The Ministry of Public Administration and Justice announced in November 2012 that in the following months it will carry out a review of the legislative process, which is necessary for the implementation of electronic public services. This public administration development project will be launched by the end of April 2013 as part of the New Széchenyi Plan.

The aim is to bring public administration in line with more customer-friendly solutions, not only in terms of delivering single-window government services across the country, but also public eServices.

In May 2012, the Government agreed on the action plan for the 2011-2013 State Reform Operational Programme, as well as on certain highlighted projects in this project and in the Electronic Public Administration Operational Programme, such as the review of the legislative process of public eServices and the organisational development of government offices. The overall objective of the Operational Programme is to enhance the performance of the Hungarian public administration. The specific objectives focus on the improvement of public administration operational efficiency and services effectiveness.

The EU funds allocated for the Public eServices Programme is HUF200 million (approx. €700 million). The Ministry of Public Administration and Justice will also continue the work on the regulatory laws, which has already been started, and the fine-tuning of legislation and the training of public officials who will be using the new regulations. The project will contribute towards improving the performance of the public administration services and the development of a public administration aligned with the current needs, building on the opportunities provided by the information society.

In addition to the development of an ePublic administration, the Government launched the following initiatives as part of the public administration reform:

  • simplification of the regulatory procedures;
  • development of government offices;
  • implementation of the Public Administration Anti-Corruption Programme;
  • development of a telephone-based handling of citizens’ enquiries;
  • training provided to public officials;
  • development of single-window government services, which are accessible to citizens and provide solutions, when they deal with the public administration services. A milestone for this development will be the launch of a local government system, which is expected in January 2013.
