In a bid to bring in accountability and transparency in the State government’s tendering process, the Rural Development Department in association with the National Informatics Centre (NIC), Kerala, is set to launch GePNIC, a web-based online government e-procurement system.

The system, which will be first used for tendering works under the Pradhan Mantri Gram Sadak Yojana (PMGSY) in the State, enables online creation, publishing, evaluation and award of bids.

The NIC has already conducted a training programme for the department officials and 70 government contractors on using GePNIC, which is expected to be launched by January 15, 2010.

“The objective of this e-procurement system is to bring in transparency in the tendering process. It will avoid discrimination among bidders and promote open competition. Another significance is that registered bidders can access the system from anywhere in the world to take part in the bidding process,” said project coordinator M. Kasthuri.

Shorter procurement cycle, accurate processing and enhanced security ensured through digital signing of all uploaded documents were some other advantages of the system, she said.

An e-procurement cycle of GePNIC will include features like indent generation, invitation of bid, processing of bid, awarding of contracts and monitoring of contract management. Contractors who wish to take part in the bidding will have to register their names on the web site www.pmgsytenders.nic.in.

After registration, they will be able to review published tenders and download application forms for bidding. The filled up forms are again uploaded to the web site by the bidder who will then be intimated via SMS or e-mail about the online bidding date and time. At the end of the process, details of the sanctioned bid will be published on the web site. “In the initial phase, there will be no online financial transaction. But once the system becomes fully functional, all these features will be made available online,” said Kerala State Rural Roads Development Agency (KSRRDA) State coordin- ator P. Krishnamurthy.

“The GePNIC system was first developed by NIC Tamil Nadu. It has already been successfully launched in Tamil Nadu, Uttar Pradesh, Orissa and West Bengal where it also won the e-governance award,” Ms. Kasthuri said.
