Chicago will upgrade 42 parks using a Heat Vulnerability Index to prioritise neighbourhoods most at risk from extreme heat and health inequalities.

The City of Chicago is investing $1 million to upgrade cooling infrastructure at 42 neighbourhood parks, targeting communities identified as being most vulnerable to extreme heat through a data-driven mapping tool.

Announced by Mayor Brandon Johnson and the Chicago Park District, the first phase of the programme will deliver air conditioning improvements and other cooling enhancements at park facilities across the city. The initiative forms part of a broader effort to strengthen climate resilience, improve public health outcomes and address longstanding inequities in neighbourhood infrastructure.

The investment is supported by the Mayor’s historic $45 million allocation of tax increment financing (TIF) surplus funds to the Chicago Park District in 2026.

"For too long, communities that have faced the greatest impacts of extreme heat have also borne the weight of underinvestment in the resources needed to keep neighbours safe," said Mayor Brandon Johnson.

"This $1 million investment in cooling improvements builds on our commitment to deliver climate resilience, public health, and equity across Chicago. By strengthening our neighbourhood parks, we are ensuring that every resident – regardless of their ZIP code – has access to safe, welcoming spaces to cool off during dangerous heat events."

The locations were selected using Chicago’s Heat Vulnerability Index (HVI), developed by Northwestern University’s Buffett Institute for Global Affairs through the Defusing Disasters Working Group, incorporating research from the National Oceanic and Atmospheric Administration (NOAA) and the City of Chicago.

The mapping tool enabled the Park District to identify 42 priority sites in neighbourhoods most at risk from extreme heat, including 19 parks in areas classified as "Most Vulnerable" and 21 in "Vulnerable" communities.

Carlos Ramirez-Rosa, General Superintendent and CEO of the Chicago Park District, said the programme is designed to address systemic health inequalities while making parks more resilient to the impacts of climate change.

"These TIF surplus investments in air conditioning will help address systemic health inequities and transform vulnerable neighbourhoods by providing reliable, climate-resilient and accessible public cooling spaces when and where they are needed the most," he said.

"After record high heat, flooding and poor air quality, it’s imperative that we build more locally resilient neighbourhood parks by upgrading vulnerable park infrastructure in the hardest-hit communities and using equity-focused research to connect those most impacted by extreme weather-related events to safe and comfortable public spaces."

Phased rollout

Twenty park sites will receive upgraded air conditioning systems by the end of summer 2026, with a further 10 expected to be completed before the end of the year.

Design work is also underway for 12 larger capital projects that will incorporate permanent cooling infrastructure, bringing the total number of upgraded sites to 42 once completed.

The Park District said the pilot will also evaluate innovative, cost-effective cooling technologies that could be deployed more widely in future projects.

Angela Tovar, Chicago’s Chief Sustainability Officer and Commissioner of the Department of Environment, said the Heat Vulnerability Index allows the city to direct investment where it can have the greatest impact.

"Extreme heat is one of the most pressing climate challenges facing our city, and we must continue investing in solutions that protect residents and strengthen community resilience," she said.

"With data-driven tools like the Heat Vulnerability Index, we can better understand where support is needed most and direct resources to neighbourhoods that have been disproportionately impacted by extreme weather. These cooling improvements represent an important step toward building a healthier, more climate-resilient Chicago for all residents."

The cooling improvements complement Chicago Park District’s wider network of heat relief infrastructure, which includes 22 lakefront beaches, Humboldt Park’s inland beach, 77 indoor and outdoor swimming pools, more than 240 water spray features and a canopy of over 250,000 trees that provides shade while helping to mitigate flooding.

City officials said the latest investments demonstrate how climate risk data can be used to guide infrastructure spending, ensuring resilience measures are targeted towards communities facing the greatest environmental and public health challenges.
