A.1 Potsdam/Speyer: ISPRAT-Forschungsprojekt: eKompetenzen
In den vergangenen Monaten wurden im Rahmen des ISPRAT-Forschungsprojektes „eKompetenzen“ insgesamt 22 Interviews mit Führungskräften und Mitarbeitern aus zwei D115-Service-Centern und aus mehreren Dienstleistungszentren auf Bundesebene durchgeführt. Ziel der Interviews war es, jeweils die Arbeitsorganisation und die Tätigkeiten bei neuen vernetzten Strukturen zu erheben, um hieraus Änderungen von Kompetenzen im Kontext von IT-gestützten Arbeitsumgebungen untersuchen zu können. Im Februar wurde nun die Interviewphase abgeschlossen.
Es zeigte sich, dass viele Mitarbeiter schon sehr lange in den untersuchten Bereichen arbeiten und dass die IT noch nicht flächendeckend eingesetzt wird, sondern sich teilweise noch im Teststadium befinden. Die aus den Interviews gewonnenen Informationen werden in umfassenden Fallstudien analysiert und miteinander verglichen, um so zu generalisierenden Aussagen zu gelangen.
Das Forschungsprojekt „eKompetenzen“ wird vom IfG.CC in Kooperation mit der Deutschen Hochschule für Verwaltungswissenschaften (DHV) in Speyer, Prof. Dr. Hill, ausgeführt. Die Finanzierung erfolgt durch das ISPRAT-Institut. Ziel ist es, vor dem Hintergrund des verstärkten IT-Einsatzes zu untersuchen, inwieweit sich die Arbeitsorganisation und damit zusammenhängend Kompetenzanforderungen bereits verändert haben.

A.2 Hamburg: Untersuchung der Fusion zum öffentlichen IT-Dienstleister Dataport
Seit Anfang des Jahres führt das IfG.CC eine Untersuchung der Fusion der öffentlichen IT-Dienstleister der Freien und Hansestadt Hamburg und Schleswig-Holsteins zu Dataport durch. Ziel ist es, den Fusionsprozess analytisch aufzuarbeiten, wobei die Grundlage dafür Experteninterviews und eine umfassende Dokumentenanalyse bilden.
Die Fusion wird aus einer Policy- und der gestaltungsorientierten Management-Perspektive untersucht. Damit können neben dem unmittelbaren Fusionsmanagement auch weiter gefasste Fragen des Fusionsprozesses untersucht werden, z.B. wie die Fusion im Politiknetzwerk zustande gekommen ist und inwieweit bzw. welche Art an politischer Unterstützung vorlag. Die Analyse erfolgt entlang von drei idealtypischen Phasen: In der Vor-Phase entstand die Idee der Fusion und wurde zur realisierbaren Option entwickelt. In der Fusionsphase wurden Gestaltungsfragen des künftigen Unternehmens Dataport vereinbart. Die Vorläuferorganisationen wurden in der abschließenden Integrationsphase zusammengeführt und gingen in Dataport auf.
Die Interviews und deren Transkription wurden Mitte Februar abgeschlossen. Derzeit werden weitere Dokumente analysiert und die Analyseergebnisse verschriftlicht.

A.3 Leipzig, Sachsen: Abschluss des Projekts "Organisationsuntersuchung im Rahmen des Projektes „Bauen Online“ in der Stadtverwaltung
Das IfG.CC hat in der Stadt Leipzig eine Organisationsuntersuchung auf Prozessbasis im Bereich Baugenehmigungsverfahren im Februar abgeschlossen und Handlungsvorschläge zur Neugestaltung bzw. Optimierung präsentiert. Ziel des Projektes war es, die Umstellung auf ein elektronisches Baugenehmigungsverfahren vorzubereiten.
Die Grundlage bildete eine detaillierte Analyse der Ist-Prozesse in den beteiligten Fachämtern. Der Schwerpunkt lag auf der Erhebung von Schnittstellen innerhalb der Stadtverwaltung sowie zu externen Akteuren (z.B. Gutachter, Statistisches Landesamt).
Ausgehend von Prozessanalyse wurden nicht nur Empfehlungen für die Umstellung auf ein medienbruchfreies Baugenehmigungsverfahren abgeleitet, sondern auch Vorschläge für die künftige Zusammenarbeit zwischen den am Bauprozess Beteiligten unterbreitet.

A.4 Potsdam, Brandenburg: Fachwissenschaftliche Begleitung der Einführung prozessorientierter Organisationsformen
Im Rahmen des Potsdamer Projektes, Begleitung bei der Einführung prozessorientierter Organisationsformen, wurden verschiedene Prozesse der Straßenbehörde in mehreren Workshops erhoben. Insbesondere wurden dabei die Schnittstellen zu weiteren Arbeitsbereichen innerhalb der Stadtverwaltung und zu externen Akteuren, wie dem Kraftfahrtbundesamtes erfasst und modelliert.
Ziel des Projektes ist es, jene Leistungen oder Leistungsteile der Kfz-Zulassungsbehörde (Back-Office) zu identifizieren, die dafür geeignet sind, dass sie zukünftig auch im Bürgerservice der Stadt Potsdam (Front-Office) erbracht oder zugänglich gemacht werden können. Durch die Trennung in Front-Office (Zugang zu Leistungen) und Back-Office (Produktion der Leistungen) können verschiedene Modernisierungspotenziale erschlossen werden.
Für die Erarbeitung und Darstellung der Prozessabläufe wird die Government Process Modelling Notation (GPMN®) verwendet, die vom IfG.CC entwickelt wurde. Sie besteht aus vordefinierten und wieder verwendbaren Prozessmodulen, die speziell auf die Belange öffentlicher Verwaltungsprozesse abgestimmt sind. Es hat sich auch in diesem Projekt gezeigt, dass GPMN® für die organisatorische Ersterhebung besonders gut geeignet ist.

A.5 EU-Projekt Egoprise: Workshop in Tallinn/Estland vom 22. bis 23.02.
Am 22. und 23.02. fand im Rahmen des Egoprise-Projektes, an dem das IfG.CC beteiligt ist, ein Workshop in Tallinn/Estland statt. Ziel des Treffens der Projektpartner aus Schweden, Finnland, Estland, Deutschland, Lettland und Weißrussland war es, eine Befragung von KMU im Ostseeraum vorzubereiten. Es soll erfasst werden, welche eGovernment-Services KMU regelmäßig nutzen und welche Leistungen der öffentlichen Verwaltung aus ihrer Sicht besonders mit Bürokratiekosten belastet sind. Großes Augenmerk liegt dabei auf Leistungen oder Pflichten, die für KMU relevant werden, wenn sie z.B. eine Niederlassung im Ausland eröffnen, Beschäftigte in andere Länder entsenden oder ausländische Arbeitnehmer beschäftigen wollen. Untersucht werden soll auch, wie speziell Migranten in den Projektländern unterstützt werden können, eigene Unternehmen zu gründen und weiterzuentwickeln. Hier wurde diskutiert, wie einerseits die Verwaltung unterstützen kann, andererseits aber sich die Unternehmen gegenseitig unterstützen können, z.B. durch Austausch von Informationen über Online-Foren oder Wikis. Die deutsche Seite war durch Friederike Thessel, wissenschaftliche Mitarbeiterin am IfG.CC vertreten.
Egoprise steht für "E-Government solutions as instruments to qualify the public sector for the specific needs of small and medium sized enterprises (SMEs) in the rural Baltic Sea Regions" und wird aus dem Baltic Sea Region Programme 2007-2013 finanziert. Ziel des Projektes ist es, Prozessketten zwischen Unternehmen und der öffentlichen Verwaltung im Ostseeraum mit IT-Unterstützung zu optimieren bzw. neu zu gestalten. Dadurch soll kleinen und mittelständischen Unternehmen der Zugang zum Arbeitsmarkt im Ostseeraum und Unternehmensclustern erleichtert werden.
Projektpartner sind öffentliche Verwaltungen und Institutionen sowie Unternehmen bzw. Unternehmerverbände aus Dänemark, Deutschland, Estland, Finnland, Lettland, Litauen, Schweden und Weißrussland. Leadpartner ist der Zweckverband „Elektronische Verwaltung in Mecklenburg-Vorpommern“. Aufgabe des IfG.CC ist es, die Projektpartner mit seiner Prozess- und eGovernment-Expertise zu unterstützen.

A.6 Universität Leuven/Belgien: Forschungsaufenthalt am Public Management Institute .
Wesentliches Merkmal der Institutsarbeit des IfG.CC ist seine (verwaltungs-)wissenschaftliche und internationale Orientierung, so dass der wissenschaftliche Austausch wesentliche Grundlage für die Weiterentwicklung bildet. Derzeit hält sich Prof. Dr. Tino Schuppan für drei Monate zwecks eines Forschungsaufenthalts am Public Management Institute (http://soc.kuleuven.be/io/eng) der Universität Leuven in Belgien auf. Das international bekannte Leuvener Institut wird von Prof. Dr. Geert Bouckaert geleitet, der zu den renommiertesten Public-Management-Forschern in Europa gehört. Insbesondere in den Themen Performance Management und in der vergleichenden Reformforschung hat sich Prof. Bouckaert einen Namen gemacht. Im Bereich eGovernment hat das Public-Management-Institut seine Stärken im Bereich der Organisation von Geodaten.
Ziel des Forschungsaufenthaltes ist es, einen Austausch in Forschung und Lehre zwischen dem IfG.CC und dem Public-Management-Institut zu etablieren. Insbesondere soll die europäisch vergleichende Forschung vorangebracht werden. Herausragende Entwicklungen in Belgien, die näher untersucht werden sollen, bilden beispielsweise die Crossroad Bank für Unternehmen, der die Datensteuerung von Unternehmensdaten obliegt, oder die Einheitliche Behördenrufnummer in der Region Flandern, die in Europa ebenfalls als sehr fortgeschritten gilt.

P.1 Ägypten – jenseits von Getwitter: Wie funktioniert die Wiege der Bürokratie?
Tino Schuppan, wissenschaftlicher Direktor des IfG.CC, hat im government2020-Blog des Behördenspiegels, der vom IfG.CC unterstützt wird, einen Artikel zur Reformfähigkeit der ägyptischen Verwaltung veröffentlicht.
In seinem Beitrag geht auf die Chancen und Herausforderungen für die weitere Demokratisierung Ägyptens nach der Ablösung von Mubarak ein. Es kann davon ausgegangen werden, dass es keine kurzfristigen Erfolge geben wird. Denn es ist nicht nur die Staatsklasse mit dem Militär hochgradig korrupt und bisher ausgesprochen machtstabil, sondern auch die öffentliche Verwaltung gilt als kaum reformierbar: Ausgeprägter Zentralismus, apathische Beamte, Überbeschäftigung (overstaffing), geringe Bezahlung, mangelnde Qualifikation, Klientelismus und Günstlingswirtschaft sind typische Merkmale der ägyptischen Verwaltung.

V.1 Salzburg/Österreich, 24.02.-26.02.: 14. Internationale Rechtsinformatik Symposion (IRIS), Vortrag zu „Potenziale des Prozesskettenansatzes im B2G-Kontext – Anwendungserfahrungen und Perspektiven
Im Rahmen des 14. Internationalen Rechtsinformatik Symposion (IRIS) in Salzburg trafen sich vom 24.-26.02. internationale Rechtsinformatik-Forscher, um über rechtsdogmatische, technische, wirtschaftliche, soziale und philosophische Fragestellungen des Rechts in der Wissensgesellschaft zu diskutieren.
Das IfG.CC war durch Sirko Schulz vertreten, der gemeinsam mit Prof. Dr. Martin Brüggemeier (HTW Berlin) und Prof. Peter Schilling (Fraunhofer FOKUS/FH Ludwigsburg) ein Paper mit dem Titel „Potenziale des Prozesskettenansatzes im B2G-Kontext – Anwendungserfahrungen und Perspektiven“ präsentierte.
In dem Beitrag werden „lessons learned“ der Anwendung des Ansatzes aus dem Projekt „Prozessketten zwischen Wirtschaft und Verwaltung“ beschrieben. Der Prozesskettenansatz wird dabei als methodische Perspektive mit verwaltungspolitischem Leitbildcharakter im Rahmen von E-Government-Strategien verstanden. Im Beitrag werden die Anwendungserfahrungen mit dem Prozesskettenansatz zusammengefasst.
Die Botschaft des Beitrags ist, dass der Prozessketten-Ansatz ein Übergangsleitbild ist, das im Rahmen einer kooperativen und föderalen E-Government-Strategie ersetzt werden sollte.
Das Internationale Rechtsinformatik Symposion IRIS findet dieses Jahr zum 14. Mal statt und hat sich auf dem Gebiet der Rechtsinformatik als größte und bedeutendste wissenschaftliche Tagung in Österreich und Mitteleuropa etabliert.

Seit vier Jahren unterstützt das IfG.CC das eGovernment Panel der IRSPM in Dublin, Irland.
Vom 13. bis zum 15.04.2011 findet in Dublin/Irland das 15. Forschungssymposium der "International Research Society for Public Management" (IRSPM) zum Thema "Value, Innovation and Partnership" statt. Wie bereits in den vergangenen Jahren wird Prof. Dr. Tino Schuppan zusammen mit Prof. Miriam Lips (Professor für eGovernment, Victoria University of Wellington, Neuseeland) den Panel Track zu eGovernment leiten, das in diesem Jahr unter der Überschrift "E-Government, Public Sector Reform and Innovation" steht.
Panel-Beiträge konnten u.a. zu folgenden Themenbereichen eingereicht werden: Strategies for ICT-enabled public sector reform; Managing institutional change related to e-Government initiatives; Joined-Up Government and network management. K.2 Dar es Salaam, Tanzania, 25.-27.05.2011: eLearning Africa 2011 Conference
The IfG.CC supports the eLearning Africa 2011 Conference which will take place from May 25th - 27th 2011 in Dar es Salaam, Tanzania.
Over 40 per cent of Africa’s population is younger than 24 years old. 198 million Africans, 20 per cent of the continent’s population, are aged between 15 and 24 – the largest percentage of young people anywhere in the world. Children (under the age of 15) account for another 20 per cent. eLearning Africa 2011 will focus on this group and its huge potential.
The annual eLearning Africa conference is the key networking venue for practitioners and professionals from Africa and all over the world. eLA is the largest gathering of eLearning and ICT supported education and training professionals in Africa, enabling participants to develop multinational and cross-industry contacts and partnerships, as well as to enhance their knowledge, expertise and abilities.
An exhibition and demonstration area accompanies the programme, where leading international eLearning manufacturers, suppliers and service providers present their latest products and services.

K.3 Yasmine Hammamet, Tunesia, 09.-11.06.2011: Worldwide Symposium on E-Government
The IfG.CC supports the Worldwide Symposium on E-Government in Yasmine Hammamet, Tunesia.
The rationale behind this Symposium is the follow up on the 2005 Tunis WSIS agenda and road map. One of the Symposium's main objectives is to deal with the essential and indispensable role played by governments aiming at further developing electronic exchange between the administration, the private sector and civil society, with the framework of common professional goals. At this stage, the action of governments consists not only in setting up the legal framework and the adequate technical environment but also in being very attentive to the needs expressed by the various economic agents insofar as electronic administration is concerned.
Based on a practice of economic intelligence and e-government practices and observations, the aim is to achieve e-Government by developing peer collaborations and solidarities at the international level. For a number of years, an e-customs service with a universal vocation (Asycuda) has been designed and set up in many countries, however this initiative has remained an isolated one. Other initiatives could stem from the Symposium. Vor mehr als 10 Jahren entstand an der WiSo-Fakultät der Universität Potsdam die Idee zur Gründung eines Instituts für eGovernment. Konkreter Anlass dafür war das vom Land Brandenburg geförderte Forschungsprojekt "Electronic Local Government" (eLoGo), das seinerzeit eines der größten eGovernment-Forschungsprojekte in Deutschland war. Im Rahmen des Projektes sollten neue Formen der Leistungserbringung im ländlichen Raum entwickelt und erprobt werden.
Parallel dazu war der Aufbau eines Wissenschafts- und Fachnetzwerkes für eGovernment vorgesehen. Das nahmen die damals Projektbeteiligten – unter anderem Professoren und Mitarbeiter der Universität Potsdam – zum Anlass nahmen, um ein Institut zu gründen, was die Geburtsstunde des "Institute for eGovernment" (IfG.CC) war. Es wurde als „Competence Center“ mit dem Ziel gegründet, an einer Stelle konzentriert neues eGovernment-Expertenwissen zu entwickeln, zu bündeln und weiterzugeben. Dabei stand das IfG.CC von Anfang an der Universität Potsdam für die Lehre und Forschung als Partner im Bereich eGovernment zur Seite.
Seit seinem Bestehen hat das IfG.CC mehr als 50 nationale und internationale Projekte ausgeführt, zahlreiche wissenschaftliche Veröffentlichungen und Studien für die Praxis erstellt sowie konkret die Verwaltung bei der Umsetzung unterstützt. Themen waren beispielsweise Prozessketten, E-Government in Afrika, Mobile Bürgerdienste, Prozessmodellierung, Shared Service Center, Einheitliche Behördenrufnummern, Fusion öffentlicher IT-Dienstleister, Kompetenzen für E-Government, EU-Dienstleistungsrichtlinie um nur einige Beispiele zu nennen.
Innerhalb von 10 Jahren hat sich das IfG.CC mit seiner interdisziplinären Ausrichtung, wobei der Schwerpunkt in der Kombination von Verwaltungswissenschaften und Informatik liegt, ein Alleinstellungsmerkmal nicht nur in Deutschland erarbeitet.
Ohne ausgeprägte wissenschaftliche Neugier, konsequentes Gestaltungsdenken, hohes fachliches Interesse an eGovernment und Verwaltungsmodernisierung und auch Leidenschaft für die Modernisierung der Verwaltung aller Beteiligten wäre der heutige Entwicklungsstand des Instituts nicht zu erreichen gewesen.

Bereits Ende letzten Jahres berichteten wir über eGovernment-Projekte in Indien. Seit dieser Zeit gab es weitere bemerkenswerte Entwicklungen in Indien, so dass es sich lohnt, erneut über eGovernment aus Indien zu berichten.
Indien kann als „Land der Gegensätze“ bezeichnet werden: Knapp ein Viertel der 1,2 Milliarden Inder lebt unter der Armutsgrenze, circa 35 Prozent der Bevölkerung können nicht lesen und schreiben. Gleichzeitig verlassen jedes Jahr drei Millionen Absolventen die Universitäten, die in Boom-Städten wie Bangalore, Hyderabad oder Jaipur Arbeit finden. Große indische IT-Unternehmen erbringen z.B. von Bangalore aus Leistungen für Konzerne in aller Welt.
Ähnliche Gegensätze sind auch bei Staat und Verwaltung zu finden. Auf der einen Seite steht ein aufgeblähter bürokratischer Verwaltungsapparat mit seinen meist schlecht bezahlten Staatsdienern, der zudem stark von Korruption gekennzeichnet ist. Auf der anderen Seite existieren bereits zahlreiche eGovernment-Angebote, deren weiterer Ausbau ganz oben auf der Agenda der indischen Regierung und den Verantwortlichen in den Bundesstaaten steht.
Die Verantwortlichen im Land haben erkannt, dass Informations- und Kommunikationstechnologien erheblich zur Verbesserung der wirtschaftlichen und sozialen Entwicklung beitragen können. So hat die indische Regierung eine Vielzahl von Initiativen ergriffen und u.a. Mitte 2006 einen nationalen E-Government-Plan (NeGP) beschlossen, für dessen Realisierung innerhalb von sechs Jahren sieben Milliarden Dollar ausgegeben werden sollen.
Es wird davon ausgegangen, dass die IT-Projekte in Staat und Verwaltung folgende positive Wirkungen haben: Erstens wird ein enormer Schub der heimischen IT-Branche, die nur einen Bruchteil der Größe der chinesischen Branche hat, erwartet. Zweitens rechnen Experten damit, dass die zu erwartende enorme transformative Kraft Indiens Wachstumskurs starken Auftrieb geben wird.
Welche Aufmerksamkeit Indien mit seinen eGovernment-Projekten erzeugt, zeigt auch die Tatsache, dass die Regierung von Andhra Pradesh Vereinbarungen mit den Regierungen von Mauritius, Polen und Israel für den Transfer von Technologie im Zusammenhang mit E-Government, insbesondere Government-to-Citizen Services des Projekts „e-Seva“, schließen wird. Auch Sri Lanka hat bereits Interesse bekundet.

2.1 Maharashtra: IT department goes paperless, others to follow
In its bid to be eco-friendly, the state government has decided to follow a paperless policy in its Information Technology (IT) department from February 1. Once the project is successful, the government is thinking of gradually putting an end to the use of paper in all departments. Apart from paperless administration, the government is also mulling a law to introduce online services for essential documents across departments.
At present, five districts have been facilitated with the e-district drive, which will be implemented in all 35 districts over the next financial year. “In the five districts — Nagpur, Latur, Nanded, Pune and Sindhudurg — 10 services, including birth and death, domicile, nationality and age proof certificates, are being provided over the internet. We will cover all districts in next one year,” Kareer (secretary, IT) said.

Technology might evolve your life but now it may well be a part of your classrooms. Schools in Delhi are all set to digitize and implement information technology as a part of the education system as well as in administrative and academic levels.
Ahlcon International School is the first school to implement e-governance. They launched their website which lists how e-governance has benefited the school. 2.3 Maharashtra: Mumbai: Unique ID card registration on in 8 wards
Registration for the Unique Identification (UID) card has started in eight wards of the city, beginning with Malabar Hill. The 12-digit number of the UID card will be an important, single identity of a person at any given point in time.
"The UID will come in handy for opening bank accounts, booking tickets on the internet or buying rations. The identification cannot be duplicated as one cannot change iris impression or fingerprints," said Chandrashekhar Chore, assistant commissioner D-ward. Manisha Mhaiskar, additional municipal commissioner said, "Besides aiding in citizen-government interface or with institutions like banks, an Aadhaar (UID) card will also help the state government ensure all benefits reach the intended people."

2.4 Punjab: Jails to house biometric machines to check illegal movement of prisoners
Across all jails in Punjab, plans are afoot to install biometric machines to monitor the movement of prisoners and those visiting them. The Central Jail in Ludhiana has been selected for the pilot project and the government is spending Rs 27 lakh on the installation of the machines. If it turns out to be successful, then biometric machines will be installed at other jails in the state.
The system will incorporate the tasks that are currently being done manually such as — inmates’ registration, their movement within the jail premises their release. At first, a database containing the details of the inmates will be created complete with their photograph. The database will be stored in a central server so that an duplicate entry of the prisoner can be identified, thereby helping in tracing the frequent flyers.

2.5 Orissa: Getting smarter about welfare
Amid talk of creating all-purpose cards, Orissa shows the way with a health-cum-food smart card. One swipe of the smart card and hospital bills of up to Rs 30,000 can be paid under the Centrally sponsored Rashtriya Swasthya Bima Yojana (RSBY). This potential of the smart card, unlocked for over twenty million beneficiaries of the scheme, is now set to empower beneficiaries of subsidised food grains in Orissa to buy wheat and rice. The idea is to have a single smart card serve multiple purposes.
The Orissa government has already got the approval of the Union labour ministry, which is the nodal ministry for RSBY, to use its smart card initially as an identification card under its public distribution system. It has also sought World Bank assistance to upgrade RSBY cards for supplying food grains under PDS.

On the other hand, telecom operators are also encouraging these initiatives, as they are hit by the declining average revenue per user.
Apollo Hospitals launched its m-health services in January this year in partnership with Aircel and has already received 10,000 calls in its Medical Response Centre (MRC).

Collection of biometric data to allot a unique identification number (UID) by the Unique Identification Authority of India (UIDAI) is all set to become a reality. Contrary to rumours that the biometric is just a gimmick by the Department of Census to deter people, the department has reiterated that will take place as soon as the date is fixed by UIDAI. “Biometric will take place. There is no reason for people to be afraid as it is for our benefit. We are expecting the dates shortly,” Director Census Operations Nagaland, Hekali Zhimomi said.

4.1 Zwang zur Rechnungssignatur fällt Ende Juni
Mit ihrem beschlossenen Steuervereinfachungsgesetz will die Bundesregierung nicht nur die Werbungskostenpauschale für Arbeitnehmer erhöhen. Gleichzeitig ändert sie aufgrund einer EU-Vorgabe aus dem vorigen Jahr das Umsatzsteuergesetz. Demzufolge entfällt der Zwang, elektronische Rechnungen entweder mit einer qualifizierten Signatur zu versehen oder per EDI zu versenden. Die neue Regelung soll für alle Umsätze gelten, die nach dem 30. Juni 2011 anfallen. Das Parlament muss dem Gesetzentwurf noch zustimmen.

4.3 Rheinland-Pfalz: Electronic doctor’s card enters service
Since 1 February 2011, doctors in the western German state of Rhineland-Pfalz have been able to apply for an electronic doctor's card ('eArztausweis', in German).
The electronic doctor's card can replace the conventional medical ID card. It contains a microchip which stores the doctor's signature, enabling them to sign electronic documents in a legally valid way, and encrypt and decrypt data to transmit it securely. Contract doctors can also use the card to make online charges to the medical association for their services.

Die Bundesregierung hat die von Bundesinnenminister Dr. Thomas de Maizière vorgelegte Cyber-Sicherheitsstrategie für Deutschland beschlossen. Kernelemente der Strategie sind der Schutz der IT-Systeme in Deutschland, insbesondere im Bereich kritischer Infrastrukturen, die Sensibilisierung der Bürgerinnen und Bürger zum Thema IT-Sicherheit, der Aufbau eines Nationalen Cyber-Abwehrzentrums sowie die Einrichtung eines Nationalen Cyber-Sicherheitsrates.
Hierzu erklärte Bundesinnenminister Dr. Thomas de Maizière: "Die Gewährleistung von Sicherheit im Cyber-Raum und der Schutz der kritischen Informationsinfrastrukturen sind existenzielle Fragen des 21. Jahrhunderts und erfordern ein hohes Engagement des Staates. 4.5 Bundestag verabschiedet De-Mail-Gesetz
Der Bundestag hat am Donnerstagabend das umstrittene "Gesetz zur Regelung von De-Mail-Diensten" mit den Stimmen der schwarz-gelben Koalition beschlossen. Die Opposition votierte geschlossen gegen das Vorhaben. SPD und Linke unterstützten vielmehr einen Antrag der Grünen, wonach die verabschiedeten Regelungen "maximal ein erster Schritt, in der Summe aber unzureichend" seien.
Die Oppositionsfraktionen forderten die Bundesregierung mit der Entschließung auf, die vorgeschriebene kryptographische Absicherung des Transportwegs bei De-Mail auf eine "Ende-zu-Ende-Verschlüsselung" des gesamten Verfahrens auszudehnen. Dafür hatten sich auch mehrere Sachverständige in einer Anhörung sowie der Bundesrat stark gemacht. Zudem solle gewährleistet werden, dass "die Beweislast für den Empfang von Nachrichten in einem hochtechnischen System" nicht auf die Bürger abgewälzt werde. Zudem müsse das maximale Porto einer De-Mail verbraucherfreundlich festgelegt und das Gesetz zwei Jahre nach Inkrafttreten von unabhängiger Seite überprüft werden. Es sei nicht auszuschließen, das Bürger, die den Dienst nicht nutzen wollen oder können, benachteiligt würden.

5.1 EU: Many EU countries slow to act on Services Directive
More than a year after the Services Directive entered into force, only 14 EU countries have set up fully functioning business centres to help companies that want to provide services across borders.
One of the key demands of the EU's Services Directive was that all countries must create Points of Single Contact (PSCs), one-stop shops where businesses could go to get all the information and forms needed to understand labour and tax laws as well as social security registration and other business rules in other member states. The directive, passed in 2006, was supposed to be implemented by the end of 2009.

5.2 Croatia joins EU programme to break down e-barriers
The Republic of Croatia has signed a Memorandum of Understanding with the EU to join the ISA Programme. ISA, which stands for “Interoperability Solutions for European Public Administrations”, takes a practical approach in supporting easier communication between administrations across Europe.
Participation of the candidate countries in Union programmes is an important element of the Pre-Accession Strategy. By joining the ISA programme, Croatia will become familiar with EU policies in the field of interoperability, one of the key elements identified in the flagship initiative Digital Agenda for Europe (DAE).

5.3 Denmark: One in three Danish companies have sent electronic invoices
100.000 businesses have sent electronic invoices to the public sector via the Danish national open eBusiness framework 'NemHandel' (Easy Trade, in English) in December 2010, which is approximately one third of all active Danish companies.
All Danish public authorities and institutions have the capabilities to receive NemHandel invoices, and during December 2010 alone the public sector received more than 300.000 electronic invoices through the NemHandel infrastructure from private businesses (suppliers of goods and services). Furthermore, more than 2.300 new business users registered and used NemHandel for the first time.

5.4 Czech: Non-EU foreigners to get IDs with biometric data
Foreigners from non-EU countries will receive residence permits with biometric data in the Czech Republic as of May, Interior Minister Radek John said. It is the Interior Ministry that has been making decisions on stays and long-term visas of foreigners since January. Until then, this agenda was done by the foreigner police. The ministry seeks to provide more information, speed up the proceedings and eliminate corruption, he said.
At present, information on the major changes resulting from the new amendment to the law on foreigners' stays is available in Czech, English, Russian, Ukrainian and Vietnamese. In future, eight language versions would be available.

5.5 Estonia: Launch of electronic identity for mobile phone use
On 1 February 2011 the Estonian Police and Border Guard (Politsei- ja Piirivalveamet, in Estonian) made available a new type of digital identity, the mobile-ID, which enables the user to provide electronic identification and a digital signature using a mobile phone.
To apply for a mobile-ID, a person must have a valid ID-card, PIN codes and a card reader, and must have a contract with a mobile service provider which provides them with a SIM card. The mobile-ID can be obtained through an electronic application on the website of the Police and Border Guard. Mobile-ID certificates are valid for three years.

5.6 Great Britain: National Audit Office presents challenge for government ICT
The National Audit Office report on central government's ICT record conveys a poor opinion of the performance of recent years. There is little of comfort in the new National Audit Office (NAO) report on how government has used its ICT assets in recent years. Those who have come in with the coalition can take refuge in the fact that most of the shortcomings did not arise on their beat, but those who were active under the previous administration must have feel that they have had a thumbs down from the Whitehall auditor.
The report, titled Information and Communications Technology in Government: Landscape Review, is characterised by a stream of criticisms of the record of the past 10 years, many with references to long standing policies that suggest they have not been fulfilled.

6.1 Australia: E-health will become a reality this year
The e-health program will move into the community this year with a rollout at the three lead sites and the broader second wave of projects, Peter Fleming says. With government funds flowing for delivery of the $467 million personally controlled e-health record system, Fleming says the second wave will spread the activity across the country.
"There were a significant number of responses (for the $55m funding pot) and these will allow us to dive deeply into various sectors, such as aged care," he says. "We've had people in the Health Department working right through Christmas evaluating these applications so we're ready to start the new year running. We're fairly close to being able to put forward recommendations to the minister."
Fleming says tenders for the National Authentication Service for Health and the GP software vendors panel are approaching finalisation, and new tenders designed to get e-health into operation around the country will be released shortly. "We're looking for private-sector partners to work with us on infrastructure, benefits realisation and change management, and this activity will bring a huge focus on the local community," Fleming says.

6.2 US cities using private cloud to share services
Aboard a private cloud, 10 cities in the US co-own a set of infrastructure to provide e-government services, which allows citizens to access all types of permits, perform regional job searches and register a business.
“In all cases, whether regarding the backend joint processing on human services grants or a regional GIS mapping portal, we are driven to be customer focused,” said Brenda Cooper, CIO of the City of Kirkland, in an interview with FutureGov Asia Pacific.
The value in these shared services is that citizens have a single sign-on point for all kinds of information. According to Cooper, if ecitygov.net had not happen, then every park and recreational area would require a different ID and password.
Started in 2002, ecitygov.net is hosted on a private cloud and managed by the City of Bellevue, a rapidly growing city with a current estimated population of 126,000.

6.4 Thailand: Green light for e-government body
Organisation to steer state agencies into electronic era
The Information and Communications Technology (ICT) Ministry has been given Cabinet approval to set up an e-government agency as an operational body to drive the establishment of e-government services and pursue the Smart Thailand policy.
The director of Government Information Technology Services (GITS), Sak Segkhoonthod, said GITS would be transformed into the new agency. The change will be official in the near future.
To drive and support e-government services, the agency will have three responsibilities: laying down an e-government infrastructure network (GIN), establishing information-technology standards for government agencies and providing consulting services to government agencies.

6.5 Vietnam: IT Master Plan approved
Prime Minister Nguyen Tan Dung just approved a Master Plan on information technology which aims to convert Vietnam into a top ten IT power by 2020.
The overall target of the plan emphasizes international standards for IT human resources and the key role played by the industry, especially software and digital content as well as services, in GDP growth and exports.
IT industry is expected to contribute around 8-10 per cent of the country’s GDP and its revenue growth to double or triple the GDP growth rate by 2020.
Up to 30 per cent of IT graduates will be qualified to fill international market openings by 2015 and 80 per cent by 2020. The number of Internet users will account for over 50 per cent of the population by 2015 and over 70 per cent by 2020.
Domestic enterprises are urged to design and produce equipment to replace imports by 2015, to bring Vietnam to a top ten supplier of software processing service and digital content.

6.6 Community tele-centres to be set up in Rwanda
Rwanda's Minister in the Office of the President in charge of ICT, Dr. Ignace Gatare, officiated over the Rwanda Telecenter Network (RTN) partners and stakeholders' forum which aimed at deepening the awareness of the role of telecentres in the country's development as well as build partnerships for the deployment of the centres.
The telecentre forum intends to give a platform for telecentre practitioners for learning and sharing experience; discuss subjects like sustainability, connectivity and relevant content. More importantly, the forum will offer to the participants a unique occasion to exchange their understanding and views on how to transform Telecentres from a mere ICT access point to community service and knowledge hub.

6.7 A decision on transfer to ID cards with chip and biometric data of citizens made in Azerbaijan
Azerbaijani president Ilham Aliyev has ordered to prepare a new form of identity card of a citizen of Azerbaijan of the rising generation.
Under the order, for the next three months the Cabinet Ministers is to prepare and submit to the President the description, specification and sample of the identification card of a citizen of Azerbaijan, to contain an electronic carrier (chip). The President ordered to place the data on the citizen’s domiciliary registration, his family status, fingerprints and other personal biometric indicators in the ID electronic carrier (chip).
