Director General of General Information Authority (GIA) HE Salem Khamis Al Shair on Sunday, March 7, 2010 received in the GIA headquarters in Abu Dhabi a South Korean delegation headed by Jongwon Yoon, Director General of the National Information Society Agency, which is the consulting and executive body of the Ministry of Public Administration and Security in the Republic of South Korea.

The two parties discussed the items of understanding and co-ordination to be incorporated in the memorandum of understanding (MoU) on eGovernment scheduled to be signed between both parties in Abu Dhabi end of April.

The two sides are set to co-ordinate their efforts in a number of areas related to eGovernment based on the fact that they are tasked with leading the process of eTransformation in their respective countries and firmly establishing the pillars of eGovernment as per the world's best criteria and practices.

Al Shair stressed the importance of this meeting and similar meetings as they have an effect on ensuring interaction with other nations by getting familiarized with the eGovernment experiences of these nations on one hand and familiarizing others with the UAE's experience in this field on the other.

Al Shair said, "Our meeting with the South Korean delegation is the embodiment of the growing ties between the governments of both countries which peaked in the meeting of President His Highness Sheikh Khalifa Bin Zayed Al Nahyan, may God preserve him, with the South Korean President Lee Myung-bak in late December when Sheikh Khalifa reiterated the strategic partnership between the UAE and South Korea."

Al Shair added, "We have discussed with the South Koran guests points of co-ordination and joint work in the fields of eGovernment strategy and applications as well as the means of pushing forward the wheel of scientific research and development related to eGovernment. We have also agreed on the necessity to exchange visits to the technical and strategic teams operating in the eGovernment field in both countries with the aim of conveying expertise and boosting co-operative activities in which the efforts of both the public and private sectors are combined for the benefit of comprehensive eTransformation."

Highlighting South Korea's advanced position in the field of eGovernment worldwide, Al Shair said, "We highly appreciate the importance of interacting with the South Korean experience, which represents a world-class pattern of excellence. In 2010, South Korea came in the first place in web standards, the first place in communication infrastructure and the first place in eParticipation index and mounted the throne of the world eGovernments in the United Nations' index issued in early January 2010."

Later, the two parties discussed several points related to the eGovernment's strategic dimensions and future horizons and the mechanisms of developing the relevant policies, laws and general regulations and benefiting from the expertise of both parties as regards the process of development and applications of eGovernment. Other points discussed by both parties included the necessity for exchanging knowledge and information on eGovernment's services and systems and also exchanging information on the international trends with the aim of gathering more support for eGovernment.

The points of understanding between both parties in the field of eGovernment to be incorporated in the mutual MoU also include the mechanisms required to be adopted to encourage the private sector to seek eTransformation. This particular aspect is based on the fact that eTransformation should be comprehensive and integrative and that compatible mechanisms of work related to this field should exist between the public and private sectors.
