Do you feel your efforts have been rewarded?
Yes, the award is certainly an inspiration for the entire team which worked hard towards e-governance. It will also help us further improvise and introduce more e-schemes, which will be available online for people and also do away with red tape. It is only best use of technology that the can improve governance and IT is the best medium for this. It is also a golden opportunity for Jharkhand which can use the technology intensively for better governance and delivery of citizens services.
What exactly were the areas for which you received the award?
The emerging state of Jharkhand was awarded for improving governance through leveraging communication and information technologies and delivery of citizen services through web based single window platform.
Can you please elaborate on them?
The public delivery system include district e kalyan, file tracker, e panchayat, computerisation of cooperative banks, and e registration, Mamta vahan project of the Health and Family welfare department. With the introduction of e registration property registration is now taking less than an hour which earlier used to take months. The Jharkhand police was also given awards for modernising police systems, tracking naxal movement on a real time basis and city surveillance. The state police was appreciated for naxal information systems, crime and criminal information, use of information and communication technology in policing and web portal of the Jharkhand police.
How do you plan to further improve e-governance?
The science and technology department plans to introduce human resource management system in the state on the lines of Himachal Pradesh. Under this system e-service book, property returns and biometric information of officials and employees will be stored and used for employees/ officials service management. Further, the department through the state service delivery gateway will make SMS facility available to all departments free. Chief secretary R S Sharma has instructed all departments to join the SMS gateway which will improve inter department coordination and also save time. The department also plans to introduce e payment gateway by which all payments will be made online at the government level.
