Areas to be fostered as smart cities will be selected this year. The 'Smart City Specialized Complex Creation Project' to foster new industries will also be held for the first time this year.

The Ministry of Land, Infrastructure and Transport announced on the 16th that it will hold a contest for the "2025 Smart City Creation and Diffusion Project" from the 17th, which will be created by local governments and companies in cooperation to solve various urban problems and revitalize the smart city industry by incorporating smart technologies such as artificial intelligence (AI) into cities.

This year, it will be divided into four types:

  • "base-type smart city creation project,"
  • "strong-type smart city creation project,"
  • "smart city solution diffusion project," and
  • "smart city specialization complex creation project."

Among them, through the smart city specialization complex project, which will be held for the first time this year, it plans to select areas suitable for fostering smart city industries and create a leading area where innovative companies gather together with related ministries to develop and demonstrate smart services.

The base-type smart city is a project to create a smart service comprehensive city that can function as a smart base so that smart cities can spread across the country. Through this project, we will support the discovery and demonstration of innovative urban services related to smart cities so that smart infrastructure can be established to support regions and industries and function as a base for smart cities to spread.

This year, one city (special metropolitan cities, special autonomous cities, provinces, cities and counties) that can serve as a smart base will be selected. The selected local governments plan to provide up to 16 billion won in state funds for three years (hereinafter, one-on-one matching between state and local expenses).

The small and medium-sized smart city is a project to create a city where specialized solutions are concentrated so that small and medium-sized cities can grow into sustainable and competitive cities by securing their ability to respond to changes in the urban environment such as the climate crisis and regional extinction.

One of two detailed types can be selected and applied: climate crisis response type that creates eco-friendly, carbon neutral, climate disaster zero convergence specialized cities, low birth rate and aging population change response type, and regional extinction response type, which is a convergence specialized city that supports local industrial vitality. The government will select no more than three locations.

The project targets cities with a population of less than 1 million (special autonomous cities, provinces, cities, counties, and districts), and plans to provide up to 8 billion won in state funds to selected local governments over three years.

The smart city solution diffusion project is a project that distributes excellent solutions discovered through various smart city projects to small cities so that many people can feel smart city services.

Local governments selected through this project will be able to autonomously build specialized solutions along with distribution solutions, and support coaching by leading local governments with empirical experience and consulting by specialized institutions.

Cities with a population of less than 300,000 (city, county, and district) are eligible for the support, and through this contest, no more than five locations will be selected, and 1.2 billion won in state funds will be provided to the selected local governments for one year.

The smart city specialized complex is a new project this year to create a sustainable smart city industrial ecosystem by designating areas with smart city conditions and innovative technology research and development bases as specialized complexes.

It supports the creation of a favorable environment for companies to demonstrate smart city services by easing regulations, providing space for demonstrating innovative technologies, and supporting the use of urban data.

In particular, this year, it is expected that smart services in specialized fields such as mobility and robots using AI semiconductors will be activated in cooperation with the Ministry of Science and ICT's "On-Device AI Service Demonstration and Diffusion Project."

This year, it plans to select one smart city specialized complex and provide up to 8 billion won in state funds for three years to the competent local governments (special cities, special autonomous cities, provinces, cities and counties), which are the project entities.

Among the four types of projects, the project to spread smart city solutions will be received from the 14th to the 16th of next month, and the final selection will be made in May after evaluation by an evaluation committee composed of experts in related fields. The rest of the project will be received from May 19 to 21, and the final selection will be made in June after evaluation by the evaluation committee.

The Ministry of Land, Infrastructure and Transport said, "As cutting-edge technologies such as AI and autonomous driving have recently spread to various fields, we expect more convenient urban services to be provided to the public through this public offering project," adding, "We hope that local governments will cooperate with companies to actively propose innovative smart services that can be felt by the people and that the local economy and industry can grow together."
