Uttar Pradesh government, on Thursday, agreed to be a pilot state for implementing Government of India's eBiz Mission Mode Project to provide one-stop-shop single window clearance system to prospective investors, industrialists and entrepreneurs in Uttar Pradesh.

Following a presentation made by representatives of the Department of Industrial Policy and Promotion (DIPP) from the Union ministry of Commerce and Industry, Chief Secretary Jawed Usmani, issued directions to constitute a 'Programme Management Committee', headed by Infrastructure and Industrial Development Commissioner, for the time-bound implementation of the project.

Usmani also said an eBiz-cell will be set up at Udyog Bandhu for transaction and communication purposes.

A Memorandum of Understanding for granting in principle approval will also be signed.

The Government of India-run eBiz programme is expected to allow e-governance to be used beyond online transactions.

Allowing the government to delivering services to investors and business throughout the business life cycle, the programme will facilitate all services, from registration to exit procedures, at the click of a mouse on a single portal, where all departments are integrated through National e-governance Service Delivery Gateway (NSDG). According to Joint Secretary, DIPP Talleen Kumar, the aim is to shift from department-centric to investor/customer-centric approach.

On behalf of the UP government, Usmani said the state is keen to create a congenial environment for industrial and investment.

As a part of this initiative, 24 services related with state departments will be included in the first phase of implementation.

As a first step, a Memorandum of Understanding will be signed between Government of UP and DIPP. Subsequently, DIPP will take over the operations of integrating existing facilities like 'Nivesh Mitra' and other departments into a single portal across the national and state levels. At present, Nivesh Mitra includes 12 departmental services.
