If the technology partners can provide bank guarantee, the centres can provide more services to the customers.
The Krishna district joint collector had recently asked the APOnline to provide bank guarantees to the RIVs.
While urban e-Seva is offering 44 services and is adding some more, the rual services primarily focus on power bill transactions.
Further, the government can ensure that manual billing operations in rural areas were stopped once the bank guarantee is given.
In Krishna district, the administration has introduced land records delivery scheme on an experimental basis in Gannavaram mandal and the response has been encouraging.
Similarly, common entrance test application forms were sold through all the 74 RIVs this year and the officials expect that the sale would pick up in the coming year.
“All is not lost for the RIVs. As many as 500 fresh applications for setting up rural e-Seva Centres are pending and the government in May this year ordered that the applications be cleared,” said Krishna district rural e-seva centres association president Yugandhar.
He said there was a need to increase the commission to the rural e-Seva organisers.
“While the urban e-Seva Centres get Rs 5 as commission for every power bill transaction, the rural e-Seva centres get just Rs 2. Of these Rs 2, what actually accrues to the centre organisers is just Rs 1.40 per transaction,” Yugandhar pointed out.
