Transforming Government since 2001
After several failures, the ambitious project of biometric attendance system in Delhi schools is finally getting into shape. A primary school of North Delhi Municipal Corporation in Haiderpur in North West Delhi will become the first Government-run school to have biometric attendance system for its 1,700 students and nearly 40 teachers. Officials said the entire system has already been put in place and is expected to be inaugurated on November 1.

The installation of biometric system will help in checking the punctuality of students as well as teachers. Also, it will make regulation of other services like mid-day meal scheme easier. “The billing to the NGOs running kitchens under the mid-day meal scheme is done on the basis of number of students present on a particular day. With biometric attendance in place, their will be little scope of wrongdoing,” a senior corporation official said.

“The school has 1,700 girls and 44 teachers. To begin with, we are introducing the biometric system in morning session which is only for girls. All the students and teachers would have to compulsorily mark their attendance through the biometric system once the facility becomes operational,” said Rekha Gupta, Chairman of the Education Committee in NMC. She said it is the pilot project and will be closely monitored by senior officers. Depending on the success of the project, it will gradually be introduced in all schools of NMC. The trial will continue for three months.

“Initially the students and the teachers are being provided with three options for marking their attendance. The system will later be upgraded as per the response. The students can either punch their fingerprint, or swap their identity cards at the machine. Also they will get a specific code to mark attendance. The identity cards, which have been specially designed for the purpose, can be used for marking attendance if the machine fails to read the finger prints. Similarly, the pin code can also be used as an alternative,” Gupta said.

Officials said the response of each of the three options will be examined separately. The most successful of the three options will be made permanent. While for the trial, a private company has been assigned the job, the installation of biometric system in rest of the 780 schools would be done by open tender, officials said. There are 780 schools under the North Delhi Municipal Corporation, which has nearly four lakh students and 9,000 teachers. Notably, the erstwhile unified MCD had also planned to install the system in schools but it could not be introduced due to protest from teachers in various schools.
