An authority in the Planning Commission has been notified for the purpose, Minister of State for Personnel Prithviraj Chavan told journalists here on Friday.
Asked if the project would come into conflict with the Home Ministry’s plan to provide Multipurpose National Identity Cards, Mr. Chavan said the Home Ministry’s focus was on identifying the citizens. The aim was to find out those living illegally.
“The Planning Commission will cull out a unique identity number from a number of documents which a resident now has like the one pertaining to income tax or passport. It is a massive exercise and will take more than a year just to collate and disseminate data.”
The number would be on the lines of the social security number in the U.S.
“Sixty-five to 80 per cent of the residents will be covered by this scheme by 2011, when the census takes place, and most of the residents will be covered by 2013. The stress is more on socio-economic factors as it will also help in identifying genuine below the poverty line residents, Mr. Chavan said.
Announcing the national awards for e-governance for 2008-09, to be given at the 12th national conference being held in Goa from February 12, he said about Rs. 20,000 crore was earmarked for achieving e-governance and setting up e-offices over the next decade. The Cabinet had cleared 16 mission mode projects that would cost Rs. 10,622 crore when fully implemented.
