Fourteen months now, and the project lay grounded for want of political will from the City Fathers. That Margao civic body had as many as three chairpersons in the last one year did not help in reviving the rupees half-a-crore project and help streamline day-to-day administration.
Set up with technical know-how from the Kalyan-Dombivli Municipal Corporation, this model of e-governance was expected to help the civic body in matters relating to payment of taxes, application for construction licences, application for births and deaths etc.
Sadly, despite the multi-functional software, the CFC is issuing only birth and death certificates - a function which civic bodies elsewhere are managing with just two computers at their disposal.
What’s more, the proposed networking of all section, including that of the chairperson and chief officer, remains incomplete. This has only prevented citizens from monitoring their service applications and complaints at every stage. “In the absence of networking, citizens cannot maintain any track of the status of complaints and applications through the CFC”, an official admitted.
Incidentally, with Phase I of the CFC yet to fall in place, the fact of Phase II and III remains uncertain. Phase II was to cover remaining back-end departmental activities like payroll management, stores management, vehicle management etc.
Integration of Geographical Information System with the current e-governance system was proposed in Phase III.
