By March 2012, Bangaloreans would complete the unique identification (UID) enrolment like their counterparts in Mysore and Tumkur, said DV Sadananda Gowda, chief minister.

He gave this assurance while launching the UID process at Yavanika on Wednesday.

Karnataka was one of the first states to launch the UID programme headed by Nandan Nilekani, a Kannadiga, he proudly pointed out.

“Pilot enrolment centres were set up in Mysore and Tumkur and in just eight-and-a-half months, 96% of the residents enrolled for Aadhaar. Turuvekere was the first taluk to have all its residents enrolled,” he said.

Enrolment has begun in 13 districts of North Karnataka. It will begin in remaining districts by August-end.

The chief minister said he was confident that at least 80% of the state’s residents would be covered by March. Within a year, all residents of Karnataka would get their Aadhaar numbers. MN Vidyashankar, principal secretary to the government, department of IT, BT, S&T and e-governance, said that during the first stage, about 100 stations will be set up in areas under nine centres across the city.

“During the first phase, beginning on Wednesday, we will set up nine centres, each having 5 to 20 stations. During the second phase staring from August 30, we will gradually increase the number of centres and stations as people become more and more aware of the process. By September-end, there will be at least 1,100 stations all over the city,” he said.

“Considering Bangalore is a busy city, we have set up a few stations that will be open 24x7. These will be located at specific BangaloreOne centres and will work from 8 am to 8 pm and from 10 pm to 6 am.”

“After we complete the ‘sweep approach’, a small percentage of the population will still be left out for a variety of reasons.To cover this segment and also to cover requests like change of address, permanent centres will be located in all the 30 districts in the state. The number of these centres will be determined by the deputy commissioners of the districts and in Bangalore by the average number of requests we receive from different areas,” explained Vidyashankar.

On why the UID is unique and thus important for people to enrol for it, he said: “The UID is a non duplicable identity based on bio-metric information.Such a characteristic is not shared by PAN card, ration card, driving licence etc.People often have more than one, more than two, more than half a dozen PAN cards, ration cards, driving licences etc. Thus the UID will act as a unique number populating every database.”

Dinesh Gundurao, MLA, Gandhinagar, said the UID will help in proper delivery of public services by eliminating the middleman.

“Once all the citizens get their Aadhaar numbers, it will be much easier to monitor the delivery of services, directly to the people. By eliminating the middleman, we can ensure that there are no pilferages and leakages and that the common man will get all the benefits that are provided,” he said.
