In a major setback to the enrolment process for 'Aadhar' in Odisha, the Unique Identification Authority of India (UIDAI) has rejected enrolled data of about 30 lakh people from the state on various grounds.

According to the Directorate of Census Operations, it has collected demographic and biometric (photos, iris scan, fingerprints etc) of 2.41 crore people and sent to the UIDAI by now. Of them, the UIDAI has found fault with the data of 29.29 lakh people and declined to generate their Aadhar cards. "It is a serious concern for us since the rejection rate is extremely high. It is also very surprising since we have collected the data by following the laid down procedures," said Bishnupada Sethi, director, census operations.

Sethi said the directorate has taken up the issue with the UIDAI several times but nothing has been done so far to address how to generate Aadhar number for these people. An UIDAI officer said the UIDAI will soon open a centre in Bhubaneswar (OCAC building) to address the issue of any grievances.

The UIDAI has pointed out duplication in data of more than seven lakh people, address mistakes of five lakh people and data processing error such as wrongly taken fingerprints and iris scans of 31,000 people. UIDAI has conveyed to the Census authorities that it has generated the unique number for 1.54 crore people in the state. "However, we don't have any information about how many of these people have actually got the numbers," said another senior Census officer.

Revenue secretary Taradatt, who is the nodal officer for Census operations in state and additional chief secretary U N Behera, are among those who have not received their unique number yet though their biometric data were collected over six months ago in June, the officer said.

The state has a target to enroll 3.83 crore people (all those above five years of age) for Aadhar. However, poor enrolment, mistakes in data and people not getting their already generated numbers have come as a major challenge for the drive in the state, especially since Aadhar-linked subsidy for LPG has already been launched in Khurda, Cuttack, Puri, Balangir districts and the oil companies have given January 31 deadline for all beneficiaries to comply.

The Census directorate has engaged public sector Electronics Corporation of India Limited (ECIL) for collection of biometric data. The ECIL has sublet the data collection works to five vendors for different areas in the state.
