ePay 3D secure is a payment protocol developed by Visa to enhance and validate card payments.
Salem Al Shair, eServices Director, Dubai eGovernment, said, 'The objective is to reduce the number of disputed online purchases, by enabling card issuing banks to verify the authenticity of the person making the e-commerce transaction. This 3-D secure option provides the added assurance that the physical card is present during a transaction. The introduction of such levels of security is of paramount importance today, considering the major increase in electronic transactions and e-commerce in Dubai.'
Dubai eGovernment's ePay service is being used by several government departments such as, Dubai Municipality, Department of Health and Medical Services (DOHMS), Dubai Police, eTQM and Al Bayan Subscription.
Visa 3D secure (Verified by Visa - VbV) is a payment protocol developed by Visa to enhance and validate card payments made through the Internet. 3D Secure is an authentication technology that uses Secure Sockets Layer (SSL) encryption and a Merchant Server Plug-in, to pass information and query participants to authenticate the cardholder during an online purchase. Based on the three domain model, the system ensures total protection of payment card information, as it is transmitted via the Internet.
ePay 3D secure's combined effect of ease and flexibility of implementation, secure transmission of account information and reduced disputes offer several benefits for all parties, which include an increased consumer confidence, leading to increased sales, an increased card acceptance through better merchant confidence in accepting international transactions, reduced cardholder disputes, exceptional handling, retrievals, chargebacks, re-presentments, write-offs, associated handling costs, and an increased likelihood of critical mass market adoption.
