Technologies (ICT) event addressing a wide range of ICT issues in Africa. NEPAD Council’s 2008 NEPAD ICT Africa Summit event was organized as an integral part of NOVATECH – The ICT Africa Summit Marketplace in collaboration with Pro-Invest – www.proinvest-eu.org. Pro-Invest is a common initiative of the European Commission (EC) and Institutions from the ACP States (Africa, the Caribbean and the Pacific) to stimulate Euro-African cooperation.

The conference successfully ended on the 15th of February 2008 in Addis Ababa, Ethiopia. Over 300 participants came from more than 40 countries in Africa and abroad to meet and greet, teach, and learn, make connections and move business forward. Dozens of new ideas on ICT development in Africa, business opportunities and lessons learnt from other regions of the world were shared.
