Karnataka’s department of health and family welfare’s Drugs Logistics & Warehousing Society (DL&WS) has changed its system of drug procurement from rate contract to e-procurement.

The major objective for this move was to ensure complete transparency in the drug procurement for the state’s healthcare centres, stated Dr E V Ramana Reddy, principal secretary, health and family welfare.

This was a major step under the state’s e-government initiative where total computerization for drug management has helped to improve accountability of health services by providing a mechanism to be transparent through the electronic mode, he added.

Currently the state has 2310 primary health centres (PHCs), 146 Taluk hospitals, 180 community health centres and 17 district hospitals and therefore there was a need to ensure that systematic mode of purchase and supply was maintained, Dr Reddy told Pharmabiz at the sidelines of a media workshop organized by the State Directorate of Health and Family Welfare.

Further, Karnataka is also one of the pilot states for community monitoring of health services under NRHM.

The DL&WS was set up in 2003 with the objective to implement the logistical drugs and warehouse management. The aim was to ensure the drugs of assured quantity and quality are made available at all levels. Besides, ensuring that a systematic maintenance of the accounts for all expenditure was carried out to ensure total transparency and accountability.

The system for purchase and distribution of drugs in the department of Health & Family welfare was closely monitored to ensure stakeholder friendly system to meet the qualitative and quantitative needs of the end users by obviating scarcity and loss. The DL&WS also ensured to economize expenditure on drugs through pooled procurement system and helped to optimize accountability at all levels. Another task of the DL&WS was to keep tabs on the various drug and therapy-related information and to take necessary follow-up action.

As part of its infrastructure enhancement, the DL&WS has already built 14 warehouses to cater to the needs of the 30 districts of the state.
