Hassle-free process will ensure marriage certificates are easily available at 5,000 centres across Karnataka

Most of us have been shunted from pillar to post to obtain a simple document such as a marriage or birth certificate. We have been bewildered, confused and angry with having to deal with multiple government agencies, each with their petty egos and all wanting their pound of flesh.

But now, those in rural Bangalore no longer need to worry as these chores are set to be made hassle-free. The government is embarking on a scheme to open 5,000 Common Service Centres (CSCs) at the gram-panchayat level where these documents can be obtained across a counter.

B Chandrasekhar, Director Electronic Delivery of Citizen Services (EDCS), told Bangalore Mirror that the government has already firmed up plans to open and operate these centres across Karnataka by the year end.

“We will soon appoint agencies to operate the CSCs,’’ he said. “The idea is to make the whole task of obtaining these routine certificates hassle-free. They would be provided across the counter. We hope to eliminate middlemen and touts through this scheme,’’ Chandrasekhar said.

CSC, a strategic cornerstone of the National e-Governance Plan (NeGP), is expected to provide high quality and cost-effective video, voice and data content and services in multiple areas of e-governance, including education and health.

Web-based services

Conceived as a public-private participation (PPP) initiative, it will also offer web-based e-governance services in rural areas including application forms, certificates and utility payments such as electricity, telephone and water bills.

The CSC activities would be monitored, regulated and governed by the EDCS and certificates would be delivered within a few minutes. However, in some cases like land registration documents, where multiple inspections are required, it would take three-to-seven days.

Initially, each centre is expected to be manned by two operators who would also be equipped with high-speed systems. “In due course, we will upgrade the facilities and add more personnel,’’ Chandrashekar said.
