Becomes first city in state to operationalise its Integrated Command & Control Centre

In a significant milestone under the Smart Cities Mission, Dharamsala has become the first city in Himachal Pradesh to operationalise its Integrated Command and Control Centre (ICCC). With around 200 CCTV cameras now streaming live feeds directly to the ICCC, the entire city has come under real-time surveillance, enhancing civic management and security.

Zaffar Iqbal, Commissioner of Dharamsala Municipal Corporation, confirmed that setting up ICCCs is a key objective of the Smart Cities Mission. These centres are designed to allow city authorities to monitor essential urban services in real time, including water and power supply, sanitation, traffic management, building infrastructure and internet connectivity.

“The ICCC functions as the nerve centre of city operations, processing vast amounts of data to enable better decision-making and quicker responses. It also integrates services such as LED street lighting, air quality monitoring and CCTV surveillance, making urban management more efficient and proactive,” said Iqbal.

In Dharamsala, systems such as CCTV surveillance, smart streetlighting and landslide warning mechanisms have already been connected to the ICCC. The centre is also intended to link with the Crime and Criminal Tracking Networks and Systems (CCTNS) under the Ministry of Home Affairs, further boosting law enforcement capabilities. However, full integration is still a work in progress.

Sources told The Tribune that some departments, including Jal Shakti and the State Electricity Board, have yet to share consumer data with the ICCC. This delay has hindered the rollout of smart billing services for water and electricity, which are supposed to be part of the smart city ecosystem. Once integrated, residents will be able to receive real-time updates on their consumption, billing and complaint redress through the ICCC platform.

Similarly, the police department has not yet connected its CCTNS system with the ICCC, though the commissioner assured that the integration will be completed soon. The project has involved a substantial investment of around Rs 24 crore, as part of the broader Smart City Dharamsala initiative.
